The development of effective policies against land take should be based on a deep knowledge of the specific land use dynamics and their determinants in a regional context. To this end, the traditional quantitative land use change analyses need to be integrated with a more accurate spatial and qualitative evaluation of the effects of the land use zoning of municipal land development plans and of the connected supplementary regulations (e.g., local building regulations). Land take limitation policies in Italy are largely based on the definition of quantitative thresholds for new development zones, while ignoring all those undeveloped zones that have been assigned building rights codes by plans of which the knowledge could largely impact policies. This paper attempted to define a conceptual framework of analysis which integrates a land use change assessment with an analysis in a Geographic Information System (GIS) environment of the spatial distribution of normative zones. The method was tested on the Friuli Venezia Giulia region (north-east Italy)—a territory that has experienced rapid growth in recent decades—by analyzing the spatial impact of the recently promulgated regional laws on land take control, the explicit and specific purpose of which was to limit commercial and industrial land use in the whole region. The soil sealing data were analyzed by performing a cross-comparison with the building rights permissions data, thus achieving a comprehensive evaluation of the past and predicted land take for commercial and industrial uses. Results demonstrated that the expected land take will exceed the past urbanization rate, highlighting a substantial inefficacy of the promulgated regional laws in promoting local land take control. The main innovations of this study relate to the definition of a newer qualitative methodology for framing an efficient decision-making supporting system, while helping to achieve the long-term sustainability of policies.

Abstract. We develop a theoretical framework and analysis of the net land-to-atmosphere CO2 flux in order to discuss possible definitions of "emissions from land-use change". The terrestrial biosphere is affected by two perturbations: the perturbation of the global Carbon-Climate-Nitrogen system (CCN) with elevated atmospheric CO2, climate change and nitrogen deposition; and the Land-Use Change perturbation (LUC). Here, we progressively establish mathematical definitions of four generic components of the net land-to-atmosphere CO2 flux. The two first components are the fluxes that would be observed if only one perturbation occurred. The two other components are due to the coupling of the CCN and LUC perturbations, which shows the non-linear response of the terrestrial carbon cycle. Thanks to these four components, we introduce three possible definitions of "emissions from land-use change", that are indeed used in the scientific literature, often without clear distinctions, and we draw conclusions as for their absolute and relative behaviors. Thanks to the OSCAR v2 model, we provide quantitative estimates of the differences between the three definitions, and we find that comparing results from studies that do not use the same definition can lead to a bias of up to 20% between estimates of those emissions. After discussion of the limitations of the framework, we conclude on the three major points of this study that should help the community to reconcile modeling and observation of emissions from land-use change. The Appendix mainly provides more detailed mathematical expressions of the four components of the net land-to-atmosphere CO2 flux.

The evaluation of the impacts of land-use change on the water resources has been, many times, limited by the knowledge of past land use conditions. Most publications on this field present only a vague description of the past land use, which is usually insufficient for more comprehensive studies. This study presents the first reconstruction of the historical land use patterns in Amazonia, that includes both croplands and pasturelands, for the period 1940-1995. During this period, Amazonia experienced the fastest rates of land use change in the world, growing 4-fold from 193,269 km2 in 1940 to 724,899 km2 in 1995. This reconstruction is based on a merging of satellite imagery and census data, and provides a 5'x5' yearly dataset of land use in three different categories (cropland, natural pastureland and planted pastureland) for Amazonia. This dataset will be an important step towards understanding the impacts of changes in land use on the water resources in Amazonia.

As a result of accelerated growth during the past decade, land use change over time and its accompanying problems represents a policy area germane to New Hampshire. Accurate projections of the future pattern of land use would be helpful to decision makers responsible for land use policy. Such projections could assist policy makers either directly in formulating land use plans or indirectly in justifying the need (or lack of need) for overt land use planning. Future projections, based upon various alternative land use policy scenarios, will increase the quantitative supply of information to decision makers in a two-fold manner. First, such estimates provide an insight into the current trend in land use mix and, secondly, give an overview of what impacts various policies directly have upon land use change.

Land development analyses play a fundamental role in understanding how land use change shapes the land, depending on continuously changing social, economic, and environmental factors that reflect the interests in space. It is especially important to follow land use changes in rural areas due to their role in food security, environmental hazards, cultural landscape preservation, etc. Continuous analyses and monitoring of land use changes allow for the identification and prevention of negative trends in land use (over intensification, land fragmentation, etc.) that might affect biodiversity, change physical and chemical properties of soil, causing soil degradation, change the spatial balance, stability and natural equilibrium in the rural area. The use of the cross-tabulation matrix methodology was suggested for land use change analyses. The methodology, when the cross-tabulation matrix elements are correctly interpreted, allows us to gain as much insight as possible in the process of land use change. This approach enabled a detailed analysis of vineyards in Goriška brda, Slovenia. It was found that the existing methodology fails to analyse the location of change. For this reason, additional analyses of spatial distribution of change and of the locations where changes in space occur were suggested. The study demonstrated that the land use category of vineyards changes systematically, although seemingly randomly. By comparing land use categories over several time periods, the study determined that the size and speed of change varied across different time intervals. The identified land use changes were assessed in the context of their high pressure on agricultural land. The results of the analyses showed different trends shaping the typical agrarian landscape in Goriška brda.

Southern New Zealand has seen major changes in land use in the past 20 years with the rise in dairy cows in milk from 149 000 in 1994 to 682 000 in 2010, while breeding ewe numbers have declined from 11.2 million to 7.3 million over the same period. The development of milking platforms with a significant need for winter dairy grazing has opened up many opportunities for sheep, beef and deer farmers in the region. The need to remain profitable, displacement of sheep to more marginal land, and social influences such as retaining family ownership have encouraged farmers to make the most of potential land-use change opportunities. Three case studies outline the changes made and potential profitability increases in dairy conversion, flexible sheep and beef operations and improved deer production, with cash surplus after expenses being more than doubled in each case.
