Institutionalized Public Private Partnerships (PPPs) are a widely debated phenomenon, addressed by both scientific literature and policymakers. The most important contribution of this work is to describe the various theories used for understanding the performance expectations of PPPs, as the focus on performance is still poor despite the growing interest in participant companies (mixed-owned companies), especially at the local level. While analyzing the evaluation of the performance of these entities, a wide stream of literature has focused on profitability and efficiency, showing a substantial difference in terms of the performance of such companies compared to private capital ones. All this leads us to consider the Public Value theory as the best framework in literature to address the many dimensions of performance and business strategy in PPPs while pursuing sustainable development. The interest in this area has increased lately, mainly due to the growing complexity within this dynamic context. Therefore, it seems meaningful to carry out a systematic review of the relevant published literature in this field. This study contributes to the literature on sustainable development in Public Private Partnerships (PPPs) that are seen as a form of mixed-owned companies, trying to address their multilayered performance expectations within the public value perspective and to understand how the role of performance measurement is influencing business strategies and the attitude towards sustainable environment. This will prove useful to scholars, policymakers and practitioners alike.

In the course of regional development of any territory, the infrastructure of public administration bodies is crucial, ensuring the strategic development of the territory, its priority areas and a system of interaction organized at the local level. The personnel issue plays an important role in the formation of the territory’s sustainable development. It is the success of the public administration teams work that ensures the growth of the investment attractiveness of the territory, the formation of its competitive ability and, as a clear consequence, success in strategic growth and achieving the planned economic indicators. The paper considers issues of effective HR management in public administration. Effective HR management in any public authority and at all levels is impossible without a certain personnel policy. Accordingly, the main elements of the interpretation and formation of HR management are considered in our research.

In implementing sustainable development policy, corporate social responsibility and other voluntary business initiatives plays the crucial role. Business plays the central role in economy and its voluntary initiatives such as signing the Global Compact and developing corporate social responsibility (CSR) are the main tools for implementing sustainable development on local, regional and global levels. However, also the public sector plays an important role in enhancing CSR development in the country. There exit several studies on CSR development in the Lithuanian private sector; however, the role of the public sector has not yet been investigated.The aim of the work was to investigate the development of CSR in the Lithuanian public sector. The main goals of the article are to analyse the concept of corporate social responsibility and to identify the main driving forces of CSR development in the public sector, its main barriers and means of overcoming these barriers.The article summarizes the results of a survey conducted in the Lithuanian public sector. The survey has shown that corporate social responsibility is not widely spread among public administration bodies at the local level. The main factors having a negative impact on social responsibility development in the public sector are the lack of information, of human and other resources.

Problem setting. Urban revitalization is a complex process of overcoming spatial, economic, social, cultural, ecological crisis phenomena of degraded urban territories functioning. Despite the growing attention in the development of urban policy on sustainable development, substantiation in this context of the goals and effective tools for revitalization of degraded urban areas remains an urgent task of theory and practice in public administration at the present stage. Recent research and publications analysis. Among native scientists engaged in research of various aspects in public management of sustainable territories development, it is necessary to point out: M. Averkin, V. Babayev, Z. Buryk, M. Voychuk, Z. Gerasimchuk, I. Degtyarev, V. Kuybid, O. Matveyev, O. Petroe, O. Sych, D. Tarasenko, V. Udovychenko, A. Chechel. In general, scientists have developed theoretical and methodological principles of the public policy impact on sustainable development in regions and cities. Highlighting previously unsettled parts of the general problem. However, the further development of the public administration science requires the disclosure of methodological tools for specific local policies to ensure sustainable development, particularly the revitalization of the city. This problem has not yet been covered in native science. The purpose of the article is to substantiate the goals and identify effective tools for sustainable development of the degraded territory, which should be used by urban governments in developing a policy of urban revitalization, based on the analysis of the evolution of the concept for world’s sustainable development. Since the end of the twentieth century the concept of sustainable development is reflected at the local level, emphasizing the responsibility of local authorities implementing its goals. In the adopted Agenda for the XXI century (2015) the territorial dimension of sustainable development was emphasized, particularly the importance of endogenous factors and mechanisms of development “from the bottom up”. At the same time, rapid urbanization in the world has highlighted the role of cities in which there is an urgent need to balance development. Thus, in economically developed countries, the revitalization of degraded urban areas is becoming widespread as an instrument of sustainable development policy at the local level. Given the inevitability of urbanization and the growing importance of cities in the global economy, for the first time a separate sustainable development goal – “11. Sustainable development of cities and communities” was identified. Therefore, the actions of public authorities should be aimed to ensure the openness, security and sustainability of cities. In turn, the revitalization of cities should contribute to the achievement of 11 global goals, as well as ensure the implementation of other goals of the Global Agenda. There are many tools to ensure the sustainable development of the degraded area in the process of the city revitalization. In countries, they differ according to their historical, legal, spatial and other conditions. Conclusions of the research and prospects for further studies. Local governments are key players in the implementation of the Global Agenda for Sustainable Development until 2030, including the Sustainable Development Goals. They must develop effective measures to address socially significant issues that hamper sustainable development, including overcoming the degradation of urban areas. The guidelines for the formation of the city’s revitalization policy should be 17 Sustainable Development Goals, as they contain the main tasks of economic, social and environmental nature for the territory development. All Sustainable Development Goals in the process of revitalization of degraded urban areas can be achieved using the following groups of tools: planning, support, market, financial, tax and other legal instruments. Further research should focus on the study of tools for public participation in the development of policies for the city revitalization, which in modern conditions belong to the basic methodological foundations of urban management.

The function of the bank in the creation of money, facilitating the payment mechanism, raising public savings funds, facilitating international transactions. Bank are business entries that collect funds from the public in the form of deposits and channel them to the public in the form of credit and for other forms in order to improve the standard of living of the people. The purpose of this study is to examine the effect of business strategy and the provision of consumer credit on net income at the Regional Development Bank BPD East Java. The result of the study show that partially business strategies affect net income and the provision of consumer credit affect net income. Simultaneosly both business strategy variables and consumers credit affect net income

Partnering is often claimed to represent a solution small local government organizations (SLGOs) can resort to in order to manage innovation. However, especially when private partners are involved, resources and specialized competencies need to be allocated on the management of the partnership in order to guarantee that it will deliver a public value. SLGOs often lack such resources and this can make it difficult for them to benefit from Public-Private Partnerships. In the chapter a solution to this problem will be suggested based on the concept of Integrated System of Local Government, that represents a form of strategic and long term partnership for the sharing of resources and specialized competences among SLGOs. More specifically, it will be argued that if the partnership with the private partners is established directly by the integrated system, on behalf of its members, this can guarantee a better governance of the partnership even when the public sector organizations involved are SLGOs.

To address the increasing impact of global warming, Taiwan has devised a variety of activities to promote energy savings and carbon reduction. Although the city of Tainan was the first in Asia to enforce an anti-idling policy, the intersection between public value creation and local sustainable development has not yet been analyzed. Hence, this article explores the anti-idling policy in Tainan through the lens of social judgment theory (SJT). It also considers criteria related to the core values of environmental, economic, and social sustainability to understand the public values held by stakeholders in Tainan. The results of this article illustrate and dismantle the differences between several groups’ understanding of public value as it relates to local sustainable development, and suggest the establishment of intersectoral collaboration and community participation regarding value perception. Although the case is specific to Taiwan, its characteristics are typical of local sustainable development globally, especially in Asia.

Purpose This research aims to investigate the extent to which business strategy mediates the relationship between reliance on integrative strategic performance measurement (RISPM) and organisational performance. Design/methodology/approach A self-administered survey of 157 managers in Indonesian financial institutions was used to test direct and indirect effects among the hypothesised variables. Findings The findings indicate that business strategy has a full mediating effect on the relationship between RISPM and organisational performance. Originality/value This study indicates that performance measurement systems should be designed in conjunction with business strategies to obtain superior performance. More specifically, in the Indonesian financial institutions, applying a differentiation strategy is found to be most effective in gaining competitive advantage and superior performance.

There has been extensive development and rapid expansion of alternative forms of public service provision at the local level in Slovenia and Croatia over the last twenty years. During that time, the private sector began to be intensively involved in performing public service activities and in investment financing for the public infrastructure construction, i.e., by the gradual introduction of the new forms of cooperation between the public and private sectors. However, the new Public-Private Partnership Act, which came into force in Slovenia in 2007 and in Croatia in 2008, signified a milestone in the legal regulation of alternative forms of public service delivery. The Act introduces European comparable arrangements and forms of public-private partnerships that can be either contractual or equity-based. Within public services, local public goods and services are mostly provided by public enterprises and institutions, and by awarding public service concessions. Other forms of public-private partnerships primarily include some forms of build-operate-transfer project financing. AbstractOur study aims to provide a global picture of good sustainable practices and initiatives in the field of Technical and Vocational Education and Training (TVET). In order to outline the major positive practices worldwide, a document analysis was performed on international relevant documents (reports, academic studies, guides, rules and regulations, work papers). This method was complemented by discussions with local representatives of school administration, who provided specific evidence on curricular and extracurricular activities conducted locally. Our findings confirm that various sustainable initiatives in TVET took place at an international level, mostly involving multiple stakeholders in the public sector, private sector and civil society. However, it is difficult to assess the effectiveness of these initiatives due to the unequal cooperation of several countries in responding to the UNESCO questionnaires, and to the targets they address. Many of the initiatives outlined in our study appear to have a strong cultural and ethnical dimension. The organization of such examples of good practices according to the different types of learning systems (formal, non-formal and informal education) provides a large framework for different Education actors at international, national and local level, allowing them to inspire when making policies decisions to integrate Sustainable Development in Technical educational courses.
