Fish represent a politically regulated, scientifically researched, industrially processed, commercially marketed and socially contested living marine resource. Related to this, the incorporation of resource users and stakeholders into fisheries management is particularly important. Such involvement has recently improved in terms of frequency, but institutional frameworks often result in a lack of recognition and integration of the diverse ‘knowledges’ of stakeholders involved. Against this background, we aim to uncover the potentials of additional knowledge types for management purposes, paving the way toward a more collaborative management. We first conducted qualitative expert interviews with different stakeholder groups (e.g., commercial fisheries, eNGO and administration) to map various ‘knowledges’ about cod (Gadus morhua), a major resource species in the Western Baltic Sea to reveal the various experiences and epistemologies revolving around it. The second analytical step consisted of examining how these ‘knowledges’ structure, inform and often enter into conflict with perspectives on and assessments of fisheries management. Potentials were identified regarding enhanced stakeholder engagement in management processes that provide food for thought to seek change in sustainable management of fish stocks in the future. Our study is a pointer to the need to transform fisheries management in a more social and participatory way. We argue that sustainable natural resource management cannot be designed solely by integrating more ‘knowledges’ (knowledge sharing) but requires the creation of social contexts and institutions with stakeholder empowerment at the local level (power sharing) to sustainably manage natural resources such as commercially importance fish stocks.

SUMMARYCollaborative management is a widely accepted means of resolving conflict amongst natural resource stakeholders. Power sharing is central to most conceptualizations of collaboration, but theoretical insights about power are only rarely used to interrogate collaborative processes. Agenda-setting theory was used to analyse cases of collaborative deer management in England, Scotland and Indiana (USA). Collaborative management agendas across scales and social contexts were found to be primarily set by contextual factors, particularly stakeholders drawing on specific cultures and policies, and pre-defining issues. These findings highlight significant gaps between the theory and practice of collaboration. If, in practice, substantial power has been wielded in advance, the capacity of subsequent collaborative processes to share power amongst stakeholders may be severely limited. To provide opportunities for differing cultural perspectives to be expressed and challenged, convenors of collaborative processes therefore need to be aware of and reflexive upon existing power relationships and structures.

Abstract Theory behind ecosystem-based management (EBM) and ecosystem-based fisheries management (EBFM) is now well developed. However, the implementation of EBFM exemplified by fisheries management in Europe is still largely based on single-species assessments and ignores the wider ecosystem context and impact. The reason for the lack or slow implementation of EBM and specifically EBFM is a lack of a coherent strategy. Such a strategy is offered by recently developed integrated ecosystem assessments (IEAs), a formal synthesis tool to quantitatively analyse information on relevant natural and socio-economic factors, in relation to specified management objectives. Here, we focus on implementing the IEA approach for Baltic Sea fish stocks. We combine both tactical and strategic management aspects into a single strategy that supports the present Baltic Sea fish stock advice, conducted by the International Council for the Exploration of the Sea (ICES). We first review the state of the art in the development of IEA within the current management framework. We then outline and discuss an approach that integrates fish stock advice and IEAs for the Baltic Sea. We intentionally focus on the central Baltic Sea and its three major fish stocks cod (Gadus morhua), herring (Clupea harengus), and sprat (Sprattus sprattus), but emphasize that our approach may be applied to other parts and stocks of the Baltic, as well as other ocean areas.

Abstract Misund, O. A., and Olsen, E. 2013. .Lofoten–Vesterålen: for cod and cod fisheries, but not for oil? – ICES Journal of Marine Science, 70: 722–725. Over the last decade, the most controversial issue regarding the management of Norwegian marine waters has been about opening the Lofoten–Vesterålen areas for offshore oil and gas exploration. This paper outlines the political and management processes and reviews the arguments for and against. Our conclusion is that these valuable areas should not be opened for such activity because of their high biological significance as the main spawning grounds for northeast Arctic cod (Gadus morhua) and other important fish stocks in the northeast Arctic waters.

The historical development of the idea of isolated stocks of fish that can be managed as separate management units has been as strongly tied to the intuitive idea of separate races as it has been to the practical necessities of jurisprudence and the estimation of both biomass and sustainable yield by fisheries managers. Demonstrating the existence of isolated fish stocks and delineating their boundaries has generally proved unsuccessful. Various techniques ranging from meristic count differences to polymorphic allelism have usually failed. However, in the pursuit of isolated stocks, biochemists have uncovered a great deal of information about the variation of polymorphic allele frequencies over time and space. Following the shift in opinion away from stochastic to natural selection mechanisms in allele frequency variation, it is evident that the observed variation in allele frequencies allows more insight into the biology of fishes than into the breeding structure of populations. These insights argue against the idea of isolated stocks of fish with homogeneous growth rates that are the basis of the sustainable yield models in favour of migration-linked stocks with heterogeneous growth rates.

Precautionary management for fish stocks in need of recovery requires that likely stock increases can be distinguished from model artefacts and that the uncertainty of stock status can be handled. Yet, ICES stock assessments are predominantly deterministic and many EC management plans are designed for deterministic advice. Using the eastern Baltic cod (Gadus morhua) stock as an example, we show how deterministic scientific advice can lead to illusive certainty of a rapid stock recovery and management decisions taken in unawareness of large uncertainties in stock status. By (i) performing sensitivity analyses of key assessment model assumptions, (ii) quantifying the uncertainty of the estimates due to data uncertainty, and (iii) developing alternative stock and ecosystem indicators, we demonstrate that estimates of recent fishing mortality and recruitment of this stock were highly uncertain and show that these uncertainties are crucial when combined with management plans based on fixed reference points of fishing mortality. We therefore call for fisheries management that does not neglect uncertainty. To this end, we outline a four-step approach to handle uncertainty of stock status in advice and management. We argue that it is time to use these four steps towards an ecosystem-based approach to fisheries management.

Decreasing temporal trends in probabilistic maturation reaction norm (PMRN) midpoints, symptomatic of earlier maturation despite environmentally induced variation in growth, have been observed in many exploited fish stocks. Here, we studied the growth and maturation trends of female and male Icelandic cod ( Gadus morhua ) by estimating PMRN midpoints for cohorts 1964–1999 and found evidence that a shift towards maturation at smaller sizes and younger ages has occurred independently of changes in growth, condition, and temperature. Weighting the data with regional survey abundance estimates to account for spatial heterogeneity in maturity status and sampling intensity did not qualitatively affect the temporal trends. Length-at-age also decreased through the study period, which, through simulations, could be attributed to the energetic costs of earlier maturity at maturing age groups but not at younger ages. These findings support the hypothesis that such changes in maturation schedules are not caused by environmental factors alone but could also reflect a genetic change, potentially in response to intensive fishing.

AbstractRecovery of depleted marine, demersal, commercial fish stocks has proved elusive worldwide. As yet, just a few shared or highly migratory stocks have been restored. Here we review the current status of the depleted North Sea cod (Gadus morhua), the scientific advice to managers, and the recovery measures in place. Monitoring the progress of North Sea cod recovery is now hampered by considerable uncertainties in stock assessments associated with low stock size, variable survey indices, and inaccurate catch data. In addition, questions arise as to whether recovery targets are achievable in a changing natural environment. We show that current targets are achievable with fishing mortality rates that are compatible with international agreements even if recruitment levels remain at the current low levels. Furthermore, recent collations of data on international fishing effort have allowed estimation of the cuts in fishing mortality achieved by restrictions on North Sea effort. By the beginning of 2005, these restrictions are estimated to have reduced fishing mortality rates by about 37%. This is insufficient to ensure recovery of North Sea cod within the next decade.

China’s 13th Five-Year Plan, launched in March 2016, provides a sound policy platform for the protection of marine ecosystems and the restoration of capture fisheries within China’s exclusive economic zone. What distinguishes China among many other countries striving for marine fisheries reform is its size—accounting for almost one-fifth of global catch volume—and the unique cultural context of its economic and resource management. In this paper, we trace the history of Chinese government priorities, policies, and outcomes related to marine fisheries since the 1978 Economic Reform, and examine how the current leadership’s agenda for “ecological civilization” could successfully transform marine resource management in the coming years. We show how China, like many other countries, has experienced a decline in the average trophic level of its capture fisheries during the past few decades, and how its policy design, implementation, and enforcement have influenced the status of its wild fish stocks. To reverse the trend in declining fish stocks, the government is introducing a series of new programs for sustainable fisheries and aquaculture, with greater traceability and accountability in marine resource management and area controls on coastal development. As impressive as these new plans are on paper, we conclude that serious institutional reforms will be needed to achieve a true paradigm shift in marine fisheries management in China. In particular, we recommend new institutions for science-based fisheries management, secure fishing access, policy consistency across provinces, educational programs for fisheries managers, and increasing public access to scientific data.


<strong><em>Abstract. </em><strong>Fishers have often complained that standard United Kingdom groundfish survey data do not adequately reflect the grounds targeted by commercial fishers, and hence, scientists tend to make overcautious estimates of fish abundance. Such criticisms are of particular importance if we are to make a creditable attempt to classify potential essential fish habitat (EFH) using existing data from groundfish surveys. Nevertheless, these data sets provide a powerful tool to examine temporal abundance of fish on a large spatial scale. Here, we report a questionnaire-type survey of fishers (2001–2002) that invited them to plot the location of grounds of key importance in the Irish Sea and to comment on key habitat features that might constitute EFH for Atlantic cod <em>Gadus morhua</em>, haddock <em>Melanogrammus aeglefinus</em>, and European whiting <em>Merlangius merlangus</em>. Plotted grounds were cross-checked using records of vessel sightings by fishery protection aircraft (1985–1999). A comparison of the areas of seabed highlighted by fishers and the observations made on groundfish surveys were broadly compatible for all three species of gadoids examined. Both methods indicated important grounds for cod and European whiting off northern Wales, the Ribble estuary, Solway Firth, north of Dublin, and Belfast Lough. The majority of vessel sightings by aircraft did not match the areas plotted by fishers. However, fishing restrictions, adverse weather conditions, and seasonal variation of fish stocks may have forced fishers to operate outside their favored areas on the (few) occasions that they had been recorded by aircraft. Fishers provided biological observations that were consistent among several independent sources (e.g., the occurrence of haddock over brittle star [ophiuroid] beds). We conclude that fishers’ knowledge is a useful supplement to existing data sets that can better focus more detailed EFH studies.

AbstractThe enfranchisement of foreigners is likely one of the most controversial frontiers of institutional change in developed democracies, which are experiencing an increasing number of non-citizen residents. We study the conditions under which citizens are willing to share power with non-citizens. To this end, we exploit the setting of the Swiss canton of Grisons, where municipalities are free to decide on the introduction of non-citizen voting rights at the local level (a so called opting-in regime). Consistent with the power dilution hypothesis, we find that enfranchisement is less likely when the share of resident foreigners is large. Moreover, municipalities with a large language/cultural minority are less likely to formally involve foreigners. In contrast, municipality mergers seem to act as an institutional catalyst, promoting democratic reforms. A supplementary panel analysis on electoral support for an opting-in regime in the canton of Zurich also backs the power dilution hypothesis, showing that a larger share of foreigners reduces support for an extension of voting rights.
