Telemedicine services (TS) are not only supportive for healthcare professionals, but managers also see them as essential for the provision of an efficient, effective, and sustainable healthcare service. Several systems make TS available in different ways and contexts. However, no commonly accepted framework meets the need to draw conclusions about which TS can efficiently be measured. For this purpose, a framework is proposed in order to define a dynamic method of performance evaluation that can be used to improve the sustainable management of a telemonitoring model for COVID-19 patients. A case study analysis based on the experience of three telemedicine networks in different locations providing telemonitoring services (northern, central, and southern Italy) was performed. A total of four phases (1. Identification of the target population; 2. Identification of health needs; 3. Definition of the operational plan; and 4. Monitoring of the service by indicators), and seven indicators have been identified. Despite the differences raised in the Italian contexts, applying a performance evaluation framework could help the managerial sector to understand if the service is working as intended and what effects the service is producing on the healthcare organization. Considering the long-term field experience, this framework is an easy-to-use tool that will allow healthcare organizations to evaluate the performance of their telemonitoring model, and improve it according to new needs. Providing a healthcare service in an efficient context is fundamental for the sustainability of the health system as a whole.

A Public Private Partnership (PPP) describes an arrangement between the public and the private sectors for providing a public asset or service. PPPs are characterized by their long-term nature, complex contractual agreements, and distinct risk allocation formulas, all which distinguish them from traditional procurement routes. Performance evaluation is a prerequisite of performance improvement and is vital to the realization of project success, particularly in PPP projects. In fact, the absence of an effective performance evaluation framework in PPPs serves as a trigger for generating below optimum service quality. Although several performance evaluation frameworks exist, they prove more suitable for traditional projects, which highlights the need to account for the unique features of PPPs. This paper first introduces the various perspectives, from the literature, used to classify project success and evaluate performance. The paper then addresses the aforementioned need by introducing a new framework for evaluating project success, using the lean concepts of transformation, flow, and value. Key Performance Indicators (KPIs) are suggested as part of the framework to serve as performance measures on PPP projects. The introduced lean framework is the first of its kind and fills the gap in PPP research by being one of the few performance evaluation tools customized for PPPs.

This study has two objectives; (i) to develop a framework for evaluating the operational performance of manufacturing enterprises, and (ii) to evaluate the trend in the performance of Pakistan's vegetable ghee industry for the 1970- 1980 period, with special focus on its relative performance under private and public ownerships. Section II is devoted to the vegetable ghee industry itself - its technology, development, pricing and distribution policies. In Section III a framework for performance evaluation is developed. In Section IV we evaluate in a series of steps - the performance of Pakistan's vegetable ghee industry. The final section is devoted to concluding comments.

Healthcare systems have evolved to become more patient-centric. Many efforts have been made to transform paper-based patient data to automated medical information by developing electronic healthcare records (EHRs). Several international EHRs standards have been enabling healthcare interoperability and communication among a wide variety of medical centres. It is a dual-model methodology which comprises a reference information model and an archetype model. The archetype is responsible for the definition of clinical concepts which has limitations in terms of supporting complex reasoning and knowledge discovery requirements. The objective of this article is to propose a semantic-mediation architecture to support semantic interoperability among healthcare organizations. It provides an intermediate semantic layer to exploit clinical information based on richer ontological representations to create a “model of meaning” for enabling semantic mediation. The proposed model also provides secure mechanisms to allow interoperable sharing of patient data between healthcare organizations.

In the industrial economy, evaluating company performance based on financial results was good enough. However, in the current globalized and highly competitive environment, maintaining long term competitiveness requires companies to engage in overall strategic planning and performance evaluation. The balanced scorecard is a tool or method for balancing an organization's performance and can react to situations where a company's direction becomes disoriented. This approach assists in strategy planning, process management, and performance evaluation from four perspectives, including financial, customer, internal process, and learning and growth. Good strategy planning provides companies with a correct management direction, correct process management ensures the efficient execution of plans, and correct performance evaluation illustrates the execution results. This study mainly focuses on how a large rubber company in Taiwan utilizes the balanced scorecard in its organization. As the technical perspective is important in the rubber keypad industry, besides the four above perspectives, this company has added the technical perspective. By introducing this company and its progress in implementing the balanced scorecard, this study hopes to provide other companies, especially rubber companies, with a planning direction and reference for the future implementation of the balanced scorecard.
