A warm welcome to our "World of Difference" to all delegates attending this conference - we hope your stay is enjoyable and that you will leave Central Otago with an enhanced appreciation of the diversity of land use and the resilient and growing economic potential that this region has to offer. Without regional wellbeing the national economy will struggle to grow, something Central Government finally seems to be realising, and the Central Otago District Council Long Term Plan 2012-2022 (LTP) signals the importance of establishing a productive economy for the local community which will aid in the economic growth of the district and seeks to create a thriving economy that will be attractive to business and residents alike. Two key principles that underpin the LTP are sustainability and affordability, with the definition of sustainability being "… development that meets the needs of the present without compromising the ability of future generations to meet their own needs."

Abstract Despite a long tradition of dealing with problems of optimal intergenerational allocation, economists are rarely integrated into debates about strategies to cope with decisions with long-term effects. Cost-benefitanalyses as typical economic methods to evaluate long-term investment strategies mostly neglect the need for basic normative decisions, e.g. about the definition of future generations and their interests. This paper presents first steps of an institutional economics' framework to overcorne these shortcornings and to improve the opportunities of an integrated interdisciplinary approach.

The purpose of the study is to study the level of labor productivity as the most important conditions for sustainable economic growth and improving the competitiveness of the national economy Materials and methods. The study used the methods of analysis of composition and structure, the calculation of absolute and relative indicators of dynamics, average values, comparative analysis, graphical method of analysis, as well as the general theoretical method of analysis of Russian and foreign literary sources. The main research methods are cluster, stochastic and dynamic analysis. The study found application methods for collecting primary economic information, including analysis of legislative and regulatory acts of the Russian Federation, official statistical data, public reporting data of domestic enterprises, analysis of other open sources of information, a systematic approach, statistical and comparative analysis methods. The study examined the works of N.A. Alekseeva, G.A. Barysheva, V.Ivanter, A.Idrisova, S.V. Kaymanakova, N.I. Komkova, E.V. Kondratieva, I.T. Korodina, Kositsina, F.P., Kuvalin D., Kulkova V.M., Mamontova V.D., Nekipolova A., Nikulina OV, Oder D.E., Sapir J., Yuhacheva S.P. , Yantovsky A.A. and others. Results. Adhering to the opinion of well-known economists, we will consider economic growth as a system of interaction and reproduction of the elements and factors of economic growth of the national economy. Economic growth is determined by the factors that determine the pace and scale of the long-term increase in gross domestic product, the possibility of increasing the efficiency and quality of growth. The study made it possible to determine that the main factors affecting economic growth are labor productivity, the size of the average wage, and the amount of investment. In turn, labor productivity is also associated with the cost of technological innovation and the index of ingenuity. One of the qualitative characteristics of economic growth is labor productivity, which contributes not only to an increase in production, but also to an increase in the income level of the population due to an increase in the total consumption of goods and services. Conclusion. The implementation of the principle of faster growth of labor productivity over wage growth should take into account the need to ensure equity in income differentiation, which will stimulate the development of the creative potential of labor resources. To increase labor productivity in enterprises, it is necessary to introduce modern methods of process management, the principles of the organization of lean manufacturing. A systematic approach to solving these problems will make it possible in the coming years to improve the competitiveness of enterprises, and in the long term, it will contribute to a systematic increase in labor productivity and ensure decent economic growth.

The scientific article is aimed at defining and studying the basis of strategic determinants of the formation of competitive advantages of innovative development of enterprise. Using methods of analysis, systematization, generalization and synthesis, the works of domestic and foreign scholars on the peculiarities of ensuring strategic determinants of the formation of competitive advantages of innovative development of enterprise were studied. It is noted that the strategic determinants of innovative development of enterprise are the reasons, factors and conditions that encourage the management of enterprise towards activities, managerial decisions and development of business models that lead to the formation of innovative development strategies implemented through the use of modern innovative, digital, process-oriented and cognitive instruments designed to achieve long-term goals of the enterprise in ensuring competitive advantages. As a result of the research, the structural construction of strategic determinants of innovative development of enterprise in the conditions of achieving competitive advantages is formed and substantiated. The main tendencies of modern aspects of competitive advantages of innovative development of enterprises are identified. The peculiarities of formation of innovative development of competitive advantages of enterprise within terms of strategic determinants are considered. Prospects for further research in this direction are the definition of practical aspects of strategic determinants of the formation of competitive advantages of innovative development of enterprises in a crisis. Deepening the research is directed towards the use of competitive advantages of innovative development by enterprises in the field of management of economic potential.

There is considerable evidence that the size of the public sector can influence an economy’s rate of economic growth. We investigate public sector spending of central governments and economic performance in two G7 countries over the long-term, Canada and Italy. Their economic performance has diverged in the last 25 years and it is worth investigating whether the size of government was a contributing factor. We find that in both the case of Canada and Italy the size of central government spending directly affects the performance of their economies in an inverse U-shaped relationship known as a Scully/BARS Curve. These results suggest that along with modifying current central government size, other levels of governments may need to shrink their own spending. The fact that the amount spent by government on pensions as a percentage of GDP in Italy is nearly 4 times that in Canada may partly explain the higher level of Italy’s public debt as well as an indirect contributing factor to economic stagnation in the last 25 years.

Conservation of cultural heritage requires a critical understanding of the significance, condition, and complexity of a place. Documentation is an essential element in building this understanding. It is a critical component of the conservation planning process and provides a long-term foundation for the monitoring, maintenance, and management of a site. Equally important, good documentation ensures that knowledge of heritage places will be passed onto future generations. Good conservation of our cultural heritage is based on informed decisions. The information needed to make these decisions is, in part, obtained through the use of documentation and recording tools. Knowledge of these tools and their use is readily available; however, many of the decision makers are unaware, uninformed, or unconvinced of their benefits. Several reasons for this include a misunderstanding of the tools and techniques or intimidation by technology or language. There is no universally accepted definition of photogrammetry.

The global financial crisis prompted the Taiwanese government to pursue demand-driven measures to bail out the economy, a painstaking task to balance the budget. The sustained budget deficits could reduce national savings and further impose a substantial negative effect on long-term economic growth. The growing government debt is a conundrum, which will be a tax burden for future generations if not dealt with decisively.

In order to ensure sustainable economic growth in the country, a knowledge-based economy must be implemented in the country, in which one of the essential factors is educated human resources, globally competitive and able to quickly respond to changes in the structure of the national economy. Researches carried out in the world suggests that technological developments will require a fifth of the workers to change their job in the coming decades. In this case, acquisition of knowledge, skills and competences will not necessarily require a long-term training process, but on the contrary it will have to be fast and of high-quality in order to respond to changes in the labor market. With the growth of global competition, with the increase in interaction between education and sustainable national growth, it is necessary to ensure the functioning of a competitive education system. As education and its quality are one of the most important conditions for solving global problems in today`s world, the aim of the research is to analyze the features of competitive education, to demonstrate its impact on the growth of national economy branches and to demonstrate how their effective interaction can ensure the country`s sustainable economic growth. The research analyzes the main indicators characterizing the education system in Latvia – the number of education institutions, the number of teachers in the educational institutions, their quality, the number of students and the financing from the state budget for education in the period from 2014 to 2016. Certain features of competitive education and their impact on sustainable economic growth of the country, the main results of the implementation of competitive education are summarized and the possible relationship between competitive education and the country`s economic growth is reflected. In the research, the following methods, generally recognized in the economy, have been used: document analysis, comparison, classification, and statistical analysis methods. As a result of the research, the authors will determine the factors influencing the competitiveness of education, as well as develop recommendations to be introduced in order to implement competitive education in Latvia in line with the development trends of the national economy sectors, to prepare knowledgeable and globally competitive human resources that would promote the long-term national economic growth.

An economic development and land use planning proposal for Alausí County, Chimborazo was created as part of this research. The research started with an analysis of the current situation in the productive area of the county. With the help of participative workshops, it was possible to identify principal problems and opportunities; these topics helped in the definition of development strategies. Alausí is a rural area with 76% employment. Most are engaged in farming activities on sandy loam soils with slopes ranging from 15 to 45 degrees. Despite the ruggedness, 39% of the area is appropriate for farming activities, in which the principal products are barley, corn, potato, and fresh milk. Access to technology is a principal barrier to economic growth and profitability in production. It is recommended that the municipality of Alausí implement various projects identified by this research in order to capitalize on the productive area of the county and to improve quality of life.

The extensive analysis of remote-sensed data (among which ALS-derived images) and fieldwork carried out in the Trieste Karst (Northeastern Italy) have shed light on archaeological landscapes largely unknown until recent years. The chronological definition of this complex palimpsest was based on the collection of findings associated to the archeological evidence, shape and orientation of detected structures and stratigraphic relations among features. This allowed to evaluate the interplay between archaeological and geo-morphological landforms through time and to reconstruct some long-term economic strategies pursued by past communities. As a result, we present a map of the easternmost sector of the Trieste area, next to the border between Italy and Slovenia, approximately corresponding to the area of the map Carta Tecnica Regionale “Grozzana”. The map aims at providing a tool for the protection of the cultural and environmental heritage, land use planning and touristic valorisation of the area.
