A transport business that has reached financial sustainability is one that is providing a service at a price that not only covers its costs but also creates a profit for upcoming contingencies. A focus on rail infrastructure financial sustainability is of paramount importance to guarantee the availability of punctual rail transport to remote potential users. To evaluate the sustainability of mass rapid transit on the relation among hypothetical key aspects of sustainability—perception of property; willingness to pay for maintenance, repair, and operations; confidence in the Roads and Transport Authority; and citizen participation in the rail project—and railway service punctuality, the most important result variable, was studied according to the specialized literature on rail transport sustainability. Leading information was collected by means of personal questionnaires of more than 1000 railway users according to the Krejcie Morgan formula for the calculation of the sample size knowing the population size. Qualitative plus quantitative information was gathered from different ways (technical test of the rail system, discussions with users, focus-group discussions, and interviews with key informers).The outputs by means of the statistical analysis allowed understanding two key perceptions. Firstly, beyond a half decade after construction, during a system intervention, a smaller perception of public property for the railway system was related to better service punctuality. This idea contrasts with the vast majority of the publications, which highlight a regular, direct relationship between perception of property and sustainability of railway systems. Secondly, in spite of three-quarters of users accepting that they would contribute monetarily for maintenance, repair, and operations service, such payments were not imminent because of the lack of confidence in the Roads and Transport Authority. In this situation, more than one-third of the metro stations were identified as non-punctual, beyond a half decade after construction.

Introduction of the mass rapid transit railway system through the Gautrain has not only addressed the transport issue in South Africa but has also motivated and promoted the country’s economic growth by creating employment. Despite the increase in research focusing on the importance of the Gautrain to the South African economy, the influence of perceived convenience, image and safety on commuter satisfaction and loyalty in the South African mass rapid transit railway system context is still limited. This paper used a data collected from 206 Gautrain commuters in the Gauteng province of South Africa to examine the interplay between perceived convenience, image, safety, commuter satisfaction and loyalty. Smart PLS software technique was used to statistically analyse the measurement and structural models. The results revealed that perceived convenience, image and safety positively influenced commuter satisfaction, which, in turn, influenced commuter loyalty. These results may be used by marketers in mass public railway systems to initiate strategies intended to increase both commuter satisfaction and loyalty

In recent years, the railway transportation system has become one of the main means of transportation. Therefore, driving safety is of great importance. However, because of the potential of multiple breaks of elastic rail clips in a fixed rail, accidents may occur when a train passes through the track. This paper presents the development of a computer visual recognition system which can detect the status of elastic rail clips. This visual recognition system can be used in mass rapid transit systems to reduce the substantial need of manpower for checking elastic rail clips at present. The visual recognition system under current development includes five components: preprocessing, identification of rail position, search of elastic rail clip regions, selection of the elastic rail clip, and recognition of the elastic rail clip. The preprocessing system transforms the colored images into grey-level images and eliminates noises. The identification of rail position system uses characteristics of the grey-level variation and confirms the rail position. The search system uses wavelet transformation to carry out the search of elastic rail clip regions. The selection system finds a suitable threshold, using techniques from morphological processing, object search and image processing. The recognition system processes characteristics and structures of elastic rail clips. Experimental testing shows the ability of the developed system to recognize both normal elastic rail clip images and broken elastic rail clip images. This result confirms the feasibility in developing such a visual recognition system.

AbstractThe mass rapid transit (MRT) is the largest transport infrastructure project under the national key economic area (NKEA) in Malaysia. As urban rail is anticipated to be the future spine of public transport network in the Greater Kuala Lumpur city, it is important to mainstream climate change mitigation and public health benefits in the local transport development. This study quantifies the health co-benefits in terms of mortality among the urbanites when the first line of the 150 km MRT system in Kuala Lumpur commences by 2017.Using comparative health risk assessment, we estimated the potential health co-benefits from the establishment of the MRT system. We estimated the reduced COA total of 363,130 tonnes of COThe implementation of the MRT system in Greater Kuala Lumpur could bring substantial health co-benefits to both the general population and the MRT users mainly from the avoidance of mortality from traffic injuries.

Engaging citizens with digital technology to co-create data, information and knowledge has widely become an important strategy for informing the policy response to COVID-19 and the ‘infodemic’ of misinformation in cyberspace. This move towards digital citizen participation aligns well with the United Nations’ agenda to encourage the use of digital tools to enable data-driven, direct democracy. From data capture to information generation, and knowledge co-creation, every stage of the data lifecycle bears important considerations to inform policy and practice. Drawing on evidence of participatory policy and practice during COVID-19, we outline a framework for citizen ‘e-participation’ in knowledge co-creation across every stage of the policy cycle. We explore how coupling the generation of information with that of social capital can provide opportunities to collectively build trust in institutions, accelerate recovery and facilitate the ‘e-society’. We outline the key aspects of realising this vision of data-driven direct democracy by discussing several examples. Sustaining participatory knowledge co-creation beyond COVID-19 requires that local organisations and institutions (e.g. academia, health and welfare, government, business) incorporate adaptive learning mechanisms into their operational and governance structures, their integrated service models, as well as employing emerging social innovations.

The development activities are things that every country to realize the fulfillment of the needs and welfare of the community. Limited land area is still one of the big problems in carrying out development. The land area that does not increase, followed by the need for land that continues to increase is the cause. The type of research used is the method normative and empirical juridical research which was finally analyzed using qualitative analysis methods. Regulation of the Governor of DKI Jakarta No. 167 of 2012 about underground space and the Regulation of the Minister of Public Works No. 02/PRT/M/2014 on Guidelines for Use of Space Inside the Earth, that exists today is sufficient and accommodate the implementation of the use of space underground for the construction of the Jakarta Mass Rapid Transit (MRT). However, as a step in the future use of underground space, required regulations on the use of space underground in the form of legislation that accommodates all the needs that have not been included in the current rules.
