The article studied the principles of distance education in the educational process and its use in distance learning in Ukrainian higher education institutions. The research was developed through an exploratory and empirical study. The results proved the effectiveness of introducing distance learning in the higher education system; as it helps in the formation of new management approaches in the distance education system. Based on the analysis, proposals were developed for the organization and improvement of distance education at the university.

Today, the system of higher education around the world continues to take measures to effectively organize educational activities in the context of the COVID-19 pandemic. All METHODS OF TEACHING AT HIGHER EDUCATIONAL ESTABLISHMENTS Issue I (81), 2021 131 countries of the world had to face unexpected difficulties in connection with the introduction of self-isolation. The higher education system was "on the front lines" with a large number of people. The closure of higher education institutions and the emergency transition to distance learning have led to obvious problems, mainly due to insufficient technical equipment, lack or poor preparation of both teachers and students to work in the new environment. These and other problems pose another challenge to the higher education system in a critical situation. At the same time, along with the obvious challenges and problems, the new format of distance learning provides a wide range of opportunities and prospects for change and improvement of educational systems, for which the critical situation creates forced conditions. The article substantiates the importance of effective distance learning in higher education in the context of the COVID-19 pandemic and outlines the main problems of the individual in the relationship "teacher-student" in quarantine. The current stage of informatization of society cannot be imagined without the introduction of information and communication technologies in all parts of the education system, educational institutions and government. These technologies are especially relevant in quarantine, as they allow you to implement distance learning. It is also important that distance education expands and renews the role of the teacher, makes him a mentor-consultant who should coordinate the cognitive process, constantly improve the courses he teaches, and increase creativity and skills in accordance with innovations and innovations. During distance education, there is also a positive impact on higher education: increasing their creative and intellectual potential through self-organization, the desire for knowledge, the use of modern information and telecommunications technologies, the ability to make responsible decisions. The analysis of the research devoted to distance educational process, has allowed to reveal its other basic features, in particular: orientation on independent cognitive activity; significant potential opportunities for distance learning to intensify educational and cognitive activities; the possibility of organizing open learning, expanding the audience of consumers of educational services; integration of world educational services; reduction, under certain conditions, of material costs for the organization and implementation of the learning process.

Актуальность статьи обусловлена тем, что в современных условиях конкурентной среды работодатели становятся центром потребления выпускников высших учебных заведений. Однако на протяжении последних десятилетий система высшего образования не соответствует запросам своей целевой аудитории – социума и рынка труда. Рынок труда на сегодняшний день невозможно прогнозировать, наше общество все еще находится на этапе реформирования и часто социально-экономическая сфера страдает от несистемных трансформаций. Из-за увеличения информационного потока, глобализации и цифровизации происходят качественные изменения на рынке труда, перевес специалистов одних направлений подготовки при колоссальном дефиците других. Выпускники остаются невостребованными после получения диплома. Безусловно, те специалисты, которые уже имеют высшее образование, встают на траекторию постоянного обучения, но имеющиеся проблемы формируют гигантский провал между сторонами одной системы – вузом, работодателями и самими выпускниками. Часто работодатели проявляют излишне высокие требования к выпускникам. Компетенции будущих финансовых менеджеров формируются иногда без учета потребности в реальном секторе. Потребители системы высшего образования остаются не удовлетворены качеством выпускников, производители не имеют связи со сферой рынка труда для обеспечения нужными компетенциями. Кадровая политика большинства российских организаций ориентирована в основном на достижение текущих результатов, а не на перспективное развитие; вузы же должны строить свой учебный процесс на перспективу, готовя специалистов с ориентацией на опережающий спрос на рабочую силу. Возникает разрыв между двумя системами, которые должны работать в прочной связке. Отсутствует государственное регулирование прямой и обратной связи между рынком образовательных услуг и запросами работодателей. Поэтому данные виды коллаборации необходимо продумывать самим вузам либо работодателям. Автором проведено исследование работодателей, выявившее основные формы и показатели коллаборации вузовской системы и работодателей. Определены уровень потенциальной вовлеченности в систему сотрудничества с работодателями, возможные варианты и направления совместной деятельности в области набора студентов, организации практики и формирования компетенций для повышения эффективности. Статья предназначена для руководителей образовательных организаций, преподавателей, работодателей. Today employers are the center of consumption for university graduates. But over the past decades, the higher education system has discrepancy for its target audience - society and the labor market. It is impossible to predict the progress of labor market, our society is still at the stage of reforming. The socio-economic sphere suffers from non-systemic transformations. Qualitative changes are taking place in the labor market, the preponderance of specialists in some areas of training, while there is a colossal shortage of other specialists. Graduates remain unclaimed after graduation. Graduates are embarking on a continuous learning trajectory, but problems create a gap between the parties of the same system - the university, employers and graduates. Often employers show excessively high demands on graduates. The competencies of future financial managers are building up without taking into account the need for the real sector. Consumers of the higher education system remain dissatisfied with the quality of graduates, manufacturers have no connection with the labor market to provide the necessary competencies. The personnel policy of most Russian organizations is focused mainly on achieving current results without long-term development. Universities should build their educational process for the future based on labor`s demands. There is a gap between the two systems, which must work in a strong bond. There is no government regulation of direct and feedback between the educational services market and employers' requests. Therefore, universities should make collaborations with employers by themselves. The author conducted a study of employers, which revealed the main forms and indicators of collaboration between the university system and employers. The level of potential involvement in the system of cooperation with employers, possible options and directions of joint activities in the field of student recruitment, organization of practice and the formation of competencies to improve efficiency have been determined. The article is intended for heads of educational organizations, teachers, employers.

The COVID-19 pandemic that began a year ago was marked by mass isolation of the population and transition to the remote interaction in many areas of human life. In this regard the ability of the domestic vocational education system to fully function through electronic, mobile and remote forms and means of carrying out educational activities is of particular importance. Thus, the problem arises of choosing a software platform for a distance education system that can meet the criteria for organizing and implementing a high-quality and uninterrupted educational process at a university under conditions of distance learning. The article presents the experience of implementing e-learning in the conditions of isolation of students and teachers of Rostov State University of Economics (RINH). The purpose of the article is to analyze the educational capabilities of the Module distance education system based on the experience of its practical application. The research methods used are methods for collecting and accumulating data, methods of assessment and experiential learning. The practical use of the Module system has revealed such shortcomings as the lack of the possibility of conducting interactive lessons in the mode of videoconferencing and the built-in system for testing students' knowledge. Nevertheless, the authors have concluded that the platform is acceptable for solving educational problems. The experience gained in distance learning made it possible to determine the main subsystems that software tools for implementing the distance learning process must meet

The article is devoted to reforming of the higher education system, which is associated with technological and technical changes, namely, distance learning. The authors emphasize that the distance learning at the university makes education more open and mobile, but interindividual computer-mediated communication not only contributes to the design of a high-quality information educational space of higher school, forming the information culture of the actors of the educational process, but also causes a huge number of risks: informational, organizational, technical, psychological, health risks. As a result of the analysis, the authors concluded that certain elements of distance technologies can strengthen the education system, but a complete distance will exclude the social component from educational practices, which will entail a deformation of society.

The purpose of this study is to study and analyze the experience of distance education in the higher education system of Azerbaijan. This study is a qualitative study that explores distance learning practices, and document analysis of quality methods has been used. The study identified the history of distance education, the world's first distance education schools, higher education institutions. At the same time, during the pandemic, statistical indicators of the change of the form of education and the transition to distance education and the number of students were determined in connection with the suspension of the teaching and learning process in Azerbaijan. The decisions of the Ministry of Education regarding the introduction of distance learning were commented in the study. During the pandemic, the difficulties encountered in starting distance education were identified. Complex events held in educational institutions were discussed. It reflects how distance education is applied in higher education institutions and a number of measures taken by the Ministry of Education to adapt to this form of education, which is a sudden transition for students and educators. Currently, in the context of severe quarantine restrictions, one of the promising areas of the formation and development of the higher education system is the problem of its comprehensive informatization, which is based, first of all, on improving the information and educational environment for learning and the development of distance learning. Therefore, serious attention is paid to the development and implementation of modern information technologies in teaching practice. All this fully applies to the development of distance learning, which allows each person to improve their educational level with a minimum interruption from production, in their free time and according to an individual training program. Taking this into account, at the present stage of reforming the higher education system in the world, it is becoming more and more difficult to look for effective directions for training highly qualified specialists using traditional teaching aids, to respond promptly and promptly to the emerging needs of the labor market without understanding a large amount of relevant and accurate information. The article carried out a theoretical and methodological study of the very essence of distance education, and also investigated the main methods for assessing this type of education in a pandemic situation. The novelty of the article lies in the acquisition of the development of theoretical and methodological aspects of methods for assessing distance education in COVID-19 conditions.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

In Sri Lanka securing a place in a higher education institute has become more and more competitive and as a solution to the demand on the government for higher education opportunities for qualified students. The Open University of Sri Lanka was built up with a goal to provide an opportunity to enter Higher education to a large number of people. The intention of this research is to find out whether the students who get admitted are really gaining a second chance for higher education through the Open University of Sri Lanka. This research has 3 goals. Study the methods of university entrance in Sri Lanka, look into the methods of admissions practiced by the Open University for distant studying and whether these admissions provide a solution to the problem of entrance to the higher education system in Sri Lanka. In this context the documented data and information are primarily used and for analyzing purposes 15 interviews are conducted. According to this information the Open University currently faces 3 problems on its admissions such as Supply being unable to meet the demand, Supply being unable to win the demand it needs and The decrease in the number of student admissions in both methods. As such the Open University is facing the following problems. The primary goals of the university are challenged. Therefore, to overcome these problems, the Open University should come up with a program to increase its student admissions through its 22 centers throughout the country.

This report is a part of the results of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” conducted in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department of Education Science, and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was conducted jointly by representatives of academic centres from Germany, the Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives into the higher education systems of the individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, discussed was in particular the problems of education of teachers at the university level. The following text is the result of the contribution of the Polish group participating in the project. The report will be presented in two parts. The first part is focused on the macro-societal context of transformations in the higher education system in Poland. The implementation of selected aspects of Bologna Process directives is described and supplemented by empirical comments. The second part deals with selected aspects of university level education of teachers, followed by a polemic against the assumptions and execution of the target transformations of higher education system.
