The research paper investigates the diverse understandings of “landscape”, along with demonstrating the modes of contribution of the European Landscape Convention (ELC) of the Council of Europe (CE) in influencing national spatial planning systems. The paper, interested in considering the efficiency of landscape policy from a territorial perspective, briefly outlines the perception and understanding of landscape as connecting link of nature and culture and conducts a literature review with the aim to support the prospect of a «European model of landscape planning». Lastly, it critically examines the approach to landscape planning and management by the Greek state, revealing the catalytic role of the Council of Europe (CE) in activating the dimension of landscape in Greece, in a mutualistic perspective between environmental policy and spatial planning, mainly through strategic spatial planning tools (i.e., the Regional Spatial Plans, RSPs). The results point out that (a) the ELC gave new impetus to spatial planning in Greece, providing the tool to manage and coordinate landscape policy, positively influencing the evolving spatial planning paradigm; (b) the decentralized approach adopted, identified landscapes of particular value at a regional level, so as to be given priority in terms of the implementation of coordinated governance arrangements and management actions. However, the implementation of landscape policy continues to rely on the underlying spatial planning level (Local Spatial Plans, Special Spatial Plans) and a general conclusion is that both on land and on sea, it depends on the incorporation of evolutionary trends in planning including an evolutionary perspective for landscape itself, viewed as a complex social-ecological system.

The most important recent policy initiative concerning quality and diversity, as well as natural and cultural landscape's values within all Europe is European Landscape Convention. The Convention was adopted by Council of Europe's Community of Ministers on 20th October 2000., in Firenze, Italy. The main goal of the Convention is protection, planning and management of the landscape as important part of the quality of life for people living everywhere: in urban areas and in countryside, in degraded areas as well as in the areas with high quality and those recognized as being of outstanding beauty. Serbia has singed Convention on 21 of September 2007. Diversity and quality, the cultural and natural values linked to European landscapes are part of Europe's common heritage, and it is important to co-operate towards its protection, management and planning According to explored international experiences, landscape plan, with its known methodology, is recognized as the most suitable tool in the most Countries which have already implemented European Landscape Convention. As to situation in Serbia, landscape planning is not treated in adequate or appropriate way within system of spatial planning. On the basis of the recent European experiences regarding The European Landscape Convention, the paper will underline the inevitability of landscape planning integration into the spatial planning system at the national, regional and city level, in Serbia.

Studying the selection of planning instruments in flood prevention can be critical to gain a better understanding of governance. This choice is underestimated in the flood management literature. This paper fills a knowledge gap in flood management governance by examining the rationales for the choice of instruments. The study is grounded on a comparative illustration of planning instruments in flood prevention in three European countries: England, France and the Netherlands. Flood prevention through spatial planning is a specific example, as the implementation of the Floods Directive has reactivated the role of spatial planning in urban agglomerations. The choice of instruments is never neutral. In the field of flood management, alignment among strategies is supposed to lead to resilience. Instruments should be aligned and coherent. Is that the case? The article explains the challenges of governance configured by a conflict between the spatial planning policy steered by local authorities and the risk prevention policy led by national authorities. This model is further complicated by the tension between the preference for legal, technical or scientific instruments, and the difference in professional culture between planning and prevention. The selection of instrument shows that if their conflicts are exacerbated to debates on variables or parameters, it is because there is no political agreement on the balance between development and security.

Kenya has adopted a comprehensive development path to accelerate and create suitable conditions for sustainable development as outlined in the “Vision 2030.” A key strategy is the catalytic role of bilateral loans and finances which have increased in manifolds over the years. However, a growing and critical discourse has emerged about the social-ecological sustainability in the Chinese-financed development projects, within the context of China-Africa engagement policy. China is playing significant role in the economic growth of developing countries and in particular, critical investments in productive sectors. This paper examines the development-induced displacement and resettlement (DIDR) framework and explores the social-ecological impacts and outcomes of some selected Chinese-financed projects in Kenya. The paper also examines the various social-ecological guidelines and standards issued by Chinese authorities over-time, for their overseas investments and operations. It concludes that contemporary Chinese-financed development and investments in Kenya are resulting in increasing, improving and sustainable social-ecological outcomes.

5G attains the role of a GPT for an open set of downstream IoT applications in various network industries and within the app economy more generally. Traditionally, sector coupling has been a rather narrow concept focusing on the horizontal synergies of urban system integration in terms of transport, energy, and waste systems, or else the creation of new intermodal markets. The transition toward 5G has fundamentally changed the framing of sector coupling in network industries by underscoring the relevance of differentiating between horizontal and vertical sector coupling. Due to the fixed mobile convergence and the large open set of complementary use cases, 5G has taken on the characteristics of a generalized purpose technology (GPT) in its role as the enabler of a large variety of smart network applications. Due to this vertical relationship, characterized by pervasiveness and innovational complementarities between upstream 5G networks and downstream application sectors, vertical sector coupling between the provider of an upstream GPT and different downstream application industries has acquired particular relevance. In contrast to horizontal sector coupling among different application sectors, the driver of vertical sector coupling is that each of the heterogeneous application sectors requires a critical input from the upstream 5G network provider and combines this with its own downstream technology. Of particular relevance for vertical sector coupling are the innovational complementarities between upstream GPT and downstream application sectors. The focus on vertical sector coupling also has important policy implications. Although the evolution of 5G networks strongly depends on the entrepreneurial, market-driven activities of broadband network operators and application service providers, the future of 5G as a GPT is heavily contingent on the role of frequency management authorities and European regulatory policy with regard to data privacy and security regulations.
