Water shortages in the Beijing-Tianjin-Hebei (BTH) region in China have constrained the region’s coordinated development. A feasible solution is introducing water rights transactions through the middle route of the South-to-North Water Diversion Project (SNWDP). However, there are few methods available for systematically simulating and evaluating the impact of inter-regional water rights transactions. In this study, an improved computable general equilibrium (CGE) model was developed to simulate the water rights transactions. Different water resources were integrated as intermediate inputs, and the model includes a substitution mechanism between different water resources. The water stress index (WSI) was used to evaluate the impact on the economy and water resources simulated by the model. The study proposes and evaluates different scenarios with different water-saving levels and transaction volumes. Water rights transactions have a positive effect on the overall economic growth of the BTH region, reducing the local water resource stress in Beijing and Tianjin; the transactions have a limited impact on the economy and water usage of Hebei Province. Compared with the general water-saving intensity scenario without water rights transactions, the recommended scenario adopts ultra water-saving intensity, along with the transfer of 100 hm3 of water rights from Hebei to Beijing and Tianjin. This leads to an increase in the overall gross domestic product (GDP) of the BTH region by CNY 0.587 trillion (USD 99.6 billion); a decrease in local water usage in Beijing and Tianjin of 197 hm3; and a relief in the regional imbalance of water resources stress. This study provides a quantitative analysis tool for evaluating the impact of water rights transactions and optimizing water resources allocations in the BTH region, providing a reference for simulating and evaluating water rights transactions in other regions.

Water-rights trade has proved to be an effective method for coping with water shortages through the transfer of water resources between users. The water allocation system is classified into two categories based on information transparency and water rights transaction goals: administered system (AS) and market-based system (MS). A multi-agent and multi-objective optimal allocation model, built on a complex adaptive system, was introduced to direct the distribution of water resources under an AS in the Shiyang River Basin; it was compared with a market-based water rights transaction model using the bulletin-board approach. Ideal economic agent equations played a dominant role in both models. The government and different water users were conceptualized as agents with different behaviors and goals in water allocation. The impact of water-saving cost on optimal water allocation was also considered. The results showed that an agent’s water-saving behavior was incentivized by high transaction prices in the water market. Under the MS, the highest bid in the quotation set had a dominant influence on how trade was conducted. A higher transaction price will, thus, result in a better benefit ratio, and a lower one will result in inactivity in terms of water rights trade. This will significantly impact the economic benefit to the basin.

Based on a general equilibrium model, we estimates the potential economic benefit of water rights transfer from agriculture to industries. We use the input-output table of China 2010 to build the general equilibrium base solution, and simulate the improvement of the technical efficiency of agricultural water use and the transfer of the saved water to industries. Results show that the transfer of water right from agriculture to industries can contribute to real GDP growth, price level decrease, and industries’ output growth.

Beijing is located in a semiarid region, and water shortage is a common problem in the city. Along with the rapid increase in water demand, due to fast socioeconomic development and an increase in population, a shortage of water resources and a deterioration of the water environment have become obstacles to sustainable socioeconomic development in Beijing. In the long run, sustainable water resources management, water conservation, and completion of the south to north water diversion project will solve the problem. This paper introduces the water resources situation in Beijing; analyzes future water demand; and discusses the actions of water saving, nontraditional water resources exploitation, wetland construction, and water environment protection. The paper also explains the importance of the south to north water diversion project and the general layout of the water supply strategy, water distribution system, and methods to efficiently use the diverted water in Beijing.Key words: water resources, water supply, water saving, water recycling, water diversion.

This paper presents a methodology for measuring the contribution of tourism to an economy's growth, which is tested with data for Cyprus, Greece and Spain. The authors use the growth of real GDP per capita as a measure of economic growth and disaggregate it into economic growth generated by tourism and economic growth generated by other industries. The methodology is compared with other existing methodologies; namely, Tourism Satellite Account, Computable General Equilibrium models and econometric modelling of economic growth.

Abstract Establishing and perfecting the water rights system is an important way to alleviate the shortage of water resources and realize the optimal allocation of water resources. Agriculture is an important user of water in various water-consumption industries, the confirmation of water rights in irrigation districts to farmers is the inevitable requirement for implementing fine irrigation in agricultural production. In this paper, a double-level water rights allocation model of national canals – farmer households in irrigation district is established. It takes into account the current water consumption of the canal system, the future water-saving potential and the constraint of total amount control at the canal level. It takes into account the asymmetric information of farmer households’ population and irrigation area at the farmer household level. Furthermore, the Gini coefficient method is used to construct the water rights allocation model among farmer households based on the principle of fairness. Finally, Wulanbuhe Irrigation Area in the Hetao Irrigation Area of Inner Mongolia is taken as an example. The results show that the allocated water rights of the national canals in the irrigation district are less than the current because of water-saving measures and water rights of farmer household get compensation or cut respectively. The research has fully tapped the water-saving potential of irrigation districts, refined the distribution of water rights of farmers and can provide a scientific basis for the development of water rights allocation in irrigation districts and water rights transactions between farmers.

 Abstrak Kawasan Eurasia merupakan wilayah yang penting secara geopolitik dan geostrategi bagi perdagangan Indonesia. Melihat potensi yang dimiliki oleh negara-negara yang tergabung dalam Eurasian Economic Union (EAEU), Indonesia diharapkan dapat memanfaatkan peluang yang terbuka. Penelitian ini bertujuan untuk mengetahui potensi daya saing komoditas serta dampak kerja sama perdagangan Indonesia-EAEU. Metode analisis yang digunakan adalah Trade Complementary Index (TCI), Revealed Symetric Comparative Advantages (RSCA) dan Computable General Equilibrium (CGE) model dengan data dasar GTAP versi 9 menggunakan enam simulasi. Berdasarkan analisis TCI, tingkat kesesuaian ekspor EAEU terhadap struktur impor Indonesia lebih tinggi dibandingkan ekspor Indonesia terhadap struktur impor EAEU. Dengan melihat dampak kerja sama perdagangan Indonesia-EAEU terhadap makroekonomi Indonesia, penurunan tarif bea masuk sebesar 50% untuk seluruh produk Indonesia dan EAEU merupakan alternatif kebijakan terbaik. Indonesia perlu menjajaki kemungkinan kerja sama dengan EAEU dengan pendekatan berupa eliminasi 50% pada seluruh pos tarif secara bertahap. Selain itu, disarankan Indonesia fokus pada komoditas yang memiliki daya saing di pasar EAEU yaitu sektor animal; vegetable; foodstuffs; plastics/ rubber; raw hides; woods; textile; stone/glass; machinery; dan transportation.AbstractThe Eurasian region is an important area for Indonesia in term of geopolitic and geostrategy. Due to the economic potential of EAEU countries, Indonesia must take advantage of it. This study aims to determine the potential competitiveness of commodities and the impact of trade cooperation between Indonesia-EAEU. Methods used in this study were Trade Complementary Index (TCI), Revealed Symetric Comparative Advantages (RSCA) and Computable General Equilibrium (CGE) model utilizing basic data of GTAP version 9 of six simulations. By using TCI method it was found that the comformity level of EAEU's export to Indonesia's import structure is higher than Indonesia's exports to the EAEU import structure. Looking at the impact of Indonesia-EAEU trade cooperation on Indonesia’s economy, tariff reduction of 50% for all Indonesian products and EAEU is the best policy alternative for Indonesia. Therefore, It is a must to Indonesia to explore the possibility of cooperation with EAEU with a 50% elimination scheme gradually to all tariff lines. Indonesia should also focus on commodities which have competitiveness in EAEU market i.e. animal; vegetable; foodstuffs; plastics/rubber; raw hides; woods; textile; stone/glass; machinery; and transportation.

Purpose The purpose of this study is to quantify the impact of laws and regulations that govern the cross-border flow of data on the economies of five selected African countries, namely, Egypt, Morocco, South Africa, Kenya and Mauritius. Moreover, this study addresses the state of cloud computing in Africa. Finally, policy recommendations are provided in this respect. Design/methodology/approach To reach accurate finding the Global Trade Analysis Project (GTAP) data was used, and then the computable general equilibrium (CGE) was computed to estimate the total cost on the economy. Using the three data regulations linkages indexes (DRLs), the increased administrative cost effect was analyzed on five to six major economic sectors in the target countries. This was followed by estimating the loss in sector-wide total factor productivity (TFP) (for the five to six shortlisted sectors). Using this data, the computable general equilibrium model (CGE) was computed, in order to estimate the economy-wide impact. Based on these findings, a set of recommendations were offered to the policy maker, reflecting the obtained results and conclusions and their implications on drafting data-related policies. Findings The obtained data indexes reveal that Mauritius is the country with the most laws and regulations governing the cross border flow of data, followed by South Africa Egypt to a lesser extent and finally Morocco and Kenya both showing an obvious lack of data regulations. The small value of the estimated elasticity of the selected countries compared to the value of the estimated elasticity in the EU-0.347 shows that the impact of data localization is less in the selected African countries than in the other set of EU countries examined in the research paper. This is because the former has smaller economies with fewer linkages to the global economy and are less reliant on sectors that are heavy users of data. Thus, the overall impact of data localization was not as profound on TFP as is the case in advanced economies. This research paper arrives at the conclusion that fighting the trend of data localization is crucial. In fact, data localization hinders the necessary and essential role of global trade in realizing economic development. Specifically, this is evident in the increase in production costs as reflected in the increase of the prices of goods, which would lead to a decline in incomes. Originality/value Global studies looked at the impact of data localization on the EU, as well as China, India, Korea and Vietnam, providing some data on Asia Pacific. However, no study has ever been conducted on the Middle East and Africa. This study aims to fill this gap. The approach of this study is to capture the extent of data localization mandates encoded in the laws of each of the selected five African countries showing how these mandates govern their cross-border data flow and, in turn, affect their economies. Furthermore, the policy recommendations section of this research paper makes a contribution to the existing literature.
