The paper presents a new book published by the Russian State Pedagogical University named after A.I. Herzen in 2020, belonging to the pen of one of the most talented culturologists of their first generation in Russia — Igor Alexandrovich Smirnov. The book was written during the work of I.A. Smirnov at the Department of Theory and History of Culture of Russian State Pedagogical University named after A.I. Herzen in 1993, but published for the first time. It is extremely relevant today both in the subject of research and in the method. It presents the original concept of Soviet literature and culture, based on the constructivist methodology. I.A. Smirnov convincingly shows that Soviet culture is a structure created according to the model of classical culture, but not spontaneously, that is, as a result of free creativity or traditions that existed for a long time, but by state order. The paper demonstrates the deformations that inevitably arise as a result of the implementation of such projects.

The article examines the history of collecting documentary and cultural heritage since 1917 and the participation of archives, museums and libraries in the creation of the Archival Fund of the country. In the 1920s and 1930s, archival institutions were established through the efforts of outstanding representatives of Russian culture. At the same period, the structure and activities of the museums created earlier in the Russian state in the 18th – 19th centuries were improved. The new museums that had been opened in various regions of Russia received rescued archival funds, collections and occasional papers. It is shown that during this period there was a discussion about the differentiation of the concepts of an “archive”, “library” and a “museum”. The present work reveals the difficulties in the interaction between museums, libraries and archives in the process of saving the cultural heritage of the state and arranging archival documents; the article also discusses the problems and complications in the formation of the State Archival Fund of the USSR. During this period, the development of normative and methodological documents regulating the main areas of work on the description and registration of records received by state repositories contributed to a more efficient use and publication of the documents stored in the state archives. It is noted that museums and libraries had problems connected with the description of the archival documents accepted for storage, with record keeping and the creation of the finding aids for them, as well as with the possibilities of effective use of the papers. The documents of the manuscript departments of museums and libraries have become part of the unified archival heritage of Russia and, together with the state archives, they now provide information resources for conducting various kinds of historical research.

The unique material returning us to the history of a question on possible primogenitors of the Russian State Pedagogical University, the long years, was a smithy of the best teacher's staff of the Russian empire and then the USSR is offered to attention of readers. Whether it is lawful to adhere only to one version of the occurrence of the pedagogical university? The reader can find some answers to an asked question in an offered material. And all of them, probably, have the right to existence. Scientific researchers are guided first of all by the facts (the facts, as speak, a stubborn thing). However, the facts powerless before politicians who interpret history randomly. Nevertheless, we insist that the history of pedagogical university, began in 1903 with the creation of Women's teacher training college. The article provides an analytical review of the memoirs on the history of the Moscow Public and Rumyantsev Museum (now the Russian State Library), which started with the collections of count N.P. Rumyantsev. The author considers the memories on the Rumyantsev Museum since its foundation in St. Petersburg in 1828, its transfer to Moscow, the activities of the Moscow Public and Rumyantsev museums from 1862 to 1917. The author notes the role of memoir literature for the study of the history of librarianship. The article gives description of the sources containing the unique bibliogra­phic information, which reflects publications of me­moirs, diaries, letters about the Rumyantsev Museum in St. Petersburg and Moscow. The article presents the history of the transfer of the Rumyantsev Museum from St. Petersburg to Moscow and gives fragments from the memoirs of V.V. Stasov and “Diary” of V.F. Odoevsky about this event. The author also presents publications dedicated to the leaders of the Rumyantsev Museum and analytically discloses the memoirs placed in them. The article gives excerpts from memoirs, diaries, letters, which reflect the events and facts from the history of foundation and formation of the Rumyantsev Museum, the role of individuals who have made great contribution to the development of the Museum and its library. The author presents information from the memoirs, diary entries of readers about visiting the Rumyantsev library, their contribution to the accession of collections. The article also gives information about the publication of memoirs of the descendants of V.D. Golitsyn, the last Director of the Moscow Public and Rumyantsev Museums who became its first Soviet Director. The author reveals the potential of memoir materials for further research of the history of the Rumyantsev Museum and its library, its role in the history of culture and spiritual life of Russian society.

The paper studies the specifics of censorship control over journalism in Tomsk province in the 19th–early 20th centuries revealed through studying censorship files of the Russian State Historical Archive and the State Archive of the Tomsk Region. The authors substantiate the relevance of the study, present a brief overview of the previous writings and sources, disclose the study stages, and provide general conclusions on the study. The specifics of journalistic censorship in Tomsk province, which serves as a provincial periodical press model in this study, include, first, its “lag” from the metropolitan censorship processes. The officials who exercised censorship in the provinces lacked high qualification; therefore, they were either unreasonably strict or overly liberal. The archive files contain evidence of constant disputes between editors and censors, as well as complaints regarding censorship procedures that were handled by the Chief Office of the Press. The situation improved with the appointment of a single censor in Tomsk. Thanks to his work, the process of cooperation with editorial boards was streamlined, and reports started to provide valuable details on circulation and the staff of Tomsk periodicals. Second, the censorship cases with respect to journalism in Tomsk province revealed the idea of Tomsk provincialism, which permeated the cultural environment of ante-revolutionary Siberia. This makes the study of archive files an important step in restoring a complete picture of the development of Siberian society and journalism.

Currently, one of the main strategic tasks of the Russian state is to preserve the cultural and civilizational code of Russia. In this regard, issues related to historical memory are being updated. Despite the development of the problem field of research, the authors of this work chose a non-standard approach to the problem and set a goal - to consider the formation of the historical memory of modern Russian youth through the development of cultural volunteerism. The example of cultural volunteering shows how objects of spiritual, historical and cultural heritage are preserved, cultural, educational and creative events are held, and the population gets acquainted with the world’s best examples of art. During the analysis, the authors came to the conclusion that volunteering in the field of culture helps not only to preserve the cultural and historical heritage of the country, to immerse young people in the history of their people and to acquaint the population with the best world examples of art, but also allows young people to become the part of the country’s history by organizing and conducting large-scale events.

The paper deals with management system of cultural environment in municipality and emphasise the actuality of its interpretation. The author has made research of built heritage in Tukums town and defined changes in its cultural environment using methods of field research and analysis of documents, town plans and historical photographs. The research resulted on history of each of buildings in the historical centre of town. The author did case analysis of three interpretation methods used to increase cultural, social and economic value of cultural heritage in old town: museum exhibitions, live performances in the monument and interpretive heritage walk.
