This article addresses the development of human resources capacity in the field of construction in the conditions of constant improvement of the construction sector. The peculiarities of personnel management processes in construction organizations are defined. The most urgent problems in the field of construction in the Russian Federation are highlighted. Possible ways of solving personnel problems have been suggested.

One of the tasks, set in the Decree of the President of 07.05.2018 № 204 “On the national purposes and strategic objectives for development of the Russian Federation until 2024” is annual improvement of living conditions. Stated purposes of the Decree of the President set to the decision for participants of an investment and construction complex of a task of adaptation to rapidly changing conditions. It is necessary to consider crisis state of many construction organizations. Performance of the Decree is possible by means of development and realization of stages of the anti-recessionary program, which main objective is concentrated in increase in efficiency use of all resources of the organizations. Stages of the anti-recessionary program for the construction organizations, which will allow define bottlenecks in their activity and to develop stabilization actions, have been developed.

The article considers the impact of the human recourses` potential on the competitiveness of construction organizations, taking into account the specifics of the Arctic zone where they are operating. It is revealed what kind of problems the construction companies have to deal with, and in what way various factors affect the competitiveness level of the companies operating in the Arctic. The author describes some problems associated with educating and providing specialists for the Arctic zone construction organizations and offers recommendations that could help to improve this situation.

Introduction. Human resources potential is one of the most important tools for achieving the objectives included in the key programme documents for the development of science and technology in the Russian Federation and the main element in the research and development resources of the state. Human resources potential is fundamentally made up of researchers employed in science and technology, including young researchers. Even though in recent years the government of Russia has been paying a lot of attention to developing mechanisms to attract and support young researchers in the sciences, we are still seeing a decline in their number, including in the number of researchers aged 39 or younger. The article presents the findings of tools for monitoring the financial support available to young researchers, recipients of scholarships and grants from the president of Russia, as well as grants provided by key research foundations. Monitoring Tools. The main monitoring tool is formal logic methods such as classification, analysis, synthesis, deduction, and induction. The monitoring was conducted using the materials published on the official websites of research foundations, the annual reports of said foundations, as well as other information in the public domain. The monitoring covered 42 foundations and 8 federal regulatory acts. The subject of the study was the financial tools for supporting young researchers, specifically the grants and scholarships of the president of the Russian Federation and major research foundations such as the Russian Research Foundation, the Russian Foundation for Basic Research, the Foundation for Assistance to Small Innovative Enterprises, and the Skolkovo Foundation, as well as state-funded programmes aimed at supporting young researchers; the findings of the monitoring are summed up in consolidated tables. Results. The support system for grant recipients spans all age categories of young researchers. Meanwhile, federal programmes offer a broader range of assistance to students, postgraduate students, and young researchers than to candidates and doctors of sciences. The most common types of assistance are grants and scholarships, while prizes are not as common. Regional and industrial foundations for assisting research, development, and innovation only function in some regions of the Russian Federation. Programmes aimed at supporting research activities are offered by regional and industry foundations through their official websites and are widely varied (the most common offerings include competitions, training programmes, organisation of conferences, exhibitions, forums, as well as special prizes and grants). Conclusion. Thus, the article provides information about the existing system of grants aimed at providing support and assistance to young researchers; the article also offers some information about the conditions, amounts, and timeframe for the provision of the scholarships and grants from the President of the Russian Federation; there is also a review of the tools for assisting young researchers in the context of such recipients’ status, as well as the forms and types of assistance (including for young researchers) provided by industry and regional foundations for research, development, and innovation.

The article considers the stages of development of human resources policy, carried out the analysis of the amendments made to the Labour Code of the Russian Federation, of the professional standards; considers the main provisions of the federal laws “On the independent evaluation of the qualification”, “On Amendments to Part Two of the Tax Code of the Russian Federation in connection with adoption of the Federal Law” On the independent evaluation of the qualification”, “On Making Amendments to the Labor Code of Russian Federation in connection with adoption of the Federal law “On the independent evaluation of the qualification”, that shall enter into force on 1 January 2017. The author offers to specify the legislator proposed initiatives, in particular on the organizational and legal forms and requirements to the personal composition of the evaluation centers.

In the context of increasing competitiveness, the relevance of justifying strategic priorities for improving the professional competencies of employees of the Russian agro-industrial complex is significantly increasing. There is a need to develop proposals for the formation, implementation and control of strategic management based on the proposed priorities. Research methodology based on data from the 26 waves of "Russian monitoring of economic situation and population health, (RLMS-HSE)", and also on materials of Federal state statistics service of the Russian Federation. This document systematizes Russian and foreign methodological approaches to the study of professional competencies of agricultural workers. The article substantiates the need to apply a competence-based approach in the field of strategic personnel management in the agricultural sector of the economy. The modern approach to assessing professional competencies is based on the need to identify various factors that affect the content of employees' work and improve the efficiency of the work performed. This approach will allow us to develop recommendations for the formation, implementation and development of a mechanism for improving the professional competencies of workers in agriculture in the Russian Federation. Agriculture is still an economic sector that employs many low-skilled workers. Proposals are needed for the formation, implementation and control of strategic personnel management in the agricultural sector of the economy. The main priorities for the development of professional competencies of industry employees were determined based on the analysis of state programs for personnel support. The main directions are: modernization of the entire system of training and retraining of agricultural workers, participation of individuals in the process of continuing education using the existing potential of state and public institutions, creating comfortable working conditions, as well as improving the system of material and non-material incentives for personnel. Federal and regional authorities, as well as enterprise management, can use the theoretical and methodological conclusions of this article when developing a strategy for staffing agriculture. The practical significance of this work lies in this.
