  En Cuba todos los ingresos generados por los tributos ambientales se aportan directamente al presupuesto del Estado, por lo que se propone perfeccionar la distribución de los ingresos y gastos en consonancia con las responsabilidades distribuidas entre los diferentes niveles de gobierno con la intención de propender al ejercicio racional de las facultades que les son inherentes a cada uno de ellos, de modo de alcanzar un adecuado equilibrio institucional, la concreción de la real descentralización fiscal, la búsqueda de eficiencia y equidad en la asignación de los ingresos y gastos sociales así como la transparencia de la gestión pública, por lo que se propone la utilización de un porcentaje de la Contribución Territorial para el Desarrollo Local, independientemente del cumplimiento o no de la captación de los ingresos cedidos, para hacer del municipio de Moa un espacio sustentable.   Palabras clave: contribución territorial, Externalidades negativas, Desarrollo local.   ABSTRACT In Cuba, all income generated by environmental taxes is contributed directly to the state budget, so it is proposed to improve the distribution of income and expenses in line with the responsibilities distributed among the different levels of government with the intention of providing for the exercise rational of the powers that are inherent to each of them, in order to achieve an adequate institutional balance, the realization of real fiscal decentralization, the search for efficiency and equity in the allocation of income and social expenses as well as transparency of public management, so it is proposed the use of a percentage of the Territorial Contribution for Local Development, regardless of compliance or not with the collection of the income assigned, to make the municipality of Moa a sustainable space.   Key words: territorial Contribution, Negative Externalities, Local Development

Societal management, although important for the development and democratization of the State, is not yet recognized as a theoretical model of public administration, and academic studies on this subject remain few in number. The principal aim of this study, bearing in mind its exploratory perspective, is to study societal apathy and its externalities in local development. To this end, it seeks to answer the following question: how is it possible to understand whether there is a symbiotic overlap between societal apathy and its externalities in local development? In methodological terms, this aspect is based on the purposes of exploratory and explanatory research and the means of bibliographic research. The results show that societal apathy has a direct impact on local/regional development due to the lack of inspection by society with regard to public management, generating negative externalities. Consequently, patrimonialist political interests prevail over collective interests.

Resumen: La pandemia de Covid-19 han impactado en todos los ámbitos sociales y aspectos comunitarios, sociales y subjetivos. En el desarrollo local y regional esta situación ha tenido unos efectos devastadores sobre los que todavía es temprano para evaluar sus efectos, de tal manera que es posible referirse a un “antes” y un “después”. En este escenario y contexto inédito de incertezas y riesgos, es posible referirse a la contingencia como un nuevo marco de descripción de las sociedades, en la que los conceptos teóricos del desarrollo local (y social en general) deberán explorar nuevos conceptos emergentes, como son, el riesgo y el peligro, y con ello, repensar la lógica y teorías del desarrollo local, y sus posibilidades normativas para aplicarlo, a partir de la capacidad de autoorganización.   Palabras clave: Autoorganización, Autoorientación, Teoría de sistemas, Contingencia.   Abstract: The Covid-19 pandemic has impacted all social areas and community, social, and subjective aspects. In local and regional development, this situation has had devastating effects on which it is still too early to evaluate its effects, in such a way that it is possible to refer to a “before” and an “after”. In this unprecedented scenario and context of uncertainties and risks, it is possible to refer to contingency as a new framework for describing societies, in which the theoretical concepts of local (and social development in general) should explore new emerging concepts, such as, risk and danger, and with it, a rethinking of the logic and theories of local development, and its normative possibilities to apply it, based on the capacity for self-organization.   Key words: Self-organization, Self-orientation, Systems theory, Contingency.

Resumen. El patrimonio territorial constituye un recurso fundamental de explotación principalmente a escala local y comarcal, que le puede proporcionar con unos objetivos definidos y las estrategias adecuadas diferentes posibilidades de promoción cultural, natural y turística. Con la intención de realzar y poner en valor la torre del Zambullón (término municipal de Motril, Andalucía, España), se realizó una intensa búsqueda documental que nos ha permitido conocer su pasado y junto a unas imprescindibles jornadas de campo, analizar sus posibilidades de integración en la sociedad de la que forma parte. Una vez presentadas unas propuestas generales de intervención y teniendo en cuenta las conclusiones alcanzadas, este estudio de investigación tiene la convicción de que con una restauración adecuada, se conseguiría la recuperación por su temática de un bien de interés cultural único en la costa granadina, contribuyendo de forma simultánea al desarrollo territorial sostenible.   Palabras clave: Geografía de la Memoria, Cartografía, Interpretación del Patrimonio, Paisaje Cultural.   Abstract. Territorial heritage constitutes a fundamental resource whose exploitation, with defined objectives and with the appropriate strategies, can provide different possibilities of cultural, natural and tourist promotion, mainly at local and regional level. With the intention of enhancing and assessing Zambullón tower (Motril, Andalucía, Spain), an intense documentary search and field days have been carried out, which have allowed us to know its past and analyze its possibilities of integration in the society of which it is part. Once some general proposals for intervention have been presented and taking into account the conclusions reached, this research study has the conviction that with an adequate restoration, the recovery of a good of unique cultural interest in the Coast of Granada would be achieved, contributing simultaneously to sustainable territorial development.   Key words: Geography of Memory; Mapping; Heritage Interpretation; Cultural Landscape.

Resumen. La provincia de Valencia como sistema territorial cuenta con diversos componentes de tipo ambiental y cultural que se articulan, dándole estructura, y que influyen en las alternativas de progreso. Dichas piezas del sistema territorial configuran el paisaje provincial y muchas de ellas, además, son consideradas como patrimonio cultural. Patrimonio y paisaje intervienen en la creación de identidades colectivas, así como en los procesos de desarrollo territorial, cuestión sobre la que nos centramos en este artículo.   Palabras clave: capital territorial, recurso, patrimonio cultural, paisaje, desarrollo local, provincia de Valencia.   Abstract. Valencia, as territorial system, has various components articulated that give structure and influencing alternatives progress. Resumen. El presente estudio analiza la actividad turística de observación del lobo ibérico en España como alternativa a otras modalidades turísticas tradicionales en zonas rurales. La experiencia propia dentro del sector ha sido crucial para entender sus dinámicas y elaborar este trabajo. En él se estudia la tendencia al alza del turismo de naturaleza en general y de la observación del lobo ibérico en particular, se describe el modus operandi de la actividad y se exponen sus principales impactos. El turismo lobero propicia por lo general beneficios para la población local en términos económicos, ambientales y socioculturales. Su compatibilidad con el medio y las características intrínsecas de la actividad, muy ligadas a un turismo sostenible, fresco, offline, convierten a este sector en una interesante herramienta para revertir el vaciado demográfico, económico y social de algunas áreas de España.   Palabras clave: Lobo ibérico, turismo de observación de fauna salvaje, educación ambiental, desarrollo local, inteligencia territorial, España.   Abstract. The present study analyzes the tourist activity of observation of the Iberian wolf in Spain as an alternative to other traditional tourist modalities in rural areas. The own experience within the sector has been crucial to understand its dynamics and develop this work. It studies the upward trend of nature tourism in general and the observation of the Iberian wolf in particular, the modus operandi of the activity is described and its main impacts are exposed. Wolf tourism generally provides benefits for the local population in economic, environmental and socio-cultural terms. Its compatibility with the environment and the intrinsic characteristics of the activity closely linked to a sustainable, fresh and offline tourism turns this sector into an interesting tool to mitigate the demographic, economic and social emptying of some areas of Spain.   Key words: Iberian wolf, wildlife tourism, environmental education, local development, territorial intelligence, Spain.

The essence of the ecological tax, features of ecological taxation in Ukraine are determined. The analysis of the dynamics of pollutants emissions into the ambient air, waste generated in the territory of Ukraine and the indicators of income for the components of the environmental tax in terms of their enrolment at different levels of the state budget is carried out. The system of economic tools for nature management and environmental protection in Ukraine is presented. The types of environmental taxes collected in foreign countries are investigated, problems of environmental taxation in Ukraine are identified. The main directions of improving the environmental tax have been determined taking into account the experience of economically developed countries of the European Union.
