MINIMUM CONSUMER BASKET: WHAT SHOULD IT BE IN TODAY’S RUSSIA?

The article argues for a proposal for such a step in the direction of strengthening social support for the least protected groups of the Russian population and the development of the entire system of social state guarantees as a whole, as the introduction of a socially acceptable consumer basket instead of a consumer basket of the subsistence minimum. The advantages of the normative method of forming consumer baskets over the normative-statistical method are revealed. Based on the analysis of actual consumption of both food and non-food products and services, the qualitative and quantitative structure of the socially acceptable consumer basket is determined (using natural and value indicators).

The paper provides the first results of a study of the qualitative and quantitative structure of the community of bottom meiofauna (meiobenthos) in shallow, hypereutrophic Lake Nero (Volga River basin, Yaroslavl region, Russia). In the samples, collected in early September 2017, 106 representatives from 16 systematic groups of aquatic organisms were found. About half of them had not been previously recorded in the lake's fauna. The species composition of Gastrotricha, Nematoda, Tardigrada, Acari, Harpacticoida, and Ostracoda was analyzed in the water body for the first time. It is established that at the end of the vegetation season, the lake's meiobenthos characterizes by relatively high species richness, diversity, and quantitative parameters. The circle of the main (dominant) community members in the studied period was outlined.

The article deals with the theoretical, methodical and practical principles of forming a new model of targeted social support of low-income families with children on the basis of guaranteed minimum income. Approbation of the new approaches to targeted social support of low-income families with children was implemented in Vologda oblast. The target representative sample was 70 families. It has been found out that after the targeted social support under the current legislation (lump-sum payments excluded), basic income in these families averaged 35.3 per cent of the differentiated equivalent subsistence minimum, thus being evidence of the inefficient state social assistance. The author has substantiated introducing additional monthly targeted social payments to parents besides the set regular payments (additional family poverty benefit) that will enable families to improve their economic sustainability. He substantiated a number of threshold values of the guaranteed minimum income that would ensure current consumption ranging from the cost food basket up to the size of the differentiated equivalent living standards of families, depending on the financial capacity of the regional budget. The guaranteed minimum income of low-income families with children averaged 54.6 per cent of the regional differentiated equivalent subsistence minimum. There have been developed methodical recommendations for identifying untapped socio-economic potential of families as a source of raising income from employment, as well as criteria for removal of families from the recipients of targeted social assistance in the form of cash benefits. Proposals on correcting the current legislation on the state social support have been formulated.

Author of the article characterizes the active-reasonable foundations of the formation of wórthy living conditions of the Russian population with the participation of a socially strong state and thanks to the All-Civilian Enlightenment the foundations of a mature composite-creating culture of interactions of citizens in society. The political and economic prerequisite for a wórthy life of well-being, and on its basis – a constitutional social state. To implement it, a mature composite-creative culture of interactions of citizens in society (civil-social culture) is needed. It is necessary to start moving in this direction now - with the preparation and experimental testing of the program of the All-Civil Enlightenment, clarification of the foundations and benefits of the mature state of this culture. An initiative by social and humanities professionals to create a project for such a programme is required.

The author’s legal support of the components of the structural-functional model (SFM) of medical care for children with bronchopulmonary dysplasia (BPD) is given in this article, in particular regarding social support for families in which children with disabilities are raised, which is aimed at strengthening social protection, individualization of the worker schedule and employment, expanding the availability and cheapening of food products, patient-oriented social assistance and improving the economic condition of persons with children with disabilities, other urgent problems of patients with BPD. The Law of Ukraine number 544-VIII «On Employment» renewed the rights of citizens with additional guarantees in employment, and provided these guarantees, and with respect to the target contingent of the SFM, it strengthens the social protection of parents, the establishment of a shorter working time or part-time or non-working week only for women who raise a disabled child, individualization of working time in the care of a sick family member. It is envisaged to ensure fairness in taxation in accordance with EU Council Directive number 2006/112, and in relation to the target contingent of the SFM — the reduction in the cost of food for special nutrition for children. It is also ensured that social justice is implemented in the pension provision of the parental family and, in relation to the target contingent of the SFM, is the improvement of the economic condition of persons with disabled children. A comprehensive reform of the health care system has been defined to create a network of state and communal institutions with a sufficient level of independence, which in relation to the target contingent, the SFM implements approaches aimed at creating a patient-oriented system that can provide medical care in an institution. In order to improve the legislative and regulatory support during 2014–2019, directions for the implementation of the legislative initiative were identified. Socio-medical assistance has been improved: social protection of parents with dependent children under 6 years of age has been strengthened, working hours have been individualized when taking care of a sick family member, food products have been cheapened for special nutrition of children, the creation of a patient-oriented care system has been substantiated, the economic state of persons supporting children has been improved while increasing the mutual responsibility of parents in material assistance and other, which improved the regulatory and legal support of this component of the SFM of medical care for children with BDL.
