One of the tasks that are being solved during the forensic railway transport expertise is to investigate the actions and circumstances of a railway accident. After analyzing the state of traffic safety in the structure of Ukrzaliznytsia OJSC, the author found that in recent years the number of runover incidents of rolling stock on pedestrians and motor vehicles has increased significantly. This is primarily due to the non-observance of the “Rules of Conduct of Citizens in Railway Transport”. It was noted that when performing such railway transport expertise, the expert receives an incomplete amount of necessary information, which may be the result of incomplete research or the impossibility of giving an opinion on this railway accident. First of all, this is due to the fact that employees of the bodies of the Ministry of Internal Affairs when they are at the scene of a railroad accident have no special knowledge and cannot select the necessary information for the qualitative expertise. And so, after conducting research, the author came to the conclusion that for a full and high-quality railway transport expertise in the event of rolling stock hitting an obstacle (vehicle or person), the expert needs to have the following list of documents and relevant data, namely: original speedometer module KKD-3 memory, registration tape CLUB-U; certificate on the provision of the train with VU-45 brakes; information on the type of track on which the railway accident occurred (link or continuous), the longitudinal profile and the plan of the section of the route on which the railway accident occurred; full-scale sheet form DU-1 for a freight train, and DU-1L – for the passenger; information on the permissible speed of movement in the area of the railway accident; warning on the train form DU-61; graphic reproduction of a clear situation of a railway accident with an indication of a specific stopping point of the train’s head, the location of the obstacle with reference to the picket column. So, having received the necessary information in accordance with the list that is specified in this article, the expert can objectively and reliably assess the impact of the actions of each of the participants in this incident on the implementation of the mechanism of the railway accident as a whole. In the article was noted the importance of the study of the conditions for the carriage of goods by rail transport when executing the railway transport examination, and the main points of such studies are given. One of the causes of the onset of a railroad accident (hereinafter referred to as RTA) with damage to the rolling stock, infrastructure elements, loss of life and loss of cargo through damaged packaging, the integrity of the car body may be a mismatch of the cargo weight with established weight standards, unsatisfactory the technical condition of the rolling stock in which the cargo is transported, improper securing of the cargo in the car, disorder of attachment on the route or interference of unauthorized persons to the cargo itself (theft). As a part of the railway-transport expertise, experts investigate cases of derailment of railway rolling stock, spontaneous movement of cars from the parking lot, followed by their collision, and other cases. Upon the occurrence of an RTA, the compliance of the actions of the railway employees involved with the requirements of regulatory documents, the causal link and the immediate technical reason for its occurrence is investigated. Experts carrying out research within the examination regarded various possible discrepancies that could cause the occurrence of RTA. The inconsistency of the mass of the cargo with the established weight standards for transportation by rail is considered by experts, precisely as a possible discrepancy that could significantly affect the occurrence of the accident. This direction of research requires detailed consideration from the position of forensic expertise. The article discusses individual issues of this type of inconsistency. These points are considered in more detail in a research work devoted to a study of the main transport characteristics of the goods transported and their packages, with an assessment of the possibility of their influence on the causal relationship with the onset of the RTA as part of the railway transport expertise. Each type of faults (inconsistencies) identified during the carriage of goods by rail is investigated as part of the implementation of forensic railway transport examinations and requires the formation of detailed expert approaches. The presented work confirms the relevance of developing a methodology for assessing the impact of cargo transportation features on the onset of railway accidents. Aim.Derailments of rolling stock units (cars, locomotive units) of freight trains cause damage to roadbed and rolling stock, as well as possible loss of transported cargo. Of special interest are cases when derailed rolling stock units intrude into the operational space ofan adjacent track. This, for instance, happened in the case of the Moscow – Chișinșu train at the Bekasovo I – Nara line on May 20, 2014, when as a result of the derailment of freight cars with subsequent intrusion into the operational space of an adjacent track 6 people were killed as the result of collision with an opposing train. In some cases intruding units may collide with an opposing freight train, which may cause the death of that train’s crew and derailment of its cars, which in case of transportation of hazardous loads (e.g. oil and gasoline) may have catastrophic consequences. Intrusion into the operational space ofan adjacent track also interrupts the traffic in both directions. In this context, evaluating the probability of derailed cars intruding into the operational space of an adjacent track is extremely important in order to maintain the tolerable level of risk in railway transportation, while the aim of this paper is to construct functional dependences between the probability of derailed cars intruding into the operational space of an adjacent track and various factors.Methods. Probability theory and mathematical statistics methods were used: maximum likelihood method, logistic regression, probit regression, Cauchy regression.Results.For each of the groups of incidents: derailments due to faulty cars/locomotive units, derailments due to faulty track, using the classic binary choice model an estimation was constructed of the probability of at least one derailed freight car intruding into the operational space of an adjacent track. This estimation turned out to be dependent upon the train loading and number of derailed units. As the number of derailed units is a priori (before the derailment) unknown, it was suggested to construct the probability of intrusion by at least one derailed freight car into the operational space of an adjacent track using a parametric model of dependence between the average number of derailed units and various traffic factors. The resulting dependences were compared. A numerical example was examined.Conclusions.There is a significant direct correlation between the random values that characterize intrusion by at least one unit into the operational space of an adjacent track and the number of derailed freight train units. A direct dependence between the train loading and intrusion by derailed units into an adjacent track was established. In case of derailment due to faulty track, for loaded trains the probability of at least one derailed unit intruding into the operational space of an adjacent track is extremely high.

The safety of trains is the basis of the efficient operation of the railway transport system, the optimal organization of passengers and cargo transportation. All organizational and technical activities in railway transport must meet the requirements of safe and uninterrupted train traffic. Traffic safety is ensured by the maintenance of all facilities, railway tracks, rolling stock, equipment and mechanisms, technical devices and communications. In order to ensure a given level of train safety, it is essential that the technical facilities and personnel have the appropriate safety level. Comprehensive management of reliability, risks, cost of life cycle in railways is a technology that improves the quality of services. This technology is characterized by several components, namely, factors that affect the reliability and safety of railway facilities, as well as the means of achieving reliability and safety; risk and complete safety; cost of life cycle. As part of the security provision, the Russian Railways regularly upgrades its fixed assets. These are projects related to safety, which are based on life safety aimed at ensuring the technological sustainability of the production process, improving traffic safety and maintaining the existing throughput capacity of transport infrastructure. The assessment of the influence of technical failures and defects on the performance and economic criteria of rail transport will enable objective management decisions to be made in the area of fixed assets renewal in order to improve traffic safety and to introduce measures to reduce the share of non-productive expenditures of structural units.

A number of methods have been developed to determine the possibility of a wheelset derailment from track, which to some extent take into account specifics of their interaction. However, methods used in the calculation are different between themselves. The problem is complicated by the lack of sufficient experimental data which would allow to verify the adequacy of models used for calculations. Authors conducted research of an influence of an additional assessment criterion for traffic safety. According to this criterion the railway wheel derailment of a rolling stock was analyzed by actually raising the wheel flange to the railhead. It is noted that increase of the radius of wheels taken into account while calculating indicated criterion depends on transverse displacement of the wheelset, horizontal unevenness, numerical value of the wheel taper profile at the contact point with a rail, and the nominal gaps between the wheel flange and the inner edge of the railhead. On the basis of performed researches, it was concluded that use of an additional criterion, according to which the stability of the wheel from the derailment of a rolling stock is analyzed by actually raising the wheel flange on a railhead, allows to track the time when it is necessary to check the possibility of rolling the wheel on railhead. However, obtaining a negative clearance between the wheel flange and the railhead does not indicate that the wheel is rolling on the railhead. The indicated feature will allow to explore the development of a railway accident mechanism, to define more precisely its proximate technical cause and the sequence of intermediate technical reasons which have led to it.

The article discusses the problems of existing methods of receiving automatic cab signalling on railway transport, an original method of receiving and processing data is proposed. The need to solve the problems is due to the requirement of a qualitative improvement in the reliability of receiving codes, and as a consequence, the capacity of existing lines. First of all, this refers to a significant increase in the quality of reception and processing of information flows from rail lines. Today it is difficult to imagine the organization of the movement of rolling stock without relying on automatic block systems with secondary sealing of tonal track circuits by frequency modulation signals or automatic cab signaling without the use of multivalued automatic cab signaling with phase-difference modulation. Taking into account the objective fact of noise emission from the operation of energy-intensive railway equipment and modern locomotives, the issues of reliability and noise immunity of receiving discrete information (including signals of traditional automatic cab signaling) are becoming more and more urgent. Analysis of the reasons for the decrease in the reliability and noise immunity of railway automation and telemechanics systems, and, consequently, traffic safety also comes to the fore.

The article analyzes structure of cases lack cars, which includes technical aspects and factors labor discipline, attitude managers and executors to issues traffic safety. It has been established that 58% cases marriage are technological nature, 40% are due human factor and only 2% are due to technical reasons. The block diagram of systematization and structuring factors influencing conditions trouble-free work car-repair complex research range is developed and constructed. The main factors are part model safe operation of rolling stock are formulated. Model distribution basic lacks functioning car economy is constructed. Aspects application are determined. A model for monitoring degree professionalism of railway specialists as tool improve traffic safety in railway transport has been developed. The space indicators of intellectual and technological safety functioning car economy branch is defined. To increase length warranty areas, it is planned to create maintenance point system of network value, which has latest maintenance technology. The main types of marriage are: malfunction body and frame car; violation integrity brake line; malfunctions air distributors; adjustment brake lever transmission; malfunction automatic regulators car modes; auto-coupling breakage and cases self-disengagement; axle box failure. Checking consistency theoretical distribution of empirical frequencies is necessary establish adequacy mathematical model to real object study, namely failure rolling stock, which contributes occurrence cases of traffic safety violations. To select and substantiate theoretical laws distribution, the most common faults rolling stock on railway were investigated and statistical models distribution random variables over time were built. According block diagram of systematization and structuring factors influencing conditions accident-free operation car repair complex research site, main factors are 6. Each these factors is broken down into factors more specific content, and they are broken down into more detailed factors. Each factors is characterized by one or another aspect application depending on root cause and nature of occurrence (technical, technological, organizational).

The article attempts to investigate the historical circumstances of technological renewal of the fleet of freight cars of the state railways of Ukraine in 1918-1919. It is found that in conditions of political instability and deep economic crisis its sustainable operation. The need for coherence in the operation of railway transport was due to the aggravation of the final act of the First World War, which also affected the technical task of rolling stock in the context of its equipment with means of transporting troops. It is determined that against the background of limited available resources, domestic machine-building enterprises presented conceptual samples of biaxial covered freight cars of the NTV type, developed on the basis of all the requirements of the time, taking into account possible technical replacements of individual components. The reasons for the slowdown in the process of renewal of the rolling stock of state railways, as well as the general restoration of the transport industry of Hetman Ukraine in 1918-1919 are clarified. the latest examples of legendary monuments of domestic car building should be a priority for the revitalization of the technological heritage of railway transport of Ukraine. Further study of the topic requires clarification of a wide range of issues concerning the impact of these events on the restoration of the Soviet railway industry in the first half of the 1920s. The practical significance of the proposed study can be introduced into the development of the concept of restoration of historical rolling stock for the branch museum collection of Ukrainian railways.
