The article analyzes structure of cases lack cars, which includes technical aspects and factors labor discipline, attitude managers and executors to issues traffic safety. It has been established that 58% cases marriage are technological nature, 40% are due human factor and only 2% are due to technical reasons. The block diagram of systematization and structuring factors influencing conditions trouble-free work car-repair complex research range is developed and constructed. The main factors are part model safe operation of rolling stock are formulated. Model distribution basic lacks functioning car economy is constructed. Aspects application are determined. A model for monitoring degree professionalism of railway specialists as tool improve traffic safety in railway transport has been developed. The space indicators of intellectual and technological safety functioning car economy branch is defined. To increase length warranty areas, it is planned to create maintenance point system of network value, which has latest maintenance technology. The main types of marriage are: malfunction body and frame car; violation integrity brake line; malfunctions air distributors; adjustment brake lever transmission; malfunction automatic regulators car modes; auto-coupling breakage and cases self-disengagement; axle box failure. Checking consistency theoretical distribution of empirical frequencies is necessary establish adequacy mathematical model to real object study, namely failure rolling stock, which contributes occurrence cases of traffic safety violations. To select and substantiate theoretical laws distribution, the most common faults rolling stock on railway were investigated and statistical models distribution random variables over time were built. Each these factors is broken down into factors more specific content, and they are broken down into more detailed factors. The questions of qualification and investigation of theft of goods from the rolling stock are revealed. The main factors causing qualification of such crimes under articles 158, 159 and 160 of the Criminal code of the Russian Federation are investigated. The obligatory signs of crimes, such as time, place, means of commission of crime, the size of the stolen property are revealed. Reasonable conclusions are made that the qualification of theft of goods from the rolling stock of railway transport, as well as the definition of the circle of persons potentially involved in the commission of the crime, is largely influenced by the place and time of the crime, the circumstances (type of car, other features), the amount of stolen property, means of committing the crime. The analysis of the practice of qualification of thefts from the rolling stock of railway transport shows that in various investigative situations it is necessary to speak about its private varieties that will allow to qualify a crime more precisely and to organize the process of proving more effectively. It is concluded that for the most complete qualification of crimes related to the theft of cargo from rolling stock cars a thorough analysis of the circumstances that influenced the initiation of a criminal case, as well as investigative situations, is of particular relevance. Proposals were made to improve the norms of the criminal law.

Purpose. Based on the research work of units and parts of rolling stock undercarriage in transient modes of emergency situations it is proposed to optimize the sequential placing of peripheral contactless devices for technical control of locomotives and cars on railway lines. Methodology. Investigation of transient processes of temperature increase of faulty axle bearings of locomotives and cars during remote technical diagnosing allows one to organize theory and hardware construction of the peripheral systems for testing the rolling stock on the move. Automatic control of the technical state of the rolling stock on the move – the last and in some cases the only possible process step, which allows revealing unacceptable defects in rolling units and thereby prevent emergencies in railway transport. Findings. Based on the research it was proposed a solution to the optimization problem of placing peripheral control devices of rolling stock when moving according to the criteria of the linear and exponential nature of heating defective axle boxes of wheelsets and other units of undercarriage. The risks of train stop on the railway line because of the erroneous classification of normally heated axle boxes as overheated, as well as the consequences of classification of overheated axle box as normally heated axle boxes were evaluated. Originality. Optimization model of placing peripheral control devices based on probabilistic criteria for evaluating the degree of permissible risk that, at a minimum, should not be exceeded during the transition to control technical means. A functional block diagram of test hardware diagnostics for the wheelsets when determining the gradations of digital indicators of defects was proposed. Practical value. The value of the results obtained lies in the improvement of a method of placing technical control peripheral devices and diagnosing rolling stock when determining the distance between the control stations in the same direction and organizing tracking modes for railcars with developing defects. From a technical point, reduced error probability is directly related to traffic safety and diagnostic algorithms.

The safety of trains is the basis of the efficient operation of the railway transport system, the optimal organization of passengers and cargo transportation. All organizational and technical activities in railway transport must meet the requirements of safe and uninterrupted train traffic. Traffic safety is ensured by the maintenance of all facilities, railway tracks, rolling stock, equipment and mechanisms, technical devices and communications. In order to ensure a given level of train safety, it is essential that the technical facilities and personnel have the appropriate safety level. Comprehensive management of reliability, risks, cost of life cycle in railways is a technology that improves the quality of services. This technology is characterized by several components, namely, factors that affect the reliability and safety of railway facilities, as well as the means of achieving reliability and safety; risk and complete safety; cost of life cycle. As part of the security provision, the Russian Railways regularly upgrades its fixed assets. These are projects related to safety, which are based on life safety aimed at ensuring the technological sustainability of the production process, improving traffic safety and maintaining the existing throughput capacity of transport infrastructure. The assessment of the influence of technical failures and defects on the performance and economic criteria of rail transport will enable objective management decisions to be made in the area of fixed assets renewal in order to improve traffic safety and to introduce measures to reduce the share of non-productive expenditures of structural units.

A number of methods have been developed to determine the possibility of a wheelset derailment from track, which to some extent take into account specifics of their interaction. However, methods used in the calculation are different between themselves. The problem is complicated by the lack of sufficient experimental data which would allow to verify the adequacy of models used for calculations. Authors conducted research of an influence of an additional assessment criterion for traffic safety. According to this criterion the railway wheel derailment of a rolling stock was analyzed by actually raising the wheel flange to the railhead. It is noted that increase of the radius of wheels taken into account while calculating indicated criterion depends on transverse displacement of the wheelset, horizontal unevenness, numerical value of the wheel taper profile at the contact point with a rail, and the nominal gaps between the wheel flange and the inner edge of the railhead. On the basis of performed researches, it was concluded that use of an additional criterion, according to which the stability of the wheel from the derailment of a rolling stock is analyzed by actually raising the wheel flange on a railhead, allows to track the time when it is necessary to check the possibility of rolling the wheel on railhead. However, obtaining a negative clearance between the wheel flange and the railhead does not indicate that the wheel is rolling on the railhead. The indicated feature will allow to explore the development of a railway accident mechanism, to define more precisely its proximate technical cause and the sequence of intermediate technical reasons which have led to it.

One of the tasks that are being solved during the forensic railway transport expertise is to investigate the actions and circumstances of a railway accident. After analyzing the state of traffic safety in the structure of Ukrzaliznytsia OJSC, the author found that in recent years the number of runover incidents of rolling stock on pedestrians and motor vehicles has increased significantly. This is primarily due to the non-observance of the “Rules of Conduct of Citizens in Railway Transport”. It was noted that when performing such railway transport expertise, the expert receives an incomplete amount of necessary information, which may be the result of incomplete research or the impossibility of giving an opinion on this railway accident. First of all, this is due to the fact that employees of the bodies of the Ministry of Internal Affairs when they are at the scene of a railroad accident have no special knowledge and cannot select the necessary information for the qualitative expertise. And so, after conducting research, the author came to the conclusion that for a full and high-quality railway transport expertise in the event of rolling stock hitting an obstacle (vehicle or person), the expert needs to have the following list of documents and relevant data, namely: original speedometer module KKD-3 memory, registration tape CLUB-U; certificate on the provision of the train with VU-45 brakes; information on the type of track on which the railway accident occurred (link or continuous), the longitudinal profile and the plan of the section of the route on which the railway accident occurred; full-scale sheet form DU-1 for a freight train, and DU-1L – for the passenger; information on the permissible speed of movement in the area of the railway accident; warning on the train form DU-61; graphic reproduction of a clear situation of a railway accident with an indication of a specific stopping point of the train’s head, the location of the obstacle with reference to the picket column. So, having received the necessary information in accordance with the list that is specified in this article, the expert can objectively and reliably assess the impact of the actions of each of the participants in this incident on the implementation of the mechanism of the railway accident as a whole. The article discusses the problems of existing methods of receiving automatic cab signalling on railway transport, an original method of receiving and processing data is proposed. The need to solve the problems is due to the requirement of a qualitative improvement in the reliability of receiving codes, and as a consequence, the capacity of existing lines. First of all, this refers to a significant increase in the quality of reception and processing of information flows from rail lines. Today it is difficult to imagine the organization of the movement of rolling stock without relying on automatic block systems with secondary sealing of tonal track circuits by frequency modulation signals or automatic cab signaling without the use of multivalued automatic cab signaling with phase-difference modulation. Taking into account the objective fact of noise emission from the operation of energy-intensive railway equipment and modern locomotives, the issues of reliability and noise immunity of receiving discrete information (including signals of traditional automatic cab signaling) are becoming more and more urgent. Analysis of the reasons for the decrease in the reliability and noise immunity of railway automation and telemechanics systems, and, consequently, traffic safety also comes to the fore.

This article deals with the worked out specialized railway carriage for grain for the transportation process throughout the Republic of Uzbekistan railway network, with the unconditional provision of train traffic safety, which is one of the most important components of the rolling stock of railway transport. The features of the load-bearing structure of the railway carriage for grain are that it is made based on a four-axle platform and a universal container. Evaluation of the strength of the metal structure of the grain car was carried out following the requirements of the “Standards for the calculation and design of new and modernized cars of the railways of the Ministry of Railways with a gauge of 1520 mm (non-self-propelled)”. Based on theoretical studies, it was justified that the design of a railway carriage for grain with a capacity of 83.6 m3 and a carrying capacity of 65 tons. For the first test of a railway carriage for grain, the number 43925684 was assigned. The proposed new grain carriage will reduce operating costs and reduce rolling stock downtime during reloading operations. It will create the possibility of fulfilling contractual agreements drawn up for small volumes of traffic within the country.

Subject. This article examines the issues related to changes in reproduction capacity and heterogeneity of the development of Russian regions. Objectives. The article aims to assess regional differentiation and investigate the main factors influencing the uneven development of the areas. Methods. For the study, we used the methods of comparative and correlation analyses. Results. The article identifies groups of leading and lagging Russian regions and assesses the possibility of convergence of Russian regions according to the analyzed indicators, such as GRP, GRP per capita, and the output of industry. Conclusions. The results obtained can be used when preparing strategic policy documents, spatial development programmes and concepts. The observed heterogeneity suggests that the regions maintain their positions throughout the research period.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

AbstractCarbon black-filled polymer composites were investigated as sensing materials for organic liquids. Polypropylene and polystyrene which were selected as matrices and various amounts of carbon black were considered as the main factors influencing sensitivity of the composites in view of the percolation theory. Disposable filaments were produced of these materials. Change in their electrical resistivity was measured upon immersion in benzene, toluene, xylene, ethylbenzene and their mixtures. It has been found that studied materials were sensitive to the composition of liquid mixtures of organic solvent. Relationships between the filament response and volumetric fraction of the components were presented. The studied materials have shown promising sensing properties, which suggest their applicability for identification and quantification of multicomponent organic liquids.
