Intensive reform of the higher education system requires a significant modernization of pedagogical technologies, methods and techniques used in the implementation of educational standards for the preparation of bachelors and specialists in all sectors of the economy. The practice of training engineering specialists for the agricultural sector of a region with a developed mining sector of the economy reveals deep roots of the objectively existing contradictions mentioned above. This article provides a summary of research results obtained during classes in the following disciplines of the general professional cycle: Resistance of Materials, Machine Parts, Engineering Technology. New paradigm of competency-based, activity approaches to the level of higher education should be adequately expressed by new pedagogical, educational and methodological developments. The modern educational and equipment status of most educational institutions allows active realizing innovative pedagogical technologies and methods, the effectiveness of which increases when they adapt to the mental characteristics of certain categories of students. The article outlines the main features for the development and implementation of practice-oriented classes activating and stimulating students' cognitive interest in mastering the necessary professional competencies in the study of general technical disciplines. The emergence and further maintenance of learning interest in the study of general technical disciplines by the rural youth among the students requires a full consideration of their personal experience, the mentality of a person brought up in the circumstances of purely practical everyday life. Therefore, a significant increase in the share of practice-oriented classes using the methods and techniques of the activity approach is probably the only way to stimulate and maintain the students’ learning interest.

The article analyzes some general trends and outlines strategic benchmarks of the domestic dimension for reforming the educational sphere. In the context of modern theoretical paradigms, globalization, innovation, quality of education as trends that actualize and cause reform educational processes in Ukraine are distinguished. Globalization poses a challenge for education in general and for national educational systems, in particular, a number of problems that require a speedy response both at the state level and at the level of civil society institutions. The answer to them should be the leitmutif of further reform of the domestic educational sector, where the key position is not the unification of higher education, but wide access to the diversity of educational, scientific and cultural achievements of other countries, a deep combination of educational and scientific activities. We are talking about a new philosophy of education and science, learning and education, new approaches, goals and priorities, that is, a new paradigm for the development of higher school. In terms of innovation, the education system must change the paradigm of building and functioning, steadily moving into a river ahead of education, when scientific knowledge, changing its orientation from technogenic and economic to humanistic and environmental, outpaces the transformative activities of people. The quality of education is seen as a significant step towards European integration, because, first of all, promoting European cooperation in ensuring the quality of education is a requirement of the Bologna process; secondly, quality assurance of education is one of the leading conditions that promotes mobility, connectivity and attractiveness of the higher education system of any country, the main component of the prestige of higher education institutions; thirdly, the main responsibility for quality assurance lies with the institution of higher education in accordance with the principle of institutional autonomy.

The paper presents an analysis of the concept of competence and competency in the works of domestic and foreign authors, and a comparative analysis of the characteristics of the concepts of competence in foreign and domestic science is carried out in tabular form. The author's definition of competence is given, which made it possible to conduct an empirical pilot study of the formed competencies of the university teaching staff.

The article is aimed at developing the conceptual principles for the creation and functioning of innovation-active university (IAU) as a modern strategic model of higher education institution in conditions of transformation and digitalization of society. A number of problems and contradictions are allocated and systematized, causing the need to transform the traditional university into an innovation-active, entrepreneurial structure, the activity of which consists in the interaction of the university with the economy, public administration bodies and society. It is determined that the formation of a new paradigm for the development of the higher education system raises the need for innovation-active universities in the form of entrepreneurial organizations that have a resource willingness to promote accelerated development of both the economy and society through intensive transfer of new, generated at the university knowledge and technology on the basis of partnership with key stakeholders. On the basis of studying the conceptual basis of the emergence and development of the IAU, a number of hypotheses of building an innovation-active university were developed, a system of conceptual provisions and principles of its functioning was formed. The purpose and objectives of the innovation-active university are defined, the system-forming directions of its innovation activity are allocated and characterized. On the basis of the carried out researches, the framework for the creation and development of the IAU was formed, containing a list of components of the internal environment and the factors that ensure their support on the basis of development of entrepreneurship and innovation. Prospects for further research in this direction are the development of a mechanism for the functioning of an innovation-active university, which will ensure the effective transformation of higher education institution on the basis of innovation and entrepreneurship development and will contribute to maintaining a high level of its competitiveness in the educational space.

To CHED’s credit, the proposed two-dimensional approach to Quality Assurance in higher education is the first comprehensive, detailed and well-studied document for ensuring quality in Philippine higher education. The paper attempts to simplify the conceptual presentation of the two-dimensional (horizontal and vertical typologies) quality assurance space of HEIs to better appreciate the beauty and logic of the approach. The simplification highlights the shift from pure quality control (QC) perspective to a more comprehensive quality assurance (QA) view of managing quality in higher education. Underlying the QA system is the radical shift towards Competency-Based curriculum for all higher education programs. The system is shown to lead to four(4) distinctive outcomes in Philippine higher education: (1.) clarification of roles of Universities, Colleges and Professional Institutes, (2.) motivation to gain prestige and status through the vertical typologies (regulated, deregulated and autonomous), (3.) production of competent graduates, and (4.) efficient and effective higher education system that can globally compete. Актуальность исследования определяется необходимостью устранения двух видов противоречий в образовательном процессе высшей школы: 1) между уровнем сформированности коммуникативной компетенции выпускников школ и требованиями, предъявляемыми к студентам-бакалаврам; 2) между необходимостью внедрения компетентностного подхода и отсутствием единых представлений о понятийном аппарате новой парадигмы, методических средствах ее обеспечения применительно к разным компетенциям и компетентностям. Цель исследования – разработка методической модели для формирования коммуникативной компетенции студентов-бакалавров при изучении курса «Речевая культура дефектолога» (на материале стилевой дифференциации языка). В основе разрабатываемой компетентностной методической модели – концепция типологизации материала на всех выделяемых уровнях: формальном, содержательном, прагматическом, организационно-технологическом, оценочном и прогностическом. Раскрывается содержание каждого уровня. Применительно к каждому уровню выделяются ведущие формируемые компоненты коммуникативной компетенции: языковой, дискурсивно-стилистический, риторико-прагматический и этикетно-речевой. В результате делается вывод о значимости разработки компетентностной методической модели в расширении педагогического инструментария компетентностного подхода. Отмечается возможность применения данной модели для повышения уровня коммуникативной компетенции студентов не только в ходе преподавания «Речевой культуры дефектолога», но и других дисциплин лингвистического цикла. Указывается, что разработанная модель может способствовать устранению выделенных противоречий образовательного процесса. В итоге намечаются перспективы дальнейших исследований. The author defines the relevance of the study by the need to eliminate two types of contradictions in the educational process of higher education: 1) between the level of formation of the communicative competence of school graduates and the requirements for bachelor students; 2) between the need to introduce a competency-based approach and the lack of shared sense about the conceptual apparatus of the new paradigm, methodological means of its provision in relation to different competences and competencies. The purpose of this study is to develop a methodological model of the formation of bachelor students’ communicative competence while studying the course “Speech culture of a speech pathologist” (based on the material of style differentiation of the language). The basis of the developed competence-based methodological model is the concept of classification of the material at all distinguished levels: formal, substantive, pragmatic, organizational and technological, evaluative and prognostic. The author reveals the content of each level and identifies the leading formed components of communicative competence for each of them: linguistic, discursive and stylistic, rhetorical and pragmatic, etiquette and speech. As a result, the author concludes about the importance of developing a competence-based methodological model in expanding the pedagogical tools of the competence-based approach. The researcher notes the possibility of using this model to increase the level of communicative competence of students not only in the course of teaching “Speech culture of a speech pathologist”, but in other disciplines of the linguistic cycle. The author points out that the developed model can help eliminate the identified contradictions in educational process. In conclusion, the researcher outlines the prospects for further research.

In the context of change of higher education in Ukraine, the issue of transformation of institutional relations and subjects of educational space has been put forward. The new paradigm of higher education is based on European values ​​and focused on the integration of Ukraine into the European Higher Educational Area. The transformation of higher education is influenced by many institutional factors. The processes of quality assurance as one of the drivers of institutional transformation of Ukrainian higher education system is researched. The preconditions of the institutional transformation of Ukrainian higher education is analyzed; new approaches and principles of quality assurance in the emerging new institutional environment of higher education and integration into the European educational space are defined in the article.

The article discusses the development of a multicultural environment as a factor of improving the well-being context and competitiveness of the higher education system. The authors believe that the scale of what is happening today in the world at different levels leads to a substantial change in national structure of Russia. An extensive review of the Russian and international literature on multiculturalism is presented in the article. The concepts of interculturalism, polyculturalism and multiculturalism were reviewed. The authors also argue that the formation of the elite and the content of the state national policy are interrelated. We believe that it is the level of higher education institutions, the results of their research and technology development activities, determines not only their place in the international rankings, but also the dynamics of economic and innovative development of individual territories and entire countries. In the process of forming new paradigm to develop the role of higher education system, there are many factors which effect on this process especially in some countries like Russia and Belarus.  Keywords: intercultural environment, higher education system, international relations, institutionalization, human capital, polyculturalism, national policy

Today, Ukraine is at the stage of entering the world educational space, which requires changes both in the criteria for assessing the quality of education and in the methodology of the educational process, which is impossible without structural reform of the entire national higher education system. Among the main tasks facing higher education institutions are the following: guaranteeing the employment of future professionals not only in domestic but also in foreign markets in conditions of high competition, as well as providing conditions for professional mobility of graduates. The aim of modernization of higher education should be to combine the best achievements of Ukrainian and foreign experience in the field of personal education, which is able to actively assimilate and generate knowledge obtained from different sources and prone to independent action. An analysis of recent research and publications that address this issue and on which the authors rely. Problems of analysis and implementation of the latest educational technologies and methods for the implementation of the competency approach in the training of future professionals are in the scientific interest of modern domestic teachers, scientists and practitioners, including O. Ovcharuk, T. Turkot, G. Yelnikova, J. Delor, O Kovershnikov, O. Lokshina, L. Petrenko, O. Pometun, V. Radkevich, O. Savchenko, N. Gordenko, V. Andrushchenko, L. Sushchentseva, V. Yagupov and others. The purpose of the study is to substantiate the latest educational technologies and methods for implementing a competency-based approach in the training of future professionals. Determining the main activities of higher education, should focus on the organization of the educational process so that each student becomes a subject of self-development and self-organization, able to independently obtain information from various sources, analyze and assimilate it through research and cognitive activities within a competent approach. Thus, the reorganization of education on the principles of competence approach in the educational process should be based on the development of necessary competencies, using analytical and project thinking of the student, as well as motivational aspects and the student's desire to self-organize and acquire knowledge independently.

In Russia there is a problem of training professional entrepreneurs. Russian universities often train management specialists, that is, hired managerial staff and not entrepreneurs. The purpose of this study is to propose an integrated approach to training professional entrepreneurs in the higher education system of Russia. The study used questionnaire methods to identify the quality of entrepreneurial education at Russian universities, a competency-based approach to identify the main competencies of a professional entrepreneur, and comparative analysis in assessing the training system of entrepreneurs in other countries. As a result of the study, a conclusion was made about the chaotic development of entrepreneurial education in the system of higher education in Russia, a low assessment of this education by students; a system of indicators for assessing the competencies of a future entrepreneur was offered.

The purpose of this chapter is to present existing research about competency-based approach curricula and its implications on the higher education system. At first, a broad European framework about harmonization and lifelong learning is presented. Second, competence-based learning is explored and its consequences on interdisciplinary and authentic learning situations are analyzed. Finally, some challenges for higher education institutions are presented with the ways in which some of these institutions are resolving them.
