The article analyzes some general trends and outlines strategic benchmarks of the domestic dimension for reforming the educational sphere. In the context of modern theoretical paradigms, globalization, innovation, quality of education as trends that actualize and cause reform educational processes in Ukraine are distinguished. Globalization poses a challenge for education in general and for national educational systems, in particular, a number of problems that require a speedy response both at the state level and at the level of civil society institutions. The answer to them should be the leitmutif of further reform of the domestic educational sector, where the key position is not the unification of higher education, but wide access to the diversity of educational, scientific and cultural achievements of other countries, a deep combination of educational and scientific activities. We are talking about a new philosophy of education and science, learning and education, new approaches, goals and priorities, that is, a new paradigm for the development of higher school. In terms of innovation, the education system must change the paradigm of building and functioning, steadily moving into a river ahead of education, when scientific knowledge, changing its orientation from technogenic and economic to humanistic and environmental, outpaces the transformative activities of people. The quality of education is seen as a significant step towards European integration, because, first of all, promoting European cooperation in ensuring the quality of education is a requirement of the Bologna process; secondly, quality assurance of education is one of the leading conditions that promotes mobility, connectivity and attractiveness of the higher education system of any country, the main component of the prestige of higher education institutions; thirdly, the main responsibility for quality assurance lies with the institution of higher education in accordance with the principle of institutional autonomy.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. Quality assurance is an important part of the higher education system which ensures that the effort to achieve quality is in accordance with the quality standards set by the government. The problem of the low quality of human resources of a nation is a manifestation of the inability of the quality assurance system to work effectively. Application of a model that is less effective in quality assurance, will have an impact on achieving the quality of Education. In Indonesia, various changes in the regulation of the quality assurance system began in 2006 - until now, basically both conceptually but not optimally in implementation. Internal and external quality assurance of higher education (HE) institutions has not produced satisfactory results, with the still low competitiveness of HE graduates and the competitiveness of the nation's human resources.

The article defines that the education system depends on a balanced educational policy, competence of state decisions and correctly placed accents in determining strategic priorities. Achieving a new quality and development of the domestic educational system is impossible without significant changes in the system, processes, mechanisms of public education management. It is established that the quality of higher education is perceived differently by different subjects of the educational process. For students, it is, above all, the knowledge, skills and practical skills necessary for successful employment and career growth. When it comes to the employer, they associate quality education with the training of professionals who have the necessary competencies and are able to adapt to dynamically changing production conditions. It is emphasized that quality assurance should provide an educational environment in which the content of programs, educational opportunities and tools meet the goal. However, there are a number of problems in ensuring the quality of higher education in Ukraine. The main problems in ensuring the quality of higher education, as well as the quality of training in the Free Economic Zone of Ukraine are revealed. Among them are: systematic underfunding of the higher education system; inconsistency of the level of preparation of entrants to the requirements of higher education institutions; lag of Ukrainian higher education from a number of world and European trends in the development of higher education and improving its quality; the problem of employment of graduates, etc. It is proved that despite a number of regulatory regulations, specially created bodies, there are still problems that somewhat reduce the quality of higher education. The expected quality of education is formed under the influence of a set of conditions and factors that cover the methodological, theoretical and practical aspects of education management. The review of the problems shows that the way to quality higher education lies through its definition of the right standards, sufficient resource base, highly qualified staff, proper structural organization and effective management. One of the conditions for improving the quality of higher education is to strengthen the responsibility of universities for the results of their activities by expanding the democratic principle of their functioning and deepening autonomy.

In the context of change of higher education in Ukraine, the issue of transformation of institutional relations and subjects of educational space has been put forward. The new paradigm of higher education is based on European values ​​and focused on the integration of Ukraine into the European Higher Educational Area. The transformation of higher education is influenced by many institutional factors. The processes of quality assurance as one of the drivers of institutional transformation of Ukrainian higher education system is researched. The preconditions of the institutional transformation of Ukrainian higher education is analyzed; new approaches and principles of quality assurance in the emerging new institutional environment of higher education and integration into the European educational space are defined in the article.

The purpose of this paper is to study the main directions of improving higher education in the Republic of Uzbekistan and to develop optimal solutions that contribute to the achievement of high results in this area of the economy. In the modern period, under the influence of the processes of globalization and universal digitalization, serious qualitative changes are taking place in the world economic system, which are reflected in the development of all sectors and spheres of the economy, including the education system. Materials and methods. In this paper, methodological conclusions and fundamental provisions for the development of the higher education system are used. The information base of the research is made up of materials from official statistical sources, data from periodicals. When writing the paper, methods of analysis, synthesis, special methods of working with computer networks and computer databases were used. Results. This paper highlights the basic directions of the development of the higher education system in the Republic of Uzbekistan in the context of the global digitalization of the economy. The paper shows that in the modern period in the Republic of Uzbekistan the training of highly qualified personnel is the primary task in the development of the country. The author notes that the development of higher education is implemented on the basis of a whole set of government documents and is aimed at optimizing the higher education system in order to achieve high indicators in the world educational ranking. In addition, the paper shows that a large role in the development of higher education is played by the demands of the economic and social sphere, science, the technological complex, the labor market, as well as the predicted needs of their further development. The author also states that taking into account all interrelated factors in the development of economic, social and technological processes will make it possible to form an optimal system of higher education in a single socio-economic complex of the country. In this paper the author suggests that digital technologies are individualizing the educational process, diversify, and develop students’ independence. Thus, the quality of education improves, and it is not only the full and high-quality fulfillment of the requirements of the curriculum: classes begin to meet the personal interests and needs of students and graduate students. As one of the conclusions of this study, the author noted that the main task of modern higher education in the Republic of Uzbekistan is to ensure the quality of education on the basis of maintaining its fundamentality and compliance with the current and future needs of the individual, society and the state, the effective use of the advanced pedagogical and digital technologies. Conclusion. This paper presents the results of studying the development of the higher education system in the Republic of Uzbekistan, studied the best practices in this area and outlined the main directions for further improving this sector of the national economy.

In this article, the authors analyze various aspects of the distance learning discourse of the countries participating in the Bologna Process from the point of view of the impact of the pandemic on the development of higher education. The author pays special attention to the practical aspects of the activities of Russian universities during the pandemic, their interaction with each other and the problems of cooperation in the context of distance learning. Naturally, the stress caused by the epidemic and the transition to distance learning, especially for senior teachers, could not but affect the quality of training, but competently and professionally selected materials provided students with an educational result, and teachers with positive feedback and opportunities for self - development. The aim of the article is to demonstrate the experience of distance learning in the context of the pandemic and its impact on the higher education system. The author used the following methods: comparative research; methods of collecting empirical information; conceptual and terminological analysis; a method for solving problems. The results of the study can certainly be considered as revealing the positive dynamics of the development of the Bologna process in the higher education system, especially in the context of the pandemic.

Higher education is the most powerful tool to build a knowledge-based society. National Knowledge Commission (2006) recommended that there is a need to focus on quantity and quality of higher education. New reforms in the education system help to maintain creativity, adaptability and quality of education. There is a felt need for reforms in education due to sociological, political, economic and technological changes. In this context higher education in India is undergoing a big transformation in terms of structural, institutional, transactional and evaluation reforms. The digitalisation of higher education has also been initiated by the government of India in a big way. For the last two decades, the higher education system has positively leapt in various directions to meet the global challenges and ever-increasing demands of the society. This paper highlights reforms and new initiatives taken by the Ministry of Human Resource and Development (MHRD) for the higher education system of India.
