Post-1991 reforms obligation weighted on New Delhi to take a paradigm shift in their foreign policy for pragmatic approaches as India had liberalised its economy, which led to the opening of its frontier to the Global world. Now in the multi-polar Global world, the International Relations scholars question the idealistic notion of Panchsheel, advocates the need for more pragmatism in India’s Foreign Policy which coincides with the emergence of Panchamrit proposed by the National Executive of Bharatiya Janata Party in 2015, to replace Panchsheel. The study aims to understand the philosophical distinction between Panchsheel and Panchamrit, how they could be as a strategic resolve and restraint respectively in India’s Foreign Policy than ‘the debate of replacement’. In the context of concocting ‘the Panchsheel and Panchamrit’ in the external affairs relations, how could India steer with this concoction to become a stabilising power? This paper advocates for the middle path between the two and such concoction intends to bring ‘Liberal Realism’ of British School of International Relations into India’s Foreign Policy.

The end of East-West hostilities in 1991 brought to the fore of international relations, some issues that had hitherto either been ignored or trivialised. One of these is the phenomenon commonly referred to as globalisation, which is more or less a euphemism for westernisation. Like colonisation, globalisation is propelled not by any moral considerations or an abstract concept of humanitarianism, but by the more economic exigencies of finding reliable markets for the industrial goods and services of the developed world as well as ready sources of raw materials for the industries of the world’s major economic powers. For developing countries like Nigeria, where political leadership influences not only domestic policies but foreign policy as well, there is a compelling need to embrace the globalisation with cautious optimism. For one thing, globalisation is a powerful force for growth and development. For another, it is a process that presents both challenges and opportunities. Such opportunities, however, must be exploited against the background of a dynamic foreign policy that sees the welfare of Nigerians as its major objective.

This article asks how Donald Trump’s foreign policy rhetoric during his presidential campaign and presidency has affected US foreign policy in the area of overseas counterterrorism campaigns. Looking at two case studies – the May 2017 Arab Islamic American Summit and the US role in the counter Islamic State in Iraq and Syria (ISIS) campaign, it is argued that Trump’s foreign policy rhetoric has failed to accurately describe or legitimate his administration’s counterterrorism strategy, as per the conventional wisdom. Instead, Trump’s foreign policy rhetoric has largely been aimed at creating a sense of crisis (as populism requires) to mobilise his domestic base. In making this argument about the purpose of Trump’s foreign policy rhetoric, not only does the article contribute a new perspective to the extant literature on elections, rhetoric, and US foreign policy, but also to the burgeoning scholarship on governing populists and their foreign policies. Although these findings could be unique to Trump, the article’s novel framework – combining International Relations and populism scholarship to elaborate on how the foreign arena can be used to generate a state of perpetual crisis – can hopefully be applied in other contexts.

The author tries to define terms, concepts and categories the most frequently used by Latin America scholars and to define the directions and thematic focus of their academic activities in the foreign policy and international relations research area by applying the discourse and content analysis of relevant scientific publications, its abstracts and keywords. It was concluded that de facto, under the influence or even the dominance of the Western political science and the Western international relations theory, the particular Latin America foreign policy thinking has emerged and continues to develop. It is non-Western essentially, taking into account the belonging of the Latin America and the Caribbean countries to the periphery and/or semi-periphery of the global world. The following factors have been also important: common civilizational basis and similar institutional and political characteristics of the formation and dynamics of the Latin America countries and societies, many general development problems, common regional challenges and threats which require collective efforts for searching effective responses on them. Similarly, the significant role of external factors and global actors that influence country and international political processes in the Latin America region is noted. And also those possibilities which the trend towards polycentric world order paves the way for the leading powers in the region are taken into consideration. The author focuses on the concepts of the autonomy and dependency (or dependence development) when Latin America scholars analyzing the foreign policy of the concrete countries in the region and integration processes which construct the regional and sub-regional transnational political spaces. Attention is paid to the specificity of comparative foreign policy studies and spatial turn in the Latin America international relations studies.

Abstract The article discusses the research activities of Vladimir Mikhailovich Khvostov, his creative legacy on issues and problems of international relations of the early ХХ century; the life of V.M. Khvostov, characterization and evolution of his approaches and views on the history of international relations, foreign policy. A prominent organizer and theorist in the field of pedagogical Sciences, academician Vladimir Mikhailovich Khvostov played a significant role in the formation of the Academy of pedagogical Sciences of the USSR – the all-Union center of pedagogical thought. As its first President, he paid great attention to the development and improvement of the system of humanitarian education in the school, taking into account all the tasks and requirements imposed by the practice of Communist construction in our country. In his reports and speeches at various scientific sessions and conferences, he repeatedly emphasized the exceptional importance of social Sciences in the training of not only educated girls and boys, but also in the formation of politically literate youth.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

Over the last four decades, Russia has been at the very center of peaceful change in international relations. Gorbachev’s conciliatory New Thinking (NT) fundamentally transformed international relations, ending the Cold War struggle and dismantling the Soviet empire and world communist movement. Contemporary Russia is at the forefront of the transition away from American unipolarity and toward what is believed will be a more equitable and just multipolar order. Over time, Russia has moved away from the idealism that characterized Gorbachev’s NT and toward a more hard-nosed and confrontational approach toward peaceful change. The chapter traces this evolution with a particular emphasis on the role that Russia’s unmet expectations of reciprocity and elevated status have played in the process. If they are to be successful, future efforts at peaceful change will have to find ways to address these issues of reciprocity and status, especially under circumstances where there are power asymmetries between the side making concessions and the side receiving them. Nevertheless, despite its disappointments, Russia’s approach to change remains (largely) peaceful. Elements of NT, including its emphasis on interdependence, collective/mutual security, and faith in the possibility of positive transformation, continue to be present in modern Russian foreign policy thinking.

Research confirms that China is becoming more engaged in the Arctic. However, international relations scholarship often extrapolates from relatively few instances of activity to wide-ranging claims about Chinese priorities. Fortunately, Chinese political discourse is organised by labels that allow us to study how the Arctic is classified and ranked along China’s other foreign policy priorities. This article analyses two such classifications – “important maritime interest” and “strategic new frontier,” exploring how they have come about, what they mean, and how they add political priority to the Arctic. It argues that hierarchies are constructed in two ways: by adding gradients and by including/excluding categories of priority. It views categories as performative: they not only convey information about character and relative importance of interests but are also used for achieving different objectives. By focusing on foreign policy classifications, the article contributes to a more nuanced and precise understanding of China’s Arctic interests.
