Nowadays, The Institutional of environmental in regional experinced many changes, its cause of stipulated of Law No. 23 of 2014 on Local Government and Government Act No. 18 of 2016 on Local Government Organization. Rule about central government authority and local government authority on environment aspect that ruled by Act No. 32 of 2009 on Protection and Management of Environment must be adjusted with Act No. 23 of 2014 on Local Government and Government Act No. 18 of 2016 on Local Government Organization. This research analyze about institutional harmonization on statute approaches. It is expected that this research give a knowledge of affairs which central government authority, province government authority, and district/regency government authority clearly especially on environment aspect. The minister of environment and forestry in order to implementing coordinative function, should be obliged to synchronize working program of environment institution between local and central government for making integrated environment management (policy) approaches.

The work culture of civil servants in this decentralization era tends to come fromthe working culture of each ethnic. The difference of culture applied causes thedifference of civil servants’ way, behavior, and action when performing their work. Thisresearch article aims to discuss one of the working cultures of the civil servants fromMinangkabau ethnic group named galie. This research was conducted by usingdescriptive-qualitative approach, and the data was collected trough observation,interview, and documentation study. Data is validated by triangulation and sourcetriangulation methods.Tthe data analysis is based on Miles and Huberman (2000). Theresult of the research shows that the galie work culture has usually been inherited in thefamily and society for a period time; hence the galie work culture is also implementedwhile working in the local government organization of Pasaman Barat regency. Theresearch concluded that the galie work culture does not cause work culture that canharm others, but whenever the work culture exists, the civil servants would be annoyed.Civil servants who have this work culture tend to avoid risks and prefer simpler workthan their colleagues.Key words: work ethnict culture, galie, civil servant, Minangkabau ethict

Drawing on case study material, this paper analyzes a complex negotiation between a Chinese company and local government. It highlights the main char acteristics of such a negotiation and describes the rationale and outcomes of the process. Observations made in a Chinese context may provide insights for negotiators working in other cultural contexts when they address the question of resolving universal difficulties in government-organization negotiations. Lessons are drawn on matters such as the logic implemented in order to deal with power within an asymmetric setting or some workable approaches used in conflict handling, especially in case of deadlock. Finally by emphasizing three cultural dimensions — national—ethnic, organizational and profes sional — this study analyzes some key features of negotiated management in the Chinese context.

Results of the comparative study presented in this paper suggests that local government organization influences land-use planning, and local development strategies and disparities. Local government reforms can, therefore, serve to modify spatial patterns of development and disparities. Based on a review of studies made in the developed and the developing world, the author provides a comparative perspective on these influences. Five major dimensions of local government organization—territorial, functional, political autonomy, fiscal, and electoral—are used to define four extreme models of local government. The American self-government model leads to substantial inequalities and to considerable sprawl. The Western welfare-state model alleviates these problems somewhat, but at a cost to central government. Its positive impact is also dependent on norms of administration at the central level, whereas reduced competition over economic development has its negative sides. Developing-world-type centralism has no real advantages in terms of development or disparities. The developing-world decentralized model can be regarded as a transitional phase towards either the self-government or the welfare-state models. Its implementation has been partial; hence its impact has, so far, been rather small.

Abstract: Decision Against Women's Participation In The Democratic local government management. There have been many studies and settings on the relation of women to decision-making in a government organization. It also encouraged the International in 1995 in the World Women's Conference in Beijing fourth, which resulted in a recommendation by the mention of the Beijing Platform for Action. This declaration has prompted action plans in various countries, including in Indonesia, including to target the achievement of women's representation in Parliament 33.3 percent. Such a declaration of some of the ways that women can participate in decision making. The position of women in parliament is believed to affect directly to influence the established law. Abstrak: Partisipasi Perempuan Terhadap Pengambilan Keputusan DalamPenyelenggaraan Pemerintah Daerah Yang Demokratis. Telah banyak kajian danpengaturan mengenai relasi perempuan dengan pengambilan keputusan dalam suatu penyelenggaraan pemerintahan. Hal itu didorong pula secara Internasionalpada tahun 1995 dalam Konferensi Perempuan se-Dunia keempat di Beijing,yang menghasilkan rekomendasi dengan penyebutan Beijing Platform for Action.Deklarasi ini telah mendorong rencana aksi di berbagai negara, termasuk di Indonesia, di antaranya untuk menargetkan pencapaian keterwakilan perempuan di Parlemen 33,3 persen. Pencanangan yang demikian merupakan sebagian carasupaya perempuan dapat turut serta dalam pengambilan keputusan. The delivery of services to government groups have historically been unsatisfactory. Multiple studies have identified these services as low performing. Studies have also found that information communication technology services have been one of the worst performing services over the last 10 years. The Performance Based Studies Research Group (PBSRG) has been testing a delivery model, called the Best Value Approach, for the last 20 years that can ensure government groups receive high performing services. The major issue that the BVA approach encounters is it requires the organization to change their normal way of delivering services. It requires the organization to minimize their management, direction, and control of the vendors and instead, utilize their expertise. This paper will review a case study with a local government organization (LGO) and their issues with trying to apply the BVA to deliver their Peoplesoft software.
