The work culture of civil servants in this decentralization era tends to come fromthe working culture of each ethnic. The difference of culture applied causes thedifference of civil servants’ way, behavior, and action when performing their work. Thisresearch article aims to discuss one of the working cultures of the civil servants fromMinangkabau ethnic group named galie. This research was conducted by usingdescriptive-qualitative approach, and the data was collected trough observation,interview, and documentation study. Data is validated by triangulation and sourcetriangulation methods.Tthe data analysis is based on Miles and Huberman (2000). Theresult of the research shows that the galie work culture has usually been inherited in thefamily and society for a period time; hence the galie work culture is also implementedwhile working in the local government organization of Pasaman Barat regency. Theresearch concluded that the galie work culture does not cause work culture that canharm others, but whenever the work culture exists, the civil servants would be annoyed.Civil servants who have this work culture tend to avoid risks and prefer simpler workthan their colleagues.Key words: work ethnict culture, galie, civil servant, Minangkabau ethict

The persons have teh each style in office.That situation influenced by their background culture. The work culture and ethnict culture descripted when civil servant doing a job.This research used qualitative approach for looking the ethnict work culture the civil servant in west Pasaman resident, west Sumatra province. The focus of the research is the Giot Ipas work culture. Informants of the research choosed by purpossive sampling technique, especially civil servant form Mandailing ethnict. This research also used the snowball sampling and convenience / accidental technique. And then the interpretation of field data is done referto the statement  Geertz (1973: 2000) interpretation of the data with the thick description.The results of the research is the giot ipas work culture are efective and effeciency but there is negative impact because civil servant unfocus on work. The purpose of this study was to analyze the factors that influence the work performance of employees in the Percut Sei Tuan sub-district. The sample in this study was 123 employees, using Structure Equation Modeling (SEM) as a data analysis technique. This study concludes that motivation, self-efficacy, and professionalism have a significant effect on leadership style, while competence does not significantly affect leadership style. Leadership style and motivation do not significantly affect work performance, while self-efficacy, professionalism and competence significantly affect work performance. This study provides information that in order to improve employees' work performance, strong leadership is needed and can provide motivation that increases confidence in the ability of employees and also increases professionalism in carrying out duties and responsibilities as a civil servant. Competence is a necessity that must be owned by all employees (civil servants) who are given responsibility by the leadership.

This research to describe the strategy of Urwatul Wutsqo Islamic boarding school dealing with modernization challenges. The focus of his research is the strategy used by Al-Urwatul Wutsqo Islamic Boarding School deal with the challenges of modernization? 2). the activities forms of the Boarding School's deal with it. 3). the supporting and obstacle factors in the implementation it. This study is a qualitative approach in the form of case study. Data collection methods are done through interviews, observation and documentation. Data analysis techniques are data reduction, data display and verification. Al Urwatul Wutsqo's Islamic boarding school strategy dealing with modernization is providing integrated education of faith and piety in accordance with the Qur'an and Hadith. The activities are to love Allah and the hereafter is amal sholih, thariqah, recitation, istighatsah, etc.

This study aims to examine Sadd Adz-Dzariah's review of the sale and purchase of tofu dregs for pig feed. This research is a field research that uses a normative-qualitative approach. This research was conducted in Telaga Meuku Dua Village, Banda Mulia District, Aceh Tamiang Regency, In this study, data analysis began by collecting all data obtained from the observation and interview process. other sources. Then the data collected is studied and understood whether it is as expected. After the data is studied, make a brief description and relate it using the theories that will be presented in the next chapter. What has been compiled is compared with one another, then a conclusion is made which is the final stage in data analysis regarding the sale and purchase of tofu dregs for pig feed at the Meuku Lake tofu factory. The results showed that the sale and purchase of tofu dregs for pig feed at the tofu factory in Telaga Meuku Dua village was included in the category of prohibited trading. Due to the utilization of the tofu dregs it is used as pig feed. Islam has strictly prohibited the use of pork. Thus, in Islamic law the act of buying and selling tofu dregs for pig animal feed is also prohibited because it includes Sadd adz-Dzari'ah which blocks the way of wrongdoing in the sale and purchase of tofu dregs for pig animal feed. and prohibited. Buying and selling tofu dregs for pig feed.

This paper discusses the process of organizational restructuring that occurred at the Regional Secretariat of Ende District as a result of the policy of regional apparatus arrangement in Ende District, East Nusa Tenggara Province. Although it has gone through various changes, a number of regulatory tools have been replaced with the consequences of changing the concept of organizational restructuring from downsizing to rightsizing, but have not been able to significantly improve the performance of the Regional Secretariat of Ende District. In this study the author uses the concept of restructuring derived from the 4R theory (Gouilarrt & Kelly, 1995) with the indicators namely building an organizational model, integrating physical infrastructure, and redesigning the work architecture. The research method used is descriptive with a qualitative approach that is carried out through observation and interviews and reinforced secondary data studies from relevant agency documents and the results of previous competent research. The results show that indicators build economic models, integration of physical infrastructure, and redesign the work architecture have not run optimally. The restructuring was apparently not balanced with the availability of human resources and pre-facility facilities as well as good financial management . Keywords: Regional Secretariat of Ende District, Restructuring, Local Government Organization

BACKGROUND: In anticipation of coronavirus disease (COVID)-19’s transmission peak, Eid-al-Fitr homecoming (mudik) has officially been banned by the Indonesian government interlocal but not local in welcoming this religious Muslim celebration. This local Mudik is held by traveling among regional provinces and is still allowed by each local government, including Java, which has the highest transmission of COVID-19 in Indonesia. AIM: This study aims to present the difference between COVID-19 status before and during local Mudik on Java during Ramadhan with the implementation of large-sale social distancing applied in Jakarta, Indonesia. METHODS: This research was employed by secondary data analysis that was obtained from surveillance data from related authorities, including the Ministry of Health and all local governments of Java, which consisted of four provinces and Jakarta. Incidence and suspect statuses of COVID-19, which were examined in the study, were presented in daily rates with before and during local Mudik in four provinces: Jawa Barat, Yogyakarta, Banten, and Jawa Tengah. RESULTS: The number of positive confirmed patients differed significantly with before and during local Mudik (p < 0.05; mean difference = −/negative values). CONCLUSION: This study’s findings showed that the local Mudik increased the number of COVID-19 cases in four provinces in Java, which these provinces were designated as Mudik destinations by travelers coming from Jakarta during the end of Ramadhan season.

Based on the analysis of the provisions of the current legislation of Ukraine, the peculiarities of bringing civil servants to administrative responsibility have been clarified. It is established that the problem of administrative liability of civil servants in the legislative field of Ukraine is not resolved today, there is no separate section in the Code of Administrative Offenses on these issues, as well as in the procedure of bringing civil servants to administrative responsibility there are some contradictions. The article identifies the elements of an administrative offense committed by a civil servant and clarifies that the basis for bringing a civil servant to administrative responsibility is the commission of an administrative offense related to non-performance or improper performance of their duties. It is indicated that the main task of administrative responsibility of civil servants is the protection of public relations that arise in the course of their activities to exercise the powers of state bodies. It is established that a civil servant bears administrative responsibility on general grounds for committing an administrative offense, if he is not an official. It is substantiated that the subjects of an official administrative offense are not all civil servants, but only officials. The paper also explains the difference between the concepts of "civil servant" and "official". In particular, officials are heads and deputy heads of state bodies and their staff, other civil servants, who by law or other regulations are entrusted with the implementation of organizational and administrative and advisory functions. It is proposed to improve the current legislation of Ukraine and to single out the issue of administrative liability of civil servants in a separate section of the Code of Administrative Offenses.

<p>Abstract<br />This  article  aims  to  determine  online  arbitration  conformity  with  the  legal  system  in  Indonesia  and to determine about the application of online arbitration in Indonesia as one of the alternative dispute resolution business. In this article also contains the online arbitration procedure and also contains about weaknesses and advantages online arbitration as a means of dispute resolution business.This article is an empiric legal research. The location of the research at the BANI Arbitration Center, Jakarta. The specification of this article is the descriptive reserach, which is a research meant to give descriptions concerning research results accompanied by the analysis of the prevailing law. The article approach in this study is the approach of legislation and qualitative approach. This type of article data used include primary and  secondary data.  Source of  research  data collection  techniques  used  is  field  study  and literature study. Data analysis technique used in this research is qualitative data analysis technique.The result showed that online arbitration does not conflct with the Act No. 30 of 1999 about Arbitration and Alternative Dispute Resolution. Dalam artikel ini juga berisikan mengenai prosedur daripada arbitrase online serta kelebihan dan kelemahan arbitrase online sebagai cara penyelesaian sengketa bisnis. Artikel ini merupakan penelitian hukum empiris. Lokasi penelitian yaitu di Badan Arbitrase Nasional Indonesia, Jakarta. Spesifikasi artikel ini adalah penelitian deskriptif, yaitu penelitian yang dimaksudkan untuk memberikan gambaran tentang hasil penelitian disertai analisa mengenai peraturan perundang-undangan yang berlaku. Pendekatan artikel dalam penelitian ini adalah pendekatan perundang-undangan dan pendekatan kualitatif. Jenis data  artikel  yang  digunakan  meliputi  data  primer  dan  data  sekunder.  Teknik  pengumpulan  sumber data penelitian yang digunakan yaitu studi lapangan dan studi kepustakaan. Teknik analisis data yang digunakan dalam penelitian ini adalah teknik analisis data kualitatif. Hasil penelitian menunjukkan bahwa arbitrase online tidak bertentangan dengan Undang-Undang Nomor 30 Tahun 1999 tentang Arbitrase dan Alternatif  Penyelesaian  Sengketa. Sedangkan untuk penerapan dari arbitrase online itu sendiri <br />sebenarnya belum diterapkan di Indonesia, hanya saja prosedur untuk melakukan arbitrase online sama hal nya dengan prosedur arbitrase konvensional, perbedaannya pada arbitrase online dilakukan secara online dengan menggunakan jaringan internet.</p><p>Kata kunci: Arbitrase Online, Undang-Undang Nomor 30 Tahun 1999 tentang Arbitrase dan Alternatif Penyelesaian Sengketa, Badan Arbitrase Nasional Indonesia</p>

Indication that ancient civilization has ever developed here is supported by archaeological remains found in Getasan Village. This research aims to understand the development of Getasan civilization in order to provide the information needed to reconstruct the cultural history of Bali. Data were collected through observation, i.e. excavation and survey, interview, and literature study. Data analysis was done through identification of archaeological remains, associated with the concepts of civilization. The results of analysis were presented using descriptive-qualitative approach. The result of this research shows that the findings of the structure in Getasan Village indicates the development of ancient civilization. The trails of civilization which were found there was a continuity from the previous culture. The interpretation is supported with the findings from survey that covers several locations in Getasan Village.Indikasi bahwa di Desa Getasan pernah berkembang peradaban masa lalu didukung juga dengan tinggalan-tinggalan arkeologinya. Penelitian ini bertujuan untuk mengetahui perkembangan peradaban di Desa Getasan agar mampu melengkapi informasi dalam merekonstruksi sejarah kebudayaan Bali. Pengumpulan data dilakukan melalui observasi, meliputi ekskavasi dan survei, wawancara, serta studi kepustakaan. Analisis dilakukan melalui identifikasi tinggalan arkeologi yang dikaitkan dengan konsep-konsep peradaban. Hasil analisis kemudian disajikan secara deskriptif-kualitatif. Hasil penelitian menunjukkan bahwa temuan struktur di Desa Getasan mengindikasikan pernah berkembangnya peradaban kuno di wilayah ini. Desa Getasan memiliki jejak-jejak peradaban yang merupakan kelanjutan dari kebudayaan sebelumnya. Penafsiran tersebut didukung dengan temuan-temuan hasil survei yang dilakukan di beberapa lokasi di wilayah Desa Getasan.

This research aims to analyze the influence of ethnic work culture ‘ewuh pakewuh’ of civil servant working in the West Pasaman regency. Ethnic work culture ‘ewuh pakewuh’ is someone’s behavior of worrying his/her attitude or remark wiil offend other people. This research used qualitative approach. Informants are selected using purposive sampling of civil servants from Javanese ethnic group who work in West Pasaman administration. The sample are also selected using snowball and convenience/accidental method. The research is conducted in local inspectorate, plantation agency, civil servant agencies, education and training agency, and local secretariat. Informants consist of 2 echelon III officials, 2 echelon IV and 8 staff. Data is interpreted using thick description method; so that the cultural significance of this work ethic can be explored more intensely in order to elaborate deeply the ewuh pakewuh work culture beyond what is visible. The results obtained indicate that the ethnic work culture ewuh pakewuh have positive and negative sides. The positive side shows high appreciation for higher authority, and an effort to respect and implement sincerely the policies made by the authority. However the ewuh pakewuh ethnic work culture discourages the staff to give suggestions and opinions, causing uncritical (nrimo) work culture. A change is needed to encourage them implement less the ewuh pakewuh that leads to ethnic work culture in order to create creative and innovative work culture. This change has to be started by the leaders and staff to establish an egalitarian culture in the working environment of the local goverment agencies.Key words: Ethnic Work Culture, Ewuh Pakewuh, Civil Servants
