RESUMEN Se da cuenta de las formas de gestionar los servicios bibliotecarios en la Biblioteca de la Universidad Pública de Navarra. Se ponen de manifiesto la evolución de los servicios en los 25 años de su creación. Se hace hincapié en los retos y oportunidades que en este momento tienen las bibliotecas universitarias. Se aborda el desarrollo y transformación de los servicios, siempre muy vinculados a las necesidades de la Universidad, tanto en docencia, como en aprendizaje e investigación y en un modelo centrado en los usuarios. Zerbitzuen garapen eta eraldaketari ekiten zaio, Unibertsitatearen beharrei lotuta, irakaskuntzan zein ikaskuntzan eta ikerkuntzan ere, eta oro har erabiltzaileen zentratutako ereduan. ABSTRACT We give an account of how we address library services in the Library of the Public University of Navarra. We bring to light the evolution of such services in the 25 years since it was created. We highlight the challenges and opportunities that university libraries face nowadays. We review the development and transformation of the services which are tightly linked to the University’s teaching, learning and research needs, and which are based on a user-centered model.

This is a research paper on Public University Libraries (PULs) which are charged with the responsibility of providing the university community with information for the parent institutions’ core activities of teaching, learning, study and research. In carrying out this responsibility, PULs have to address issues of law as these relate to the provision of information services. The purpose of this study was to investigate the legal implications of providing information services in public university libraries in Kenya. The study applied the qualitative methodology but also used a limited application of quantitative approach with issues of statistical significance. Basing on a sample of 77 librarians from public universities libraries, data was collected and analyzed using the narrative method. The study established the actual and potential implications of laws that support information (UDHR, CK, FOI, IFLA and WSIS declarations) and those that put limits to information (Copyright law, penal code, Official Secrets Act). Although librarians were knowledgeable and had skills regarding their work, evidence from the study showed that they needed to extend their knowledge and understanding in the area of laws that have implications on the provision of information as a way of enhancing their work. In conclusion the paper notes that there is scope for librarians, using their wealth of knowledge and expertise, to seek interaction with policy makers and make relevant and useful contribution on law and information. These findings are significant in that they give general direction with regard to law and the provision of information services. The research highlights the importance for librarians to create links with policy makers in order to set up a relationship with mutual benefits.

The aim of this paper is to examine fundraising as a viable supplementary source of funding for public university libraries in Kenya. Ideally, university libraries require sufficient funding in order to effectively play their role which is to support teaching, learning and research activities in the university. However inadequate allocation of funding to public university libraries in Kenya over the years has negatively affected the quality of their services. Therefore there is an urgent need for these libraries to consider fundraising as a source of funding. Using a sample comprising of 84 Librarians and 18 informants from seven public universities in Kenya, this paper established that fundraising, if well planned and coordinated, is a viable supplementary source of funding for public university libraries in Kenya.

Recently, theology has garnered renewed attention in the academy. For various reasons, both theologians and some religious studies scholars have argued that theology deserves to be brought into greater dialogue with other disciplines, and some have even argued that theology ought to be taught in the public university. There are interesting arguments to be made that theology is more similar to other disciplines than might initially be supposed, and even that it is at the cutting edge of certain recent developments in scholarship more broadly. There are also, however, noteworthy barriers to incorporating theology more fully into the academy, and these may present significant challenges to inter-disciplinary dialogue and the possibility of productive exchange between theology and other areas of research.

The study investigated the relationship between access to and use of information and communication technology and task performances of library personnel in public university libraries in South West Nigeria. The total enumeration technique was used to cover 330 library professionals working in public university libraries in the zone. A self-developed questionnaire was used to obtain data. Out of the 330 copies of questionnaire administered 248 (76.6%) copies were found useable. The findings revealed that the level of task performances of the respondents was high, and the level of access to ICT was high, while the frequency of ICT use was moderate. The results indicated that there was a positive relative effect of ICT access and use on task performances. The study also found a significant relationship between the access to ICT, ICT use and task performances of respondents, while there was a significant joint effect of access to ICT and ICT use on the task performances of library personnel. The study recommended the constant development of personnel regarding job knowledge and skills, the promotion of creativity and adaptability skills to enhance personnel task performances, while library managers should continue to make ICT tools accessible for library personnel to allow their use in improving the workflow in the library.

Abstract Consumption emotions are not always considered when satisfaction with library services is assessed. In this research, consumption emotions perceived by users of eight different libraries of a Mexican higher education institution are identified when using library services. Laros and Steenkamp. 2005. “Emotions in Consumer Behavior: A Hierarchical Approach.” Journal of Business Research 58: 1437–45. https://doi.org/10.1016/j.jbusres.2003.09.013 hierarchical scale was used to assess library users’ consumption emotions. The relationship between those emotions and the users’ satisfaction is then established and analyzed using both descriptive statistics analysis and an entropy-oriented machine learning approach. The first approach suggests that users feel more positive consumption emotions (contentment and happiness) than negative emotions (anger). The entropy analysis shows that the identified consumption emotions have a great prediction power over the satisfaction level that users will manifest. This research contributes to the issue of satisfaction assessment by including library users’ consumption emotions in Mexico.

AbstractOver the last year, the dangerous severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) has spread rapidly around the world. Malaysia has not been excluded from this COVID-19 pandemic. The resurgence of COVID-19 cases has overwhelmed the public healthcare system and overloaded the healthcare resources. Ministry of Health (MOH) Malaysia has adopted an Emergency Ordinance (EO) to instruct private hospitals to receive both COVID-19 and non-COVID-19 patients to reduce the strain on public facilities. The treatment of COVID-19 patients at private hospitals could help to boost the bed and critical care occupancy. However, with the absence of insurance coverage because COVID-19 is categorised as pandemic-related diseases, there are some challenges and opportunities posed by the treatment fees management. Another major issue in the collaboration between public and private hospitals is the willingness of private medical consultants to participate in the management of COVID-19 patients, because medical consultants in private hospitals in Malaysia are not hospital employees, but what are termed “private contractors” who provide patient care services to the hospitals. Other collaborative measures with private healthcare providers, e.g. tele-conferencing by private medical clinics to monitor COVID-19 patients and the rollout of national vaccination programme. The public and private healthcare partnership must be enhanced, and continue to find effective ways to collaborate further to combat the pandemic. The MOH, private healthcare sectors and insurance providers need to have a synergistic COVID-19 treatment plans to ensure public as well as insurance policy holders have equal opportunities for COVID-19 screening tests, vaccinations and treatment.
