Decentralization and Local Autonomy in South Korea: Lessons for Malaysia

Objective - The purpose of this paper is to outline some experiences faced by South Korea in the transformation towards local election and might as well become as guideline for countries that yet to experience decentralization, such as Malaysia Methodology/Technique - The paper offers and discusses a qualitative framework for analysis of the actors, decisions and issues involved in a local election Findings - It considers all-embracing experience by South Korea in local election as well as some brief highlights on other countries as well. The issues are grounded in the reality of practice democracy through local election that presented mixed results of successes and failures. Novelty - This paper adds to the literature by the illustration that most countries faced similar issues and these have been exacerbated by the current political climate uprising of strong opposition. The authors suggest for local election to be implemented in segmentation instead of full-scale operation. . Acentral ingredient of democracy in the United States, according to Tocqueville, was local autonomy – yet the data presented by Professor Austin suggests a fundamental change in the United States since Tocquevilles time. Most local expenditures are now provided by the federal and state governments, most “local” programs are not local at all, for many (if not most) purposes the local government has become an extension of the federal government, and it is often replaced altogether by federally created field agencies (what the French call deconcentrated administration).

Since local autonomy regulation have been implemented efectively in one year, but empirically it still has many euphoria coming from institution process and Local Government management. Weak commitment and unclear strategic implementation of Local Government for value creating system cause poor quality of good governance and public accountability. This article presents an idea for a paradigm of Local Government strategic role through value creating system.

This paper assesses state efforts to both restrict and enable local government discretion by using data from Project Vote Smart's “Key Votes” database. The results show that state legislation, both successful and unsuccessful, is more likely to limit local autonomy than to enhance it, although both tendencies occur. Republican legislators are more likely to support efforts to restrict discretion than Democrats are. Further, preemption attempts are particularly evident on “hot button” issues, such as guns, sexuality and gender roles, and immigration, although such initiatives are not necessarily more likely to successfully become law, especially under conditions of divided government.

The paper analyzes South Korea’s strategy in the global oil market. South Korean oil cooperation is characterized by the creation or termination of joint projects in the oil sector, as well as the Republic of Korea’s national project for the diversification of state-energy suppliers. Oil cooperation currently has great potential, and the conditions that have developed at the highest level allow open discussions about positive dynamics for short-term and medium-term prospects in the field of oil cooperation. The analysis presented here includes export and import connections in the oil market. The authorities of the current administration of the Republic of Korea have adopted a new political stance towards the north, in accordance with which the state is actively developing and establishing relations with the Democratic People’s Republic of Korea (DPRK) and the Russian Federation. In the coming years, South Korea aims to renew and revise potential projects in the field of oil cooperation. The main result of this is that the political climate of the Republic of Korea is currently concentrated on the development of an oil cooperation strategy.
