The International Conference on Islam and Development in SoutheastAsia was held during September 25-26, 1991, at the Equatorial Hotel, KualaLumpur, Malaysia. The conference was jointly organized by the Academyof Malay Studies (University of Malaya), the Islamic Academy (Universityof Malaya), and the Information and Resource Center (Singapore) and wassponsored by the Hanns-Seidel Foundation. The conference's stated aim wasto demonstrate the differences in programs for cooperation between Islamiccountries, the integration attempts of developing countries, and the actualeconomic and political situations of Southeast Asian countries.There were four main panels in the program: a) Islam and Developmentin Southeast Asia: A Historical Perspective; b) Islam and the Political Process;c) Islam and Economic Development; and 4) Islam and the Future of theRegion.In the first panel, Khoo Kay Kim (professor of Malaysian history,University of Malaya) pointed out that Muslims have historically emphasizededucation, while in modern times they have tended to allow education tobe shaped by outside rather than inside influences. This article explores in what ways political economy as an analytical framework for developmental studies has contributed to scholarships on Indonesian’s contemporary discourse of development. In doing so, it reviews important scholarly works on Indonesian political and economic development since the 1980s. The argument is that given sharp critiques directed at its conceptual and empirical utility for understanding changes taking place in modern Indonesian polity and society, the political economy approach continues to be a significant tool of research specifically in broader context of comparative politics applied to Indonesia and other countries in Southeast Asia. The focus of this exploration, however, has shifted from the formation of Indonesian bourgeoisie to the reconstitution of bourgeois oligarchy consisting of the alliance between the politico-bureaucratic elite and business families. With this in mind, the parallel relationship of capitalist establishment and the development of the state power in Indonesia is explainable.<br>

Over the last decade India and Brazil implemented waste policy reforms to tackle the constraints of their waste management. This study compares those reforms using the methodological framework proposed by Wilson where waste policy evolves through a series of subsequent stages, depending on two aspects: local circumstances; and stakeholders’ groups. The current research is exploratory in its scope, adopting this method to describe, compare and evaluate both Indian and Brazilian cases, and also verifying how the model performs when applied to developing countries. The paper confirms Wilson’s conclusions, and adds a perception that in developing economies a special local circumstance is to be considered the point of departure, that is, the particular starting point of Wilson’s evolution. In addition, the research concludes that participation of diverse stakeholder groups throughout the political process is fundamental, and could be key to overcoming the risks of policy setbacks.

Rural accessibility means more than just reliable roads and cost-effective transportation networks. Rural accessibility is critical for achieving social and economic development in low-income developing countries such as Bangladesh where both rural and urban development are constrained by significant infrastructural deficiencies. It is also an important factor that determines the effects of natural disasters on these resource-constrained societies, since both disaster responses and sustainable development are compromised by poor rural accessibility. Using two contrasting case studies from Bangladesh, this article reveals the significance of improved rural accessibility on rural development and the effects of natural disasters on rural areas. The findings of this article suggest that the improvement of rural accessibility should be a top national development priority, since it increases the opportunities for sustainable social and economic development and reduces the adverse effects of natural disasters on the rural areas in developing countries such as Bangladesh.

For six decades, China's central authorities have promoted development in ethnic regions through special fiscal allocations with the idea that economic development is the key to national integration and inter-ethnic harmony. Yet, inter-ethnic tensions and violence persist in China. Focusing on historical changes to fiscal allocations as the principal policy instrument used by Beijing to promote development in ethnic areas, this analysis finds these changes mirror broad shifts in the country's national development strategy. As the study argues, this pattern reflects an approach to development policy in ethnic regions whereby policies serve central objectives consistent with a policy process for determining the fiscal allocations to ethnic regions that has been both centrally concentrated and non-participatory. With evidence that this “non-engaging” approach may be exacerbating ethnic tensions, Beijing has made efforts to introduce more “inclusive” approaches to determining policies for ethnic regions; however, whether these approaches will be institutionalized remains unclear.

Land plays an important role in the economies of developing countries, and many theories connecting land inequality with different dimensions of economic development already exist. Even though efficacious land distribution allows societies to transition from poverty to a human capital-based developed economy, ongoing issues related to property rights, inequality, and the political economy of land distribution are unavoidable. The general objective of this paper is to explore the nexus between land distribution and economic development. The specific objectives are to: (i) identify which land distribution programs/activities contribute to economic development; (ii) investigate the role of stakeholders in land distribution programs that affect the growth of productivity; and (iii) assess the deficiencies of current land distribution policies in Asia, Africa, and Latin America to explore how economic development theories contribute to decreasing income inequality. This paper provides an overview of land distribution history and the main economic development theories. It also highlights the links between land distribution and the main elements of economic development. Finally, it provides a comparative review of the most recent empirical works regarding the characteristics, limitations, and potential (mutual) effects of land distribution and economic development settings on developing countries worldwide.

AbstractCarbon emissions—and hence fossil fuel combustion—must decline rapidly if warming is to be held below 1.5 or 2 °C. Yet fossil fuels are so deeply entrenched in the broader economy that a rapid transition poses the challenge of significant transitional disruption. Fossil fuels must be phased out even as access to energy services for basic needs and for economic development expands, particularly in developing countries. Nations, communities, and workers that are economically dependent on fossil fuel extraction will need to find a new foundation for livelihoods and revenue. These challenges are surmountable. In principle, societies could undertake a decarbonization transition in which they anticipate the transitional disruption, and cooperate and contribute fairly to minimize and alleviate it. Indeed, if societies do not work to avoid that disruption, a decarbonization transition may not be possible at all. Too many people may conclude they will suffer undue hardship, and thus undermine the political consensus required to undertake an ambitious transition. The principles and framework laid out here are offered as a contribution to understanding the nature of the potential impacts of a transition, principles for equitably sharing the costs of avoiding them, and guidance for prioritizing which fossil resources can still be extracted.

Many industrialized countries, developing countries, and countries that have recently made the transition from communism to market-oriented economies are characterized by high and increasing income inequality. Trends in income inequality have been understood to have ethical significance for different reasons. Some have argued that lessening income inequality is a valuable goal in itself. This essay, on the other hand, focuses on three instrumental reasons for pursuing economic policies that engender less income inequality, particularly in developing countries.• Inequality can inhibit growth and slow poverty reduction.• Inequality often undermines the political process: that may lead to an inadequate social contract and may trigger bad economic policies-with ill effects on growth, human development, and poverty reduction.• Inequality may undermine civic and social as well as political life, and inhibit certain kinds of collective decision-making; at the societal level it may also generate its own self-justifying tolerance, perpetuating a high inequality equilibrium despite the potential economic and political costs.The author concludes that while societies with relatively high income inequality can, in principle, be equitable, it is more likely that income differentials will compound and aggravate unfairness in the allocation of opportunities, the functioning of the political process, and efforts to improve the well-being of the least advantaged.
