The article is devoted to the history of implementation and practice of teaching a comprehensive course "Fundamentals of Religious Cultures and Secular Ethics" (ORCSE) in educational organizations of the Udmurt Republic. The authors are convinced that the study of the ORCE course carries not only great educational, but also educational potential, and in combination with other humanitarian subjects (history, literature) will be one of the key elements in the system of spiritual and moral education, prevention of manifestations of xenophobia and extremism. in the children's and youth environment, contributing to the strengthening of the national security of our country. The paper provides a brief overview of the regulatory legal framework for the implementation of a comprehensive training course, provides a chronology of the implementation of the course in Russian schools, indicating the experience of the Udmurt Republic. The main difficulties that educators had to face in the course of testing and teaching in the general educational organizations of the country of the comprehensive training course of the ORCSE are noted. Summing up their arguments, the authors propose to resume a broad expert and public discussion about the possibility of creating a single integration course within the framework of the existing module "Foundations of World Religious Cultures".

The article discusses the place of religion in the system of school humanitarian education of the Republic of Bashkortostan. At the regional level, one can clearly see what place religion occupies in the picture of the world of subjects of education on two subjects that essentially determine the worldview of schoolchildren. These include “Fundamentals of Religious Cultures and Secular Ethics” and the History of Russia. The study focuses on the following aspects of the topic: the place of religion in textbooks on “Fundamentals of the Religious Cultures and Secular Ethics” and the History of Russia, the form of discourse in the lessons of “Fundamentals of the Religious Cultures and Secular Ethics”, the factors of choosing religious modules of the “Fundamentals of the Religious Cultures and Secular Ethics” course, students 'interest in the history of religion, students' knowledge of Russian religious leaders. The work is based on the analysis of statistical sources, observation, sociological survey of schoolchildren, parents, students, as well as rhetorical analysis of textbooks. As the results of the research show, in Bashkortostan, a low choice of confessional modules guarantees a weak religious socialization of students in the classrooms of the “Fundamentals of the Religious Cultures and Secular Ethics”, since the module reflects the subject's discourse. Schoolchildren of Bashkortostan demonstrate a rather low interest in the history of religion and the biographies of religious figures. The data obtained indicate a low level of confessional identity of schoolchildren in the region.

This book is the first fully-focused history of the 1961 UN Single Convention on Narcotic Drugs, the bedrock of the modern multilateral drug control system and the focal point of global drug regulations and prohibitions. Although far from the propagator of the drug wars, the UN enabled the creation of a uniform global legal framework to effectively legalise, or regulate, their pursuit. This book thereby answers the question of where the international legal framework for drug control came from, what state interests informed its development and how complex diplomatic negotiations resulted in the current regulatory system, binding states into an element of global policy uniformity.

The article is devoted to the legal history of the lands of the Kingdom of Toledo in the first two hundred years after the Christian reconquest. The assimilation of the conquered lands by the new political power, preserving the border position, leads to the emergence of a special legal tradition, typical for other similar territories, which received the general name “extremadura” — “borderland”. The Fueros, created in the Kingdom of Toledo, from the very beginning, firmly linked the territorial and personal nature of the legal norms included in their texts. The formation of local legal traditions took place with the active participation of the local elite, which was reflected in the editing of Fuero texts. The inhabitants of Toledo were supposed to use the Visigothic "Liber iudiciorum" as a normative basis for legal proceedings, but at the same time maintained the legitimate possibility of resorting to norms of a different origin, the so-called “Fuero of Castilians”. The lack of a strict systematization in the legal framework of the proceedings was reflected in the organization of judicial officials in Toledo. The good preservation of the local act material allows us to consider in more detail the practical implementation of the legal norm in the process of judicial proceedings, recorded in Arabic in the protocol of the end of the 8th century.

В статье автором рассматривается нормативное правовое закрепление порядка осуществления общеполицейских функций сотрудниками Госавтоинспекции, патрульно-постовой службы полиции в том числе и в сфере обеспечения безопасности дорожного движения. Приводятся статистические сведения, подчеркивающие актуальность имеющейся проблемы разграничения полномочий указанных служб федеральным законодательством, подзаконными актами и ведомственными приказами МВД. Авто- ром проведен анализ судебной практики по исследуемой проблеме, высказаны предложения по внесению изменений в федераль- ное законодательство. Положения работы могут быть использованы в законодательной деятельности государственных органов, правоприменительной деятельности правоохранительных органов, образовательном процессе образовательных организаций, на- учных исследованиях специалистов по проблемам обеспечения безопасности дорожного движения, совершенствования отраслей российской правовой системы. Новизна работы определяется практической и научной значимостью проблем правоприменительной деятельности правоохранительных органов в сфере обеспечения безопасности дорожного движения, а также необходимостью со- вершенствования правовых основ, регламентирующих полномочия подразделений и служб полиции России. In the article, the author considers the normative legal consolidation of the procedure for the implementation of general police functions by employees of the State Traffic Inspectorate, patrol and post service of the police, including in the field of road safety. The article provides statistical data that emphasize the relevance of the existing problem of delineating the powers of these services by federal legislation, by-laws and departmental orders of the Ministry of Internal Affairs. The author analyzes the judicial practice on the problem under study, and makes suggestions for amendments to the federal legislation. The provisions of the work can be used in the legislative activities of state bodies, law enforcement activities of law enforcement agencies, the educational process of educational organizations, scientific research of specialists on the problems of ensuring road safety, improving the branches of the Russian legal system. The novelty of the work is determined by the practical and scientific significance of the problems of law enforcement activities of law enforcement agencies in the field of road safety,as well as the need to improve the legal framework governing the powers of police units and services in Russia.

The topic of the article is interdisciplinary. The practice of psychological and pedagogical support for children raised in guardianship families shows the need for psychological and legal assistance. The aim is to develop proposals for the organization of a legal and regulatory framework in accordance with the social and psychological needs of guardianship families and to identify the possibilities of the Ombudsman for the Rights of the Child to protect the rights of minors raised in guardianship families. The article identifies the current problems of guardianship families and considers the existing legal framework for the protection of the rights of minors raised in families with a related form of guardianship. One of the main problems of psychological and pedagogical support for children raised in families with a related form of guardianship is the absence of a coordinating center for the organization of cooperation between educational organizations, guardianship bodies, centers for psychological, pedagogical, medical, and social assistance. The Ombudsman for the Rights of the Child may be the focal point. It is also proposed to establish, based on the offices of the Ombudsmen for the Rights of the Child, centers for the support of guardianship families in the constituent entities of the Russian Federation, to which both guardians and children can apply. These measures are aimed at preventing secondary orphans.

The article is devoted to such an important aspect of the activities of the plenipotentiaries of the State Defensive Committee during the Great Patriotic War, as conflicts of authority. Contradictions between the plenipotentiaries of the State Defensive Committee and the leaders of party, state, economic bodies at various levels, as well as between the plenipotentiaries themselves, that were expressed in the emergence of various disputes and often resulted in conflicts of authority, became commonplace in the functioning of the state power system of the USSR in the war period. Based on documents from federal (State Archive of the Russian Federation, Russian State Archive of Socio-Political History, Russian State Archive of Economics) and regional (Central State Archive of the Udmurt Republic, Center for Documentation of the Recent History of the Udmurt Republic) archives, the author considers a conflict of authority situation that developed during the Great Patriotic War in the Udmurt Autonomous Soviet Socialist Republic, which shows that historical reality is more complicated than the stereotypical manifestations of it.

The author gives an overview of the history of National Security and the Future (NSF). The first editorial board accepted a clear vision and mission of the NSF. That is why the NSF had to react to the political circumstances in which the journal has operated for 20 years. In the first period, international circumstances and the policy of detuđmanization directly influenced the choice of topics and papers published in the journal. For the past five years, the NSF has paid particular attention to the security of national and European critical infrastructure. A total of 257 texts were published on more than 8,000 pages and authored by 134 authors from 25 countries. The NSF has published studies on historical forgery, information operations, production of "fake news" and contributions to the theory and methodology of intelligence activities.
