The article considers the main directions of municipal reforms carried out in the Udmurt Republic that are relevant for the modern organization of municipal management. The authors identify fundamental issues that need to be addressed in order to effectively organize the municipal government. The stages of municipal reform are considered in detail and specific examples are given. The authors focus on the need to consistently implement structural changes in local government. For an objective assessment of the situation in the Udmurt Republic, the following areas are considered: territorial organization of local self-government, formation of local self-government bodies, legal support for municipal reform, and others. The article examines the features and problems of municipal reform, taking into account historical and other conditions and factors. The authors put forward constructive proposals for effective organization of municipal administration.

Until very recently, scholars of nineteenth-century India have tended to dismiss the role of urban government and politics as trivial or inconsequential. Most have reached their conclusions by studying the formation of policy in London or Delhi, using the private papers of high officials or reports prepared by the Government of India. A standard authority on British policy of this period states that local self-government ‘proved to be a tree which never took firm root. Local self-government never gained major significance in the political history of modern India.’ Local self-government failed, according to another scholar, because ‘… a rigid system of supervision was created, which ran from the smallest municipality up to the Secretary of State for India.’ In his opinion, this control and shortage of funds can be held responsible for the lack of development in ‘… the scope of public services, which were confined to the bare essentials.’ A dreary picture of petty quarreling in municipal government and stagnation in urban services prevails, alleviated only by the appearance of Lord Curzon as Viceroy in 1899 and his efforts to instill some ‘dynamic influence’ into local government. Although the policy of local self-government satisfied neither official aims nor nationalist aspirations, its importance for local politics and administration is now undergoing a major reassessment.

The article discusses current issues of reforming the territorial organization of local self-government in order to improve the quality of resolving issues of local importance, fixed by federal law for certain types of municipalities. The legal literature currently summarizes the law enforcement practice on this issue, which indicates the presence of a number of problems that need to be resolved. These include the discrepancy between the objects of competence and the powers and territories ensuring their implementation. Some controversial aspects are considered in this article: the directions of reforming the territorial organization of local self-government and attributes of municipalities are identified; the basic regulatory acts in a temporary context and their effect in modern condition are analyzed; the levels of territorial organization are indicated and the difficulties of resolving issues of local importance are revealed. Finally, using the example of municipalities of the Udmurt Republic, the main approaches to the reorganization of inefficient territories related to municipal management are explained, which justifies the expediency of municipal reform and the need for its generalization in scientific research.

The subject of this article is the genesis of the professional culture of personnel management. The last decades of the 20th century were marked by various revolutions - scientific, technical, democratic, informational, sexual, etc. Their cumulative effect has been mostly reflected in the professional revolution that shapes the professional society around the world. This social revolution has global consequences. In addition to its extensive parameters, it also has intensive ones related to the deeply-rooted structural changes in the ways of working and thinking, as well as in the forms of its social organization. The professional revolutions in the history of Modern Times stem from this theory.Employees’ awareness and accountability shall be strengthened. The leader must be able to formulate and bring closer to the employees the vision of the organization and its future goal, to which all shall aspire. He should pay attention not to the "letter" but to the "spirit" of this approach.

One of the building blocks of the professionalization of American public administration was the recognition of the need for expert knowledge and the wide dissemination of that information to practitioners. Municipal civil servants could adopt and adapt these best practices in their localities. Such was the purpose of the Municipal Administration Service (1926-1933), initially founded by the National Municipal League and funded by the Rockefeller philanthropies. This article is an organizational history of the Service. It presents the life cycle of the agency, including its operations, funding, problems, and the behind-the-scenes public administration politics which led to its demise. In all, the Municipal Administration Service captures the early history of American public administration, its attempt to demonstrate that it was a full-fledged profession with recognized experts and managerial advice that ultimately proved unable to perpetuate itself.

Background and objectives: The long head of the biceps (LHB) and rotator cuff tendinopathy is the major cause of shoulder pain in competitive swimmers. The risk of tendinopathy increases with aging; however, the structural changes of LHB and rotator cuff in populations of masters swimmers have not been well examined. The purpose of this study was to investigate the prevalence of ultrasonographic abnormalities of the shoulders in masters swimmers, and the association of pain, age, and swim training with structural changes in this population. Materials and Methods: A total of 60 subjects participated in this study, with 20 masters swimmers with shoulder pain, 20 asymptomatic masters swimmers, and 20 sex- and age-matched controls. All swimmers completed a self-reported questionnaire for shoulder pain, their history of competition, and training volume. Each subject underwent ultrasonographic examination of both shoulders for pathologic findings in the LHB tendon, rotator cuff (supraspinatus (SSP) and subscapularis (SSC)) tendons, and subacromial bursa (SAB) of both shoulders and had thickness measured. Results: The prevalence of tendinosis (LHB, 48.8%; SSP, 17.5%; SSC, 15.9%), partial tear (SSP, 35.0%), and calcification (SSC, 10.0%) were higher in swimmers than in controls. LHB and SSP tendinosis were associated with shoulder pain. Older age and later start of competition were associated with an increased risk of LHB tendinosis and SSC calcification. Earlier initiation of swimming and longer history of competition were associated with an increased risk of SSP and SSC tendinosis. The thicker SSP tendon significantly increased the risk of tendinosis and partial tear. Conclusions: A high prevalence of structural changes in the rotator cuff and biceps tendons in masters swimmers reflects the effect of shoulder symptoms, aging, and swim training.

The objective: analysis of the frequency of cesarean sections, their structure according to the indications from the mother; study of the dynamics of the frequency of cesarean sections in case of abnormalities of labor activity (ALA) as indications for operative delivery on the basis of Kyiv City Maternity Hospital No. 1 for 2001-2011. Patients and methods. During the study, the frequency of cesarean sections in general, the frequency of urgent cesarean sections, the structure of cesarean sections according to the indications from the mother's side, the frequency of cesarean sections in ALA were studied and analyzed, and the dynamics of the cesarean section rate in ARP as well as one of the main indications with Mother's side. The history of the delivery of labor was used, which culminated in the abdominal route. Results. An increase in the level of cesarean sections was noted. The number of urgent cesarean sections is gradually decreasing. There has been a significant reduction in the incidence of cesarean sections in anomalies of labor, which are not amenable to drug treatment. Conclusion. The professional management of births, adequate justified use of medicines, the use of modern medical means in practice, an objective assessment of the obstetrical situation, cardiotocoagraphic support, timely and adequate use of epidural analgesia positively influenced the increase in the number of deliveries through the natural birth canal, which is a priority in the professional activity of the obstetrician-gynecologist. Purpose – The purpose of this paper is to trace the implementation of biculturalism in the New Zealand Playcentre Federation between 1989, when a public commitment to The Treaty of Waitangi was made, and 2011, when Tiriti-based co-presidents were elected. Design/methodology/approach – The data were drawn from the Playcentre Journal and papers from Playcentre National meetings, as well as from the author's experience as a Pākehā participating in Playcentre. The events are analysed using democratic theory. Findings – Despite a willingness to encompass biculturalism, the processes of democracy as originally enacted by Playcentre hindered changes that allowed meaningful rangatiratanga (self-determination) by the Māori people within Playcentre. The factors that enabled rangatiratanga to gain acceptance were: changing to consensus decision making, allowing sub groups control over some decisions, and the adult education programme. These changes were made only after periods of open conflict. The structural changes that occurred in 2011 were the result of two decades of persistence and experimentation to find a way of honouring Te Tiriti within a democratic organisation. Social implications – The findings suggest that cultural pluralism within a liberal democratic organisation is best supported with an agonistic approach, where an underlying consensus of world view is not assumed but instead relies on a commitment by the different cultures to retaining the political association within the structure of the organisation. Originality/value – Many organisations in New Zealand, especially in education, struggle to implement biculturalism, and the findings of this study could be useful for informing policy in such organisations. This history of Playcentre continues from where previous histories finished.

The three articles offered in this forum on the early history of criminal appeals do us the great service of adding much of interest on this important but neglected issue in the development of Anglo–North American criminal procedure. The opaqueness of the legal history of criminal appeals stands in stark contrast to their centrality and apparent naturalness in contemporary criminal justice systems in England, Canada, and the United States. These three papers look at the period leading up to and immediately following the creation of the first formalized system of what we might call criminal appeals, the establishment of the Court of Crown Cases Reserved (CCCR) in 1848. This key period in the development of the adversary criminal trial was marked by both a concerted political effort to codify and rationalize the criminal law and by profound structural changes in the management of criminal justice.

The article is devoted to such an important aspect of the activities of the plenipotentiaries of the State Defensive Committee during the Great Patriotic War, as conflicts of authority. Contradictions between the plenipotentiaries of the State Defensive Committee and the leaders of party, state, economic bodies at various levels, as well as between the plenipotentiaries themselves, that were expressed in the emergence of various disputes and often resulted in conflicts of authority, became commonplace in the functioning of the state power system of the USSR in the war period. Based on documents from federal (State Archive of the Russian Federation, Russian State Archive of Socio-Political History, Russian State Archive of Economics) and regional (Central State Archive of the Udmurt Republic, Center for Documentation of the Recent History of the Udmurt Republic) archives, the author considers a conflict of authority situation that developed during the Great Patriotic War in the Udmurt Autonomous Soviet Socialist Republic, which shows that historical reality is more complicated than the stereotypical manifestations of it.

The article examines the main features and identifies the main trends in the global M&A market. The modern development of the economy is characterized by the spread of the processes of globalization, and it can be noted that, one way or another, the latest waves of mergers and acquisitions are tightly related to the flow of these processes. The history of mergers and acquisitions processes in the world economy shows that all surges in mergers and acquisitions agreements were and are accounted for periods of structural changes, industrial rises, technological revolutions, significant organizational restructuring of the world economy. Mergers and acquisitions of companies are one of the most important business development instruments in the market economy. The purposes of these processes are often the growth of company and the use of various kinds of synergies, which is manifested in strengthening its impact on markets and improving business efficiency. Most mergers and acquisitions agreements are concluded by industrialized countries, their role is increasing for developing countries. The dynamics of the M&A processes market will largely depend on the ability of companies to enter into large contracts announced either at the end of the past year or earlier this year. Only then it could it be stated that the growth of activity in the mergers and acquisitions market has become a long-term trend. Many experts believe that a new wave of M&A will inevitably lead to an increase in unemployment, and this, in turn, will lead to an aggravation of the social situation and require additional costs from the budget.
