Role of Research and Development in Sustaining Indian Agriculture: A Brief Review

Technology united with research and development has evolved as a grave differentiator of the agriculture sector in India including production, processing, and agriculture packing and marketing of given crops. Near about 50 percent of the Indian workforce was engaged in the agriculture sector but its share in GDP was only 14 percent, much lower in comparison to former. Though, certain agriculture items showed a steady annual increase in terms of kilograms per hectare. Agriculture transformed significantly over the past few decades but when it comes to investment in research and development there is a lot more which needs to be done. The paper analyzes the role of various research and development institutions in boosting the growth of the agriculture sector that helps in attaining sustainable agriculture development and self-sufficiency in the production process since independence. It also focusesed on the various issues faced by these development institutions. The findings unveiled that since independence a lot more was done to boost the research and development in the agriculture sector at both the center and state levels but a proper implementation of these policies along with transparency could bring more desirable outcomes than were gained at present.

This chapter mainly focuses on the role and prospects of women entrepreneurs (or women agri-entrepreneurs) in India's agriculture sector. India has witnessed unprecedented growth in the total number of entrepreneurs and innovations over the past many years. Despite this appreciable growth, the role of women entrepreneurs remains devitalised and underutilised, which requires proper attention by the government and other stakeholders of the country. However, over the past many years, the government has taken various crucial initiatives to promote the role of women entrepreneurs, especially in the agriculture sector. As a result, there has been a remarkable transformation in the share and contribution of women entrepreneurs engaged in the agriculture sector. Therefore, the chapter examines the trend and pattern of women agri-entrepreneurs in India and highlights their challenges.

The development of adapted physical education over the past 20 years has been significantly influenced by the federal government through legislative statutes. A predecessor to Public Law 94-142 that may well have had the most impact on handicapped children was Public Law 90-170, which provided the foundation for adapted physical education by allowing monies for training research and development. This legislation established committees and conferences that brought together national figures to serve as advisory consultants. Programmatic support from the federal government has led to the training of many teachers and much published research in adapted physical education.

Dewan Riset Daerah DKI Jakarta (DRD) dibentuk untuk memberdayakan lembaga penelitian dan pengembangan serta IPTEK pengembangan kegiatan penelitian dan pengembangan. Pelaksanaan tugas dan fungsi DRD tidak disertai peran intermediasi maupun alih teknologi, yang relatif vital, dimana didalamnya ada fungsi audit dan kliring kelayakan teknologi yang dihasilkan atau akan diadopsi melalui kegiatan penilaian tingkat kesiapterapan teknologi. Patut dipertimbangkan untuk mengubah struktur maupun kelembagaan, sehingga pemanfaatan teknologi untuk meningkatkan pelayanan maupun kesejahteraan masyarakat Provinsi DKI Jakarta dapat berjalan dengan baik. The DKI Jakarta Regional Research Council (DRD) was formed to empower research and development institutions as well as science and technology for the development of research and development activities. The implementation of DRD duties and functions is not accompanied by the role of intermediation or technology transfer, which is relatively vital, in which there is an audit function and clearing of the feasibility of the technology produced or to be adopted through technology readiness level assessment activities. It is worth considering changing the structure and institutions, so that the use of technology to improve services and the welfare of the people of DKI Jakarta Province can run well.

Technology commercialisation using spin-out companies has shown to be a viable option by publicly financed research and development (R&D) institutions internationally. In South Africa (SA) this trend of spin-out company creation for technology commercialisation is anticipated to be on the rise since the inception of the Intellectual Property Rights from Publicly Financed Research and Development Act number 51 of 2008 (IPR-PFRD Act). This study aimed at trying to understand the factors that influence the successful creation of spin-out companies by SA publicly financed R&D institutions, utilising the RBV as the main theoretical framework. A survey questionnaire was distributed using a purposive sample approach to 49 key individuals (technology transfer professionals) who have been involved in spin-out creation in the past and the response was received from 17 respondents. A mixed methods research methodology was utilised and the data was presented using descriptive statistics and narration. The results of the data indicate a similar pattern to international trends and in some instances unique resource combinations that are relevant to SA.

Doubling farmers’ income (DFI) by 2022 has been set as a target for Agriculture sector of India. Extensive deliberations have been made on application and adoption of technologies/packages as key forces to reach the target. The responsibility is with numerous stakeholders and the specific role of Research and Development (R&D) institutions in doubling farmers’ income has not been touched upon. As agriculture and allied sectors like aquaculture is a state subject, greater linkages have to be established by R&D institutions to achieve the target. The present study analysed the role of R&D institution in doubling farmers’ income, keeping technology as an effective tool, based on a case study of ICAR-Central Institute of Freshwater Aquaculture (ICAR-CIFA), Bhubaneswar and Krishi Vigyan Kendra (KVK)-Khordha in Odisha State, India. The results of the study delineated the ways and means for ICAR-CIFA and KVK, Khordha to achieve the target of doubling farmers’ income by developing models with existing proven technology, upscaling proven extension approaches like Farmers Field Schools (FFS) replicated as Aquaculture Field Schools (AFS), best practices to be adopted and rationalising farm innovations.

In this study, 20 journalists who had worked on news about the anniversaries of mass protests in Hong Kong were interviewed. Given that most had been born after the historical events being commemorated, this paper aims to understand how young journalists comprehend and cover such old news. It also uncovers the journalistic processes behind the related anniversary journalism and discusses the role of journalism in constructing collective memory. The study traced how journalists normally do their research and what they consider in the production process. We found that journalists, as with other assignments, generally lack the time to conduct thorough research. Instead of venturing into hard facts or heated debates, most opted to focus on the personal and the emotional. For the personal, they relied on stories told by living witnesses and participants. For the emotional, they tapped into the cultural environment as well as their peers to determine appropriate feelings and moral tones. Professional norms compelled them to find new angles for old news and package the stories in ways that would engage and attract their audience. All of these factors shape how journalists tell the stories about the past; these stories in turn become new resources in the ‘inventory’ of collective memories.

Agriculture development in the regional autonomy needs more strong effort and more systematic in order to implement the equity of economic growth. This paper aim to describe the data and information related with evaluation worked of regional of research and development institutional in supporting innovation system. This assessment has shown that the development of agriculture innovation system in regional autonomy faced some constrains, viz. lack of human resources development and less supporting research infrastructure of research institutional. Besides, the policy which has been implemented by local government and local parliament did not match with the needed of regional innovation.

The role of sunflower production and processing within the framework of import substitution is extremely important for food industry: in addition to the production of sunflower oil and its fractions, sunflower and its by-products are actively used in confectionery industry, and waste is a valuable feed for farm animals. The study considers the trends in sunflower cultivation and processing in Russia, as well as the development of export and import since the beginning of the food embargo. Today, sunflower is one of the most dynamically developing agricultural crops in Russia, as evidenced by the positive dynamics of sown areas and gross yield. At the same time, in recent years, sunflower cultivation has intensified, as a result of which its yield has increased by 40% over the past 6 years. Among other types of crops actively grown in Russia, sunflower today demonstrates quite high rates, second only to soy. With the dynamic development of sunflower production and processing in the country, there has been a change in the vector of agricultural production of this crop as part of the import substitution strategy and food security. Whereas previously the main strategic objective was to increase the level of self-sufficiency and ensure the country’s domestic needs for sunflower and its by-products, today, as production develops, there is a transition to an export-oriented model.

<strong>English</strong><br />The new paradigm of agricultural development placed Agricultural-Demand-Led-Industrialization (ADLI) strategy as an industrialization strategy emphasizing agriculture development program and setting the agriculture sector as a prime mover of industry and other sectors. The strategy is considered appropriate to be applied in developing countries which agriculture sector is their main resource. This paper aims to analyze the role of ADLI strategy in developing countries, including Indonesia, on macroeconomic performance and on farmers and land less households’ income improvement. The main result of this study is that ADLI strategy has an important role on macroeconomic performance, especially on labor absorption, GDP improvement as well as on other sector’s income acceleration. However, the strategy is quite a distance from an ideal implementation in terms of household income distribution. The benefit gained from agriculture and agroindustry sector development was mostly pour to non agriculture households in urban areas while farmer’s households and especially those of landless gained  the least.<br /><br /><br /><strong>Indonesian</strong><br />Paradigma baru pembangunan pertanian menempatkan strategi Agricultural-Demand-Led- Industrialization (ADLI) sebagai strategi industrialisasi yang menitikberatkan program pembangunan di sektor pertanian dan menjadikan sektor pertanian sebagai penggerak pembangunan sektor industri dan sektor-sektor lain.  Strategi pembangunan ini dipandang sesuai diterapkan di negara-negara berkembang yang memiliki sumberdaya utama di sektor pertanian.  Makalah ini bertujuan untuk menelaah peran strategi ADLI yang telah diterapkan di negara-negara berkembang termasuk Indonesia dalam meningkatkan kinerja ekonomi makro dan meningkatkan pendapatan rumah tangga petani dan buruh tani. Kesimpulan pokok dari kajian ini adalah bahwa strategi ADLI berperan  baik khususnya dalam  penyerapan tenaga kerja, peningkatan PDB dan perannya dalam mengakselerasi pertumbuhan sektor-sektor lain.  Namun dalam hal distribusi pendapatan rumah tangga, strategi ADLI masih jauh dari penerapan yang ideal. Manfaat pengembangan sektor pertanian primer dan agroindustri lebih banyak mengalir ke rumah tangga nonpertanian di kota, sedangkan buruh tani dan petani menerima pendapatan terkecil.

This conclusion reconsiders the role of horizontal integration and multimedia conglomerates in the process of stylistic remediation and the industrial motivation behind stylistic remediation, both in films and comics. It shows that horizontal integration and conglomeration have become more influential over the past three decades, as seen in the case of Time Warner. It also discusses the ways in which stylistic remediation can serve as a research and development function by allowing multinational conglomerates to experiment with computer-generated imagery (CGI) and form that can be spread across multiple properties (like “bullet time” in The Matrix). Finally, it examines whether the remediation of comic book stylistics into films is fundamentally a by-product of technologies and an indication of a Manovichian shift from cinema to digital cinema.
