Agriculture development in the regional autonomy needs more strong effort and more systematic in order to implement the equity of economic growth. This paper aim to describe the data and information related with evaluation worked of regional of research and development institutional in supporting innovation system. This assessment has shown that the development of agriculture innovation system in regional autonomy faced some constrains, viz. lack of human resources development and less supporting research infrastructure of research institutional. Besides, the policy which has been implemented by local government and local parliament did not match with the needed of regional innovation.

Technology united with research and development has evolved as a grave differentiator of the agriculture sector in India including production, processing, and agriculture packing and marketing of given crops. Near about 50 percent of the Indian workforce was engaged in the agriculture sector but its share in GDP was only 14 percent, much lower in comparison to former. Though, certain agriculture items showed a steady annual increase in terms of kilograms per hectare. Agriculture transformed significantly over the past few decades but when it comes to investment in research and development there is a lot more which needs to be done. The paper analyzes the role of various research and development institutions in boosting the growth of the agriculture sector that helps in attaining sustainable agriculture development and self-sufficiency in the production process since independence. It also focusesed on the various issues faced by these development institutions. The findings unveiled that since independence a lot more was done to boost the research and development in the agriculture sector at both the center and state levels but a proper implementation of these policies along with transparency could bring more desirable outcomes than were gained at present.

In the theoretical part of research authors will establish connections and diversities between human capital and human resources categories. In the empirical part of research, via HDI, it will be evaluated the development of human resources in Republic Of Croatia and in Primorsko-goranska County and in will be evaluated relation between HDI and GDP per capita of Croatia and in Primorsko-goranska County. Authors will also analyze how much development of human resources has contributed to the economic growth of Republic Of Croatia. In order to demonstrate this it will be measured influence of investment, employment and educational structures (the indirect indicator of development of human resources) on the growth of GDP in the period of 1997-2005 with usage of regression analyses.

The study aims at finding the results of applying the criteria of governance on the development of human resources in the big local organizations in Qalqilya. It also attempts to find the importance, criteria and indications of governance and requirements to measure their effects on human resources development. The researcher used the analytical descriptive method to achieve the aims using a questionnaire designed for the purpose. It was distributed to a random sample of 20% of local organizations’ workers in Qalqilya, Azzoun, Hablah, Kufr-Thulth and Jayyous. The results of the study assured the positive effective role of applying the governance on the human resources development in the local organizations in Qalqilya without being affected by the variables of gender, organization’s location, nature of position, qualifications and experience. The researcher recommended the necessity of adopting the concept of governance by the local organizations and applying its principles and criteria there, in addition to consolidating the tasks of censorship by following, practising and implementing the criteria of governance in the big local organizations.

The Impact

This paper brings together the importance of intellectual property protection (IPP) and entrepreneurship in economic growth. The paper surveys the economic literature on what factors are important to growth. The focus is on recent models of endogenous growth which reflect on the role of investment, technological change and education. Secondly, publications, which measure the impact of IPP on some of the growth elements identified are reviewed. The third section deals with IPP and the entrepreneur as an important agent and facilitator of growth. It discusses the nature of IPP as an incentive in not only stimulating the development of new technologies and processes but also the dissemination of existing technologies. Using the surveys as background, short case studies for India and Brazil are presented on IPP as a stimulus and application of research and development. The last section summarizes the previous sections and draws some conclusions with respect to policy.

<p>This paper introduces the importance of the role of universities in emerging economies such as Indonesia and Vietnam, underscoring the need for universities to contribute more extensively to the dynamic development of innovation systems. The theoretical approach is a functional analysis of innovation systems, identifying essential issues that call for recognition among policymakers and in society generally. Innovation systems in Indonesia and Vietnam share some weaknesses, particularly in comparison with innovation systems in more advanced countries. There is limited ability to mobilize the resources required for innovation, as the investment in research and development as percentage of GDP is relatively low and dominated by public funding with little contribution from private sources. Financial regulation for universities seriously hampers the development of university–industry linkages. It is essential that universities gain more autonomy in order to move beyond their current role in training of skilled human resources to providers of innovation.</p>

Evaluation of the role of intellectual capital in innovative economic growth in the framework of knowledge economy The COVID – 19 pandemic has had and continues to have a profound effect on all areas of our lives. One of the main areas affected by the pandemic is agriculture. The article emphasizes the need to apply science-intensive technologies and expand innovative activities to ensure sustainable development of agriculture in the current pandemic. The importance of new generation technologies in accelerating the innovative development of the agricultural sector is also studied. Positive results have been obtained on issues that need to be solved when organizing and developing an economy based on an innovation system in the agricultural sector in a pandemic.
