On Trends in Infrastructure Development Using the Public-Private Partnership Mechanism in the G20 Countries

Aim. The presented study aims to examine project initiatives and proposals for improving funding mechanisms for infrastructure projects based on public-private partnership in the Russian Federation.Tasks. The authors consider approaches and project initiatives of the G20 countries pertaining to the implementation of public-private partnership projects in the context of the adaptation of infrastructure projects to the Russian market (for the purpose of improving the quality and efficiency of the implementation of infrastructure projects in the Russian market).Methods. The methodological basis of this study includes works of Russian and foreign researchers in the field of public-private partnership and project financing. The authors use methods of scientific research (expert and comparative analysis, grouping and generalization) selected in accordance with the goals and objectives of the study as well as information publicly available on the official websites of the ROSINFRA platform and the Ministry of Economic Development of the Russian Federation.Results. Comparative analysis of foreign and national practices in the public-private partnership market makes it possible to identify a number of potential initiatives, including a new approach to the examination of infrastructure projects and proposals for attracting additional investment resources to the public-private partnership market. Adaptation of foreign competencies to the Russian public private partnership market will drive the transformation of the current PPP project model in Russia.Conclusions. Analysis of methods used by the G20 to assess and implement infrastructure projects based on public-private partnership makes it possible to formulate potential initiatives and proposals for improving approaches to the implementation of infrastructure projects based on public-private partnership in the Russian market and to determine the development vector for the national infrastructure project model.

The objective of this research is to consider some controversial issues of the development of public-and-private partnership (and concession agreements as its most common form) in Russia. Some complaints made by Federal Antimonopoly Service of the Russian Federation to some infrastructure projects are reviewed. The author studied dynamics of private investments into infrastructure projects in the conditions of imperfect legal regulation. The assessment of the validity of the position of Federal Antimonopoly Service is given. It is predicted whether the legislative collisions will prevent the growth of private investments into infrastructure. Recommendations on the development of the mechanism of public-and-private partnership with the observance of antimonopoly regulation, as well as recommendation on the improvement of the legislation in this area are developed. The results of the research can be used by both private participants of public-and-private partnership and the federal, regional and municipal authorities, and also by legislators working on the improvement of the legislative regulation in this area.

Today both in foreign countries and in Russia, public-private partnership (PPP) is seen as an important mechanism for solving public significant economic and social problems. The main purpose of PPP is to achieve synergies by the sharing of resources and knowledge, risk allocation, and integrating efforts to meet the needs of all participants of a PPP project. The article considers the history of the PPP and its different determinations. The authors present an organizational model of PPP, reflecting the main issues of organization and possible effects from using this mechanism. The analysis of foreign experience of using PPPs is conducted by the example of two economically developed European countries — Great Britain and Germany; some aspects of the foreign experience can be used in Russia. The choice of these countries for comparative analysis with Russian practice of using PPP is clearly substantiated in the article. Trends, features and directions of development of this type of legal relations between the state and business in terms of Russian reality are revealed. The main problems related to using this mechanism in the Russian Federation and its subjects are generalized. The measures allowing expanding using public-private partnership for effectively solving public significant problems are presented.

Subject. The article discusses the way the infrastructure of special preferential areas (special economic zones, socio-economic priority development areas) is being developed, and reviews respective processes. Objectives. We evaluate the current trends and identify difficulties in implementing infrastructure projects across preferential areas. Methods. The study relies upon general methods, such as generalization, synthesis and analysis of available scientific results concerning the economic category of infrastructure and classification of its types. We applied general methods of analysis and comparative analysis to determine the future development of the infrastructure in special preferential areas. To detect what hampers PPP infrastructure projects and describe them, we used the synthesized approach and methods of logic-intuitive and comparative analysis. Results. We analyzed the pool of scientific results to determine the economic category of infrastructure and classify its types. We provide our own definition of the infrastructure of preferential areas and evaluate the current trends in infrastructure projects, including those in special preferential areas. Investment in the ongoing projects was found to be insufficient to meet all infrastructure development needs. Public-private partnership was proved to contribute to the infrastructure development in special preferential areas. We discovered some barriers to PPP development mechanisms in special preferential areas. Conclusions and Relevance. Public-private partnership will contribute to the successful implementation of the above projects provided respective parties will eliminate an array of barriers. The elimination of social, political, economic, environmental and other barriers will help the areas become more competitive to secure investment resources and demonstrate better results of the socio-economic development.

The article has analyzed outcomes of the modernization by concluding concession contracts concerning water supply and water disposal facilities in the Russian Federation in 2016–2018. We have assessed the level of the public/private partnership application in municipal sector of the Russia Federation. The article discusses the conditions established by the state to attract investors for updating of the municipal infrastructure units. The main reasons of these projects low effectiveness are the following: insufficient volume of governmental funding of the municipal sector development programs; poor designing of the projects; and the level of the approved tariffs at the time of the contracts action. We have formulated the latest amendments and the main trends in development the water supply and water disposal concession contracts’ planning and conclusion process.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

Background: This article is based on a multidimensional empirical research study investigating aspects of the suitability of the public–private partnership environment of Uganda for road infrastructure development. The foundation of the article is the implementation of the relationship between existing legal and regulatory frameworks on the ground in Uganda.Aim: Key aspects and realities of the legal and policy frameworks that support public–private partnership, road investment projects and programmes in Uganda are examined from the perspective of a transparent, effective and efficient service delivery.Setting: A brief exposition of Uganda’s historical realities and present challenges, especially in terms of road infrastructure, an introduction of key aspects of the legal and regulatory frameworks is presented.Methods: The research is based on an exploratory research design methodology founded on a thorough literature review, exhaustive documentary analysis of primary and secondary sources and 30 interviews with senior and middle managers in the public and private sectors in Uganda. A semi-structured questionnaire was utilised.Results: The analysis of data was based on a dissection of the policies and systems as foundations of solid implementation, existing legal violations, the local private sector’s present conundrum and capacity gaps, the realities of integrity and corruption and the existing approach of citizens towards the problems and challenges.Conclusion: The lack of integrity in both the private and public sector has serious negative effects on the processes, functions, planning, designing, outputs and outcomes of infrastructure initiatives undertaken.
