The monograph highlights the current trends in the modernization of higher education. Based on the analysis of categorical units of the competence approach, the concept of "personal competence" is formulated and its structural components are described. The features of psychological support of personal competence of law enforcement officers are determined. The methodology is substantiated and the structural and functional characteristics of the Concept of psychological support for the professional training of future specialists in educational institutions of higher education are described. The results of the law enforcement sphere of an experimental study, the purpose of which is to test the developed Concept, are analyzed. The publication is intended for specialists of psychological services in the education system, teaching staff and for everyone studying in educational institutions of higher education.

The organizational culture of an educational institution should be considered because of the management of a higher education institution, the real relations and positions existing in it. It is characterized by levels of differentiation (division of responsibilities) and ensuring the cohesion of staff (integration), and thus cooperation focused on achieving the goal, which is an indicator of the successful functioning of the educational institution. Organizational culture is defined as a set of norms, values, rules, models of communication that are shared by all employees. The level of development of organizational culture is crucial in ensuring the quality of the educational institution, its efficiency. Solving the problem of developing the organizational culture of the educational institution is an important task of its head. The system-forming factor of university culture can be the core idea or principle, which is mandatory for all research and teaching staff and is manifested in all aspects of the life of the educational institution. At the present stage of development of educational organizations there are distortions - in the hierarchy of goals the leading place is given not to a specific goal, but to receive income from educational activities. This trend is manifested not only in the activities of private educational institutions, but also public ones. Personnel policy of medical institutions of higher education is to focus the way of such educational institutions on ethical goals, liberalism and tolerance, great humanity, the pursuit of justice, independence and individuality, the correct principle of their action and counteraction, self-affirmation, building hierarchy, power, obtaining information and communication, the desire to form social contacts, free expression of opinion, the social benefits of labor and democracy, the desire for security. Ethics is based on norms and principles that determine the behavior of ordinary employees and leaders of educational organizations in relation to society, other organizations, and groups, in relations with each other. Ethical norms outline common values and ethical rules that must be followed by employees of higher education institutions. Ethics rules are created to define the goals of educational organizations, their description, create a favorable ethical atmosphere and outline ethical recommendations in decision-making. Self-respecting educational organizations, that is, for which public opinion about decency and honesty is more important than the desire to increase their profits, define and oblige their employees to adhere to ethical norms. Many educational organizations that value their name now have codes of ethics and guidelines. It helps employees and managers to act and make decisions based on the analysis of ethical standards. Today, the manager in his daily work systematically deals not only with compliance with laws governing educational activities, but also with compliance with ethical requirements that increase the level of responsibility to the environment and society, which is especially important for medical institutions of higher education.

Modern Russian system of vocational education has the following levels of state regulation: institutions of higher education – on the Federal level (licensing and accreditation); institutions of secondary education – on the regional level (regional ministries and departments). Consequently, a region can have significant impact only on the training of mid-level specialists. According to the author, it leads to a bias in regulating the regional economy development. To assess this aspect, the author introduces the denationalization index as an indicator of the transformation of the vocational education system in regions, which resulted in the significant spread in the system of secondary education and very insignificant spread – in the system of higher education. The author also finds that the demand for services of private educational institutions is falling greatly in the field of higher education, and growing in the field of secondary education; over the past 10–12 years a greater confidence in public educational institutions in the field of higher education has been formed regardless to the form and tuition fees; at the institutional level, the ownership structure has been established, and existing relations between university administrations, teaching staff and main consumers of services (individuals) have gained a more expressed systemic nature. The researcher also concludes that there is a significant potential for the devaluation of vocational education. According to the author, the formation of the status of educational institutions as independent subjects in the market economy represents not so much a social infrastructure element as a structural element of the regional economic system resulting in the problem exacerbation associated with the imbalance in the level of development of human capital and technology in regions.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. This article analyses data on five years of India rankings to assess its impact on performance parameters of institutions of higher education on four (out of five) broad categories of parameters, namely i) Teaching, Learningand Resources; ii) Graduation Outcome; iii) Outreach and Inclusivity; and iv) Perception. The analysis on data onfour years of India Rankings, i.e. 2017 to 2020 on various performance parameters of HEIs in engineering discipline provides an interesting insight and reveals that participating institutions are making strenuous effort to improve their performance on various parameters or sub-parameters identified under NIRF. The analyses reflect that performance of  remaining  eligible  institutions  has  improved  on  most  of  the  ranking  parameters  in  comparison  to  the100  top-ranked  institutions  over  a  period  of  four  years  of  ranking,  i.e.  from  2017-2020.
