The organizational culture of an educational institution should be considered because of the management of a higher education institution, the real relations and positions existing in it. It is characterized by levels of differentiation (division of responsibilities) and ensuring the cohesion of staff (integration), and thus cooperation focused on achieving the goal, which is an indicator of the successful functioning of the educational institution. Organizational culture is defined as a set of norms, values, rules, models of communication that are shared by all employees. The level of development of organizational culture is crucial in ensuring the quality of the educational institution, its efficiency. Solving the problem of developing the organizational culture of the educational institution is an important task of its head. The system-forming factor of university culture can be the core idea or principle, which is mandatory for all research and teaching staff and is manifested in all aspects of the life of the educational institution. At the present stage of development of educational organizations there are distortions - in the hierarchy of goals the leading place is given not to a specific goal, but to receive income from educational activities. This trend is manifested not only in the activities of private educational institutions, but also public ones. Personnel policy of medical institutions of higher education is to focus the way of such educational institutions on ethical goals, liberalism and tolerance, great humanity, the pursuit of justice, independence and individuality, the correct principle of their action and counteraction, self-affirmation, building hierarchy, power, obtaining information and communication, the desire to form social contacts, free expression of opinion, the social benefits of labor and democracy, the desire for security. Ethics is based on norms and principles that determine the behavior of ordinary employees and leaders of educational organizations in relation to society, other organizations, and groups, in relations with each other. Ethical norms outline common values and ethical rules that must be followed by employees of higher education institutions. Ethics rules are created to define the goals of educational organizations, their description, create a favorable ethical atmosphere and outline ethical recommendations in decision-making. Self-respecting educational organizations, that is, for which public opinion about decency and honesty is more important than the desire to increase their profits, define and oblige their employees to adhere to ethical norms. Many educational organizations that value their name now have codes of ethics and guidelines. It helps employees and managers to act and make decisions based on the analysis of ethical standards. Today, the manager in his daily work systematically deals not only with compliance with laws governing educational activities, but also with compliance with ethical requirements that increase the level of responsibility to the environment and society, which is especially important for medical institutions of higher education.

The article examines the legal issues of using online courses by educational institutions of higher education in the implementation of their educational activities. Currently, the application of online courses in the educational process of higher education organizations is connected with a number of legal issues related to the uncertainty in understanding the legal nature of online courses and the nature of the services that students receive when mastering online courses. Further difficulties are related to the practical difficulties in the design, production, support of online courses, as well as accounting for the results of mastering online courses in the framework of students’ training in the main educational program. The resolution of these legal problems requires a comparison of the concepts of “distance learning technologies”, “e-learning” and “online course”. Also, an analysis of other important issues is necessary, such as a procedure for crediting students’ successful completion of the online course; the possibility of using the results in the framework of education; determining the nature the type of services received by the student as educational or informational; approaches to conducting certification which includes issues of confirming student identity. In addition, the problem of introducing online courses affects the analysis of activities of educational institutions of higher education on the use of online courses of other educational organizations in their educational process. Introducing online courses also affects the study of the characteristics of the relationship between educational organizations and their specific scientific and pedagogical employees who were involved in the development, production, and support of online courses in relation to determining the volume of their workload during an online course, and the use of an image of a scientific and pedagogical employee who took part in the production of an online course as the implementor of one’s own product or that of another person.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

Problem setting. Leasing out property that is involved in educational, academic, training and production, scientific activities by the public institutions of higher education often leads to violation of the rights of other participants in educational activities. They are sure to be a result of violating the limits, established by the current legislation, of exercising the rights to leasing out property by the public institutions of higher educational. Analysis of recent researches and publications. The issues of state property lease have been studied by many scholars. Basic research in this area has been conducted by I. Spasibo-Fatieieva, O. Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.

Introduction. Higher education has been constantly upgrading, competition in the educational services market is intensifying in recent years. This leads to an increase in the role of marketing in the activities of higher education institutions. It is necessary to constantly look for new ways to improve the efficiency of the management of higher education institutions. Such an opportunity exists only with the constant use of marketing and the improvement of its tools. In connection with the mentioned, important and actual tasks of the present time is research and improvement of the methodology of developing an advertising campaign of higher education institutions in order to enable educational institutions to overcome existing problems in their marketing activities and develop this trend in the future. Methods. Commonly used methods of research are used in the course of the research: dialectic, monographic method, abstract and logical, method of scientific generalization, and specific methods of statistical processing of information. Results. The article deals with the general situation on the domestic market of educational services. The specifics of advertising activity of educational institutions are revealed, in particular, the necessity to study this issue, due to its urgency and lack of elaboration, is substantiated. Advertising activity is considered as a necessary condition and factor of sustainability, the competitiveness of the educational institution and its success in the education market. It is indicated on the preconditions of reorientation of priorities of educational activity into the sphere of improvement of marketing activity and advertising process of an educational institution, as well as tasks, which should carry out advertising activity in the field of educational services. Discussion. Further research is planned to be carried out in order to assess the effectiveness of the use of modern marketing tools by higher education institutions. The study is devoted to the issues concerning the professional physical training of cadets and students in educational institutions of higher education of the system of the Ministry of Internal Affairs of Russia. The aim of the study is the issue of the introduction of non-traditional methods of professional physical training of cadets and students with the help of kettlebell lifting. We use the questionnaire method and the pedagogical experiment method. The sample consisted of 320 cadets from the first to the fourth year. The received results showed the significance and importance of kettlebell lifting as an effective method of physical training of cadets and students. We also note the advantages and advantages of kettlebell lifting in the development of physical qualities of students as professionally significant. The program of physical training of cadets and students of an educational institution of higher education of the system of the Ministry of Internal Affairs of Russia should include elements of kettlebell lifting, which will develop such qualities as endurance, agility, and coordination of movements. The results of the study allowed us to draw a unified conclusion that the development of the above qualities will make it possible to form in fu-ture law enforcement officers of the Ministry of Internal Affairs of Russia the readiness to use physical force to prevent illegal actions by offenders.

Kodiklatad Polytechnic is one of the educational institutions in the Kodiklat TNI AD that conducts science and technology education. The education system applied in this institution is a combination of the education system that applies in the Army and the educational system that applies in the higher education environment. The application of the Basic Tri Pattern of Education remains valid and is integrated with the semester credit system that is commonly applicable in universities. The output of this education is that soldiers not only obtain superior attitudes and behaviors, mastery of knowledge and skills that are reliable and soldiers who are willing but also obtain a degree that is recognized by the Directorate General of Higher Education Ministry of Research and Higher Education. The utilization of teaching staff at the Kodiklatad Polytechnic needs to be professionally managed so that the balance between the needs of the teaching staff and the interests and abilities of the educational institution is realized. This study aims to analyze the factors that influence the performance of educators at the Kodiklatad Polytechnic to achieve maximum performance.   Keywords: organizational culture, work ethos, work satisfaction, educational performance.

The researches of library and information centers performed and approved by the authors on the basis of ISO 9001: 2008 provided an opportunity: to substantiate recommendations on the interaction of library, accounting and control of library and information resources in the system of material, intangible assets and expenses of these organizations; to develop regulations for accounting of documents of library and information resources of organizations; to rationally form library and information resources for educational programs; provide the required licensing and accreditation indicators of educational activities. This monograph can be used as additional literature for educational programs in Economics, as well as in practical activities of educational institutions of higher education.

The article presents the results of scientific analysis of the concept of "storytelling" as a method of teaching, and substantiates its effectiveness in the process of teaching social science and humanitarian disciplines in medical institutions of higher education. Based on the analysis of scientific sources conducted, it was concluded that the method of storytelling provides a wide space for teachers and students allowing their creative cooperation, which results in deep knowledge and personal development of the student. It also helps to increase motivation to learn, creates a healthy psychological microclimate in the team, amplifies and stimulates students’ achievement. The importance of storytelling in the formation of communication skills in future medical professionals is determined; the effectiveness of using this innovative method at different stages of practical training is substantiated; the approximate structure of sample story is determined, as well as the variants of plot that can be used in accordance with the educational purpose are described in detail, and examples of practical implementation of stories in the context of teaching social sciences and humanities in medical institutions of higher education are provided, namely: "Ukrainian language (professionally oriented)", "History of medicine". The possibilities of using technical teaching aids, online tools and mobile applications to create stories and their use in pedagogical practice are identified. The further prospects of scientific research in a certain direction, which may relate to measuring the effectiveness of the method of pedagogical storytelling by conducting a survey among students and/or teaching staff with the further statistical analysis of the data obtained, as well as the formation of guidelines for effective use of storytelling in educational sphere of the Healthcare industry.
