By 2022, Government of India targets to install 175 GW of renewable energy in the country among which solar energy shall contribute 100 GW. This paper, discusses the impact of the important decision taken by Government of India with regards to the levy of Safeguard Duty (SGD) on solar photovoltaic panels and cells imported into the country. This paper analyses the impact on the capital cost of the solar projects on account of the imposition of SGD and the mechanism to be adopted under the Change in Law provision under the Power Purchase Agreements (PPA’s) for restoring the Solar Power Developers (SPD’s) to the same economic position as prior to imposition of SGD. A methodology has been proposed to derive a normative tariff pass-through based on parameters considered in CERC RE Tariff Order, which can be made applicable to all projects which are reeling under the impact of SGD to recover the impact on the capital cost of the project. Further, an analysis to determine the required pass through in tariff on account of SGD based on normative project cost values which can be made applicable to all affected solar projects has been carried out. Upon consideration of the different project parameters and cost structures for various projects and an early resolution of the issue to reduce the burden on the SPD’s, it is deduced that pass through in tariff based on normative project cost values remains the best option for all stakeholders concerned. This work will be particularly applicable for projects which were already bid out prior to the date of SGD initiation, and were under construction or where construction was about to commence, and hence would be impacted by applicable SGD. Since the impact of imposition of SGD is still being analyzed, this may be one of the first papers and result in setting up of precedent for future papers & numerous case studies revolving around a specific solar power project.

To meet the larger demand for electricity supply, Malaysia needs to achieve two main psychosocial conditions, among others—having the awareness of renewable energy and demonstrating energy-conserving behavior. To examine whether Malaysia has met these two conditions, we recruited 225 participants (n = 109 women, n = 113 men, n = 3 did not indicate) to complete a series of questionnaires. The results showed that the public was aware of the option of solar energy but was not ready to install solar photovoltaic panels after being told the cost incurred. Furthermore, the public did not show satisfying energy-conserving behaviors. To boost the installation of solar power, increasing the public’s energy knowledge and implementing policies to reduce the installation cost might be helpful. These findings highlighted Malaysia’s low readiness for solar power and shed some light on what needs to be done to be better prepared for solar power.

The paper studies the impact of the transition to the inflation targeting regime on the magnitude of the pass-through effect of the exchange rate to prices. We analyze cross-country panel data on developed and developing countries. It is shown that the transition to this regime of monetary policy contributes to a significant reduction in both the short- and long-term pass-through effects. This decline is stronger in developing countries. We identify the main channels that ensure the influence of the monetary policy regime on the pass-through effect, and examine their performance. In addition, we analyze the data of time series for Russia. It was concluded that even there the transition to inflation targeting led to a decrease in the dependence of the level of inflation on fluctuations in the ruble exchange rate.

This paper examines the world commodity prices pass-through to food inflation in Morocco, over the period 2004-2018, by using Structural Vector Autoregression (SVAR) model on monthly data. Several interesting results are found from this study. First, the impact of global food prices on domestic food inflation is shown significant, which reflects the large imported component in the domestic food consumption basket. Second, the transmission effect is found to vary across commodities. Consumer prices of cereals and oils significantly and positively respond to external price shocks, while those of dairy and beverages are weakly influenced. Third, there is evidence of asymmetries in the pass-through from world to domestic food prices, where external positive shocks generate a stronger local prices response than negative ones. This situation is indicative of policy and market distortions, namely the subsidies, price controls, and weak competitive market structures. Our findings suggest that food price movements should require much attention in monetary policymaking, especially that the country has taken preliminary steps towards the adoption of floating exchange rate regime.

Abstract Developing nations have a critical need to increase electricity supply. Sudan has much unrealized potential for generating solar energy, particularly in the northern region. This research study focuses on designing a 1-GW solar power station in northern Sudan using the PVsyst7.0 software program. To determine the appropriate location for the solar-energy station, 14 criteria were evaluated. This process is generic and suitable for use in any other country. The method for conducting cash-flow estimates and return on investment is illustrated in the economic evaluation. The city of Dongola, the capital of the northern state, was selected because of its high annual irradiance on a horizontal surface at ~2333.2 kWh/m2. The simulation results show that the annual optimum tilt angle of inclination for photovoltaic (PV) modules is 30°, the energy production is 1 979 259 MWh/yr and the average annual performance rate is 0.810. In addition, the electric power consumption per capita in Sudan is 269 kWh/yr, so the proposed solar power plant with 1 979 259 MWh/yr can provide energy to 7.4 million people per year annually and reduce carbon emissions by ~18 million tons of carbon dioxide per year. Economic calculations show that the levelized cost of electricity (LCOE) is $0.06/kWh, the discounted payback period is ~11 years and the net present value is $635 291 000. As a result, the proposed grid-connected PV solar plant is considered economically, technically and environmentally feasible in Sudan.

AbstractA new meta-heuristic Pathfinder Algorithm (PFA) is adopted in this paper for optimal allocation and simultaneous integration of a solar photovoltaic system among multi-laterals, called interline-photovoltaic (I-PV) system. At first, the performance of PFA is evaluated by solving the optimal allocation of distribution generation problem in IEEE 33- and 69-bus systems for loss minimization. The obtained results show that the performance of proposed PFA is superior to PSO, TLBO, CSA, and GOA and other approaches cited in literature. The comparison of different performance measures of 50 independent trail runs predominantly shows the effectiveness of PFA and its efficiency for global optima. Subsequently, PFA is implemented for determining the optimal I-PV configuration considering the resilience without compromising the various operational and radiality constraints. Different case studies are simulated and the impact of the I-PV system is analyzed in terms of voltage profile and voltage stability. The proposed optimal I-PV configuration resulted in loss reduction of 77.87% and 98.33% in IEEE 33- and 69-bus systems, respectively. Further, the reduced average voltage deviation index and increased voltage stability index result in an improved voltage profile and enhanced voltage stability margin in radial distribution systems and its suitability for practical applications.

Series connections of modules in cascaded multilevel converters are prone to power imbalances due to voltage differences on their DC side. When modules are connected to direct current (DC) sources, such as photovoltaic panels, the capability of withstanding power imbalances is crucial for generating the maximum power. In order to provide a possible solution for this requirement, this paper proposes a control strategy called Quadrature Voltage Compensation, which allows a wide range of power imbalances. The proposed control strategy regulates the power by introducing a circulating current between the arms and a phase angle in the output voltage. The impact of the circulating current and its effect on the phase voltage are studied. To highlight the features of the proposed strategy, an analytical model based on vector superposition is also described, demonstrating the strong capability of tolerating power differences. Finally, to validate the effectiveness of the Quadrature Voltage Compensation, simulation and experimental results are presented for a three-phase isolated multi-modular converter.

The prevalence of strong brands such as Coca-Cola, McDonald’s, Budweiser, and Marlboro in “vice” categories has important implications for regulators and consumers. While researchers in multiple disciplines have studied the effectiveness of anti-tobacco counter-marketing strategies, little attention has been given to how brand strength may moderate the efficacy of tactics such as excise taxes, usage restrictions, and educational advertising campaigns. In this research, we use a multiple discrete-continuous model to study the impact of anti-smoking techniques on smokers’ choices of brands and quantities. Our results suggest that while cigarette excise taxes decrease smoking rates, these taxes also result in a shift in market share towards stronger brands. Market leaders may be less affected by tax policies because their market power allows strong brands such as Marlboro to absorb rather than pass through increased taxes. In contrast, smoke-free restrictions cause a shift away from stronger brands. In terms of anti-smoking advertising we find minimal effects on brand choice and consumption. The findings highlight the importance of considering brand asymmetries when designing a policy portfolio cigarette tax hikes, smoke-free restrictions, and anti-smoking advertising campaigns.

The adoption of renewable energy technologies in developing nations is recognized to have positive environmental impacts; however, what are their effects on the electricity supply chain workers? This article provides a quantitative analysis on this question through a relatively new framework called social life cycle assessment, taking Malaysia as a case example. Impact assessments by the authors show that electricity from renewables has greater adverse impacts on supply chain workers than the conventional electricity mix: Electricity production with biomass requires 127% longer labor hours per unit-electricity under the risk of human rights violations, while the solar photovoltaic requires 95% longer labor hours per unit-electricity. However, our assessment also indicates that renewables have less impacts per dollar-spent. In fact, the impact of solar photovoltaic would be 60% less than the conventional mix when it attains grid parity. The answer of “are renewables as friendly to humans as to the environment?” is “not-yet, but eventually.”
