At the present stage of development, organizations play a leading role in society. Organizations are multifaceted and widely represented in various forms, such as enterprises, non-profit organizations, public authorities, associations of citizens or communities, international legal, economic, social institutions, police or security agencies, scientific societies, and so on. Most organizations today operate in a competitive environment that requires them to constantly develop and improve. The winner is the one who acts prudently and effectively. In this aspect, the strategic management of the organization’s development is critical to its existence in a competitive environment in the long run. The article substantiates the difference between the dynamics of organizational development of pre-trial investigation bodies from business organizations due to the lack of competition as the main determinant of such development. A comparative analysis of the definitions of strategy, strategic management and organizational development is presented in order to identify the specifics of strategic management of organizational development. Through a systematic analysis of regulations that define the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account when developing their development strategy. On the basis of the presented material the author’s definition of the concept of strategic management of development of bodies of pre-judicial investigation is offered. Based on the analysis, the European Foundation for Quality Management and 7s McKinsey’s contemporary evaluation models identify the main trends in organizational development, which in the future should be taken into account by pre-trial investigation bodies when developing their own development strategies. Conclusions are made about the prospects of further research in this direction.

Abstract Background: As part of a national plan to govern professional and organizational development in Norwegian specialist healthcare, the country’s hospital clinics are tasked with making development plans. Using the development plan as case, the paper analyses how managers navigate and legitimize the development plan process among central actors, and deals with the tension between governmental control and organizational autonomy in such strategy work.Method: This study applies a qualitative research design, triangulating different kinds of data. The study was performed in two steps: a) an analysis of various guidelines for development plans and how they are translated through the different levels of Norwegian specialist healthcare, and b) a single-case study of the process of developing a development plan at the clinical level. Findings: Findings shows that the development plan was shaped through a multilevel translation process consisting of different contending rationalities. At the clinical level, the management had difficulties legitimizing the process. Underlying tension between top-down and bottom-up steering challenged their involvement and made it difficult to manage the contingency of decisions. Conclusions: The findings are relevant to public sector managers working on strategy documents, as well as to policymakers identifying challenges that might hinder fulfillment of political intentions. This paper uses a case from Norway; however, the findings are of general interest. It contributes to the academic discussion on how to take account both the health authorities perspective and the organizational perspective in order to understand tensions between control and autonomy, applied to a functionally differentiated health care system.

Strategic management of development is crucial to the organization’s existence in a competitive environment in the long run. Continuous development enables organizations to adapt to the changes that are taking place in society, as well as to identify and develop their own strengths. Among organizations, there are those that do not operate in a competitive environment, but those are relied upon in view of important social tasks. In particular, such organizations include pre-trial investigation bodies, which are designed to ensure security along with law-and-order in society. The lack of a competitive environment for such bodies leads to the weakening of external factors – determinants of institutional development, but in terms of tasks and the role of law enforcement bodies in society, the constant development of law enforcement bodies is no less important than for business organizations. In modern management, sufficient attention is paid to the strategic administration of the development of enterprises, but the issues of strategic management of the development of pre-trial investigation bodies, taking into account the specifics of the tasks of such organizations, as well as their internal and external environment, are not paid any attention in the domestic literature, and it is paid fragmentary attention in the literature abroad. The article provides a theoretical study of epistemology of the concepts of «strategy», «strategic management» and «organizational development» in order to identify the specifics of strategic management of the development of organizations. By analyzing the normative legal acts that determine the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account during the elaboration of their development strategy. On the basis of the presented material, the authors’ own definition of «strategic management of the development of pre-trial investigation bodies» is proposed.

This article aims to discuss personnel management in terms of needs-oriented recruitment planning aspects in organizational development. The determinant of the success of a company is human or labor. Even labor provides the largest contribution to the success of a company compared to other factors such as capital, raw materials or machinery. However, not all workers can become productive workers. This workforce must be selected, placed, trained and assessed for their achievements and given appreciation for every achievement that they have contributed to the company. If the conditions of a company allow it to provide benefits or insurance to each of its workers, this will increase the workforce productivity. During its development, the company will face increasingly complex manpower problems, thus human resource management must be carried out professionally by a separate department within a company, namely the Human Resource Department. Human Resource Management or better known as Personnel Management is management that specializes in the field of personnel or in staffing.

The national debt has been increasing at a higher percentage than the GDP of the United States. Since the 2008 Global Financial Crisis, national increased dramatically since the country borrowed to finance its expenditures. Moreover, with the onset of the Covid-19 pandemic, national debt increased to 105% of the GDP. There have been worries about whether the national debt is a matter of concern, and many theories have been developed to explain national debt. The classical economists advocated for a     balanced budget where taxes finance government expenditure. Keynes argued that governments should borrow to finance their spending to avoid a decrease in demand. The pecking order theory argued that when businesses use all their retained earnings, they should prefer debts to equity to finance their    expenditures. Trade-off theory advocated for financing through debt because it is cheaper. Debt     payments of a company are deductible through tax, and less risk is involved when taking debt than    equity. Finally, the neoclassical economists assumed that government debt has a one-time maturity and pays the current interest rate. Using the concepts of these theories, it is clear that national debt should not be a matter of concern because it is cheaper to pay debt than equity and debt benefits a country in the long run.

This paper examines whether board function is associated with improved corporate performance. Path analysis is used to investigate the direct and indirect links between four performance variables and organization capital. A hypothesis is developed based upon the incorporation of knowledge-based resources. The idea is that the board of directors has monitoring and consultation functions, propelling organizational development. We use panel data with random effects for 1,355 firms listed on the Taiwan Stock Exchange from 2001 to 2012. The two-stage leastsquares method is used to explore the mediating effect among board function, organization capital and corporate performance. Both an aggregated model and the EP model are investigated specifying both a direct link and a mediated link with organization capital. It is concluded that the governance effect has a direct influence in the relationship between board function and corporate governance, and that organization capital is significantly associated with the performance variables. In terms of the counselling function of the board, inside directors are significantly related to dynamic capacity, which improves corporate performance for the long run.
