FEATURES OF STRATEGIC DEVELOPMENT MANAGEMENT OF PRE-INVESTIGATIVE INVESTIGATION BODIES

At the present stage of development, organizations play a leading role in society. Organizations are multifaceted and widely represented in various forms, such as enterprises, non-profit organizations, public authorities, associations of citizens or communities, international legal, economic, social institutions, police or security agencies, scientific societies, and so on. Most organizations today operate in a competitive environment that requires them to constantly develop and improve. The winner is the one who acts prudently and effectively. In this aspect, the strategic management of the organization’s development is critical to its existence in a competitive environment in the long run. The article substantiates the difference between the dynamics of organizational development of pre-trial investigation bodies from business organizations due to the lack of competition as the main determinant of such development. A comparative analysis of the definitions of strategy, strategic management and organizational development is presented in order to identify the specifics of strategic management of organizational development. Through a systematic analysis of regulations that define the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account when developing their development strategy. On the basis of the presented material the author’s definition of the concept of strategic management of development of bodies of pre-judicial investigation is offered. Based on the analysis, the European Foundation for Quality Management and 7s McKinsey’s contemporary evaluation models identify the main trends in organizational development, which in the future should be taken into account by pre-trial investigation bodies when developing their own development strategies. Conclusions are made about the prospects of further research in this direction.

Strategic management of development is crucial to the organization’s existence in a competitive environment in the long run. Continuous development enables organizations to adapt to the changes that are taking place in society, as well as to identify and develop their own strengths. Among organizations, there are those that do not operate in a competitive environment, but those are relied upon in view of important social tasks. In particular, such organizations include pre-trial investigation bodies, which are designed to ensure security along with law-and-order in society. The lack of a competitive environment for such bodies leads to the weakening of external factors – determinants of institutional development, but in terms of tasks and the role of law enforcement bodies in society, the constant development of law enforcement bodies is no less important than for business organizations. In modern management, sufficient attention is paid to the strategic administration of the development of enterprises, but the issues of strategic management of the development of pre-trial investigation bodies, taking into account the specifics of the tasks of such organizations, as well as their internal and external environment, are not paid any attention in the domestic literature, and it is paid fragmentary attention in the literature abroad. The article provides a theoretical study of epistemology of the concepts of «strategy», «strategic management» and «organizational development» in order to identify the specifics of strategic management of the development of organizations. By analyzing the normative legal acts that determine the main tasks of pre-trial investigation bodies, the strategic goals of such bodies are identified, which should be taken into account during the elaboration of their development strategy. On the basis of the presented material, the authors’ own definition of «strategic management of the development of pre-trial investigation bodies» is proposed.

The aim of the study is to study the experience of implementing cluster policy in the Russian Federation and offer recommendations for improving cluster policy and strengthening cluster processes. The article presents the results of the analysis of clusters and cluster policy in Russia. During the research, general scientific and special methods are used: analysis and synthesis, comparison and generalization, system analysis. As a result of the study, the driving forces of the functioning of clusters, the risks of implementing cluster policy in Russia and a list of limiting factors when choosing clusters-objects for financing are identified. The article reveals the peculiarities of cluster policy in Russia and gives recommendations for conducting cluster policy based on the domestic experience of clustering. In contrast to the existing ones, the recommendations proposed in the article are novel, since they take into account the current stage of development at which cluster associations in Russia are located. When developing the recommendations, the latest trends in the organizational development of clusters in an innovative economy are taken into account. The presented developments will be useful to public authorities in the formation of regional programs for the development of clusters in the regional economy, as well as for making decisions on the support of clusters

Annotation. Introduction. Strategic management of the region – management activities aimed at achieving the goals in an unstable competitive market environment, including diagnostic analysis of the region. Purpose. The aim of the article is to study the management of regional development in the system of state regional policy at different levels, which is the prerogative of functional management of the region, identifying problems and forecasting socio-economic development of the region, developing strategies and ways to improve state regional policy in transformational conditions. Results. State regional policy in Ukraine allows to consider the composition of subsystems of the region on the basis of the theory of organization, can serve as a basis for systematic analysis of the region depending on the scale of management, production capacity, population and market infrastructure. The basis of regional planning is a reasonable formation of its goals and criteria. The development strategy of the region should be based on the theory of program-target management and provide for setting strategic and tactical goals, as well as criteria for achieving them – quantitative indicators that determine the extent or composition of the assessment of the goal compared to other possible options for regional development. Conclusions. At present, the sphere of the state regional policy is being reformed, which should take into account the provision of balanced development of the state and its regions. Asymmetry and problems of development of the territories of Ukraine are connected with many negative phenomena. The state regional policy should be aimed at creating a single integrated space, taking into account the European experience and new approaches to its improvement. Difficult economic situation in the region; budget problems do not allow for expanded production, so it is advisable to apply strategies of “fire extinguishing”, “retreat”, “guerrilla warfare”, “reduction” and “elimination”. This chapter addresses the sustainability of debt. A systematic analysis based on the International Monetary Fund's (IMF) methodology to evaluate fiscal sustainability shows that Castile was able to service its debts in the long run. While liquidity was scarce during periods of intense warfare, years of relative peace brought large surpluses. The data collected from Castile's annual fiscal accounts produced new yearly series of revenue, military expenditure, short-term debt issues, and short-term debt service. The resulting database spans a full 31-year period—enough to employ modern quantitative techniques. This analysis provides strong evidence that Castile's fiscal position in the second half of the sixteenth century was on a solid footing. The chapter then assesses whether the events that led to major downturns in Castile's financial fortunes could have been anticipated.

The major thrust of the present paper, pertaining to employees growth and development at work, attempts a systematic analysis of attitudinal outcomes and performance improvement due to psychological capital. The constructs, namely psychological capital, and work attitudes like job involvement, job satisfaction, organizational commitment, cynicism, and turnover intention have been described. Based on far reaching Indian as well as western literature and findings, it is suggested that psychological capital would be positively related to desirable attitudes like job satisfaction, organizational commitment, and job involvement whereas negatively related to undesirable attitudes like organizational cynicisms and turnover intention. Through extensive literature and findings, the researcher is aiming to formulate a conceptual model of psychological capital based on propositions and to show how psychological capital is related to job attitudes. With respect to organizational development, this paper also covers practical implication where systematic intervention of psychological capital is given utmost priority. With reference to various organizations and workplaces, how psychological capital can be applied in a scientific direction through proper training, workshop, and web-based programme in order to promote healthy and balanced life.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

The objective of this study is to broaden understanding of how vulnerability is shaped more by social, cultural, and religious institutions than by individual life circumstances, exploring the case of Palestinian-Israeli single mothers’ relationships with men. Research often determines the vulnerability of a group, such as women migrants from an ethnic minority, by specific demographic characteristics. This common assumption has been challenged by calls to understand vulnerability as social processes intersecting with the action of the state and other social institutions. The study provides a nuanced examination of the social processes through which Palestinian-Israeli single mothers are simultaneously forbidden from and coerced into having relationships with men, drawing on a systematic analysis of data from semi-structured, in-depth interviews of 36 Palestinian-Israeli single mothers. The analysis exposed several mechanisms which forbid single mothers from having relationships with men, alongside mechanisms that permit, often even coerce, such relationships. These mechanisms are embedded in interrelated structural factors—massive differences in gender power relations, vast gender economic disparities, inability of most single mothers to support their families independently, and state policy of non-intervention in domestic affairs of ethnic minorities, and create a state of “dangerous vulnerability.”

- The years to come are going to be very complex for global economies, a true challenge for industrial policy and corporate decisions. The first priority has been to ensure financial stability and to mitigate the credit crunch effects on economies, but a new strategic issue has to be put rapidly in place: the public rescue policy for economies and corporates. All measures must be taken to avoid the disruption of societies and economies, and this effort needs to be coordinated at the European and international level. In the short term, Italian industries will be less affected due to a higher flexibility and a less procyclical banking effect, but they will be very vulnerable in the long run because of the fragility of the corporate structure. More than other countries, Italy needs rapid action and a strategic political approach. Research and innovation are a must, and universities have to play a leading role in this phase. The article is devoted to the analysis of the problems of a social security modern discourse formation in the framework of a philosophical discussion of the transformation processes of the formation vector of the state security policy. The task of the article, according to the author, is to present the problem of security in conditions when it ceases to be understood, as a concept associated with the idea of preserving the integrity of a state or nation, and functions as a phenomenon with the broadest possible social parameters. Using the methodology of phenomenological, hermeneutic and comparative analysis, the new areas of security research, common difference of which is social and personal orientation are analyzed. The author pays attention to the features of the methodology of works reflecting the point of view of the modern state, works related to the development of a systematic approach to security, works based on an axiological approach and concludes that, despite the expansion of security interpretations, all these approaches retain a common ideological foundation. presupposing the need to preserve the leading role of the state in the field of social security, including the security of the individual and society and the state. All these approaches are based on the policy of responding to emerging threats to the Russian state and do not reflect the needs of a comprehensive strategic goal-setting covering the sphere of socio-economic development of the social system. This circumstance, according to the author, leads to the formation of a security strategy that exists only in the name of protecting the state and does not imply feedback between the state and the social institutions that the state is going to protect, which leads to the ineffectiveness of modern protection measures and the need to find new ways to justify the need for this protection, a new definition of its content and essence
