Disputes and dispute resolutions are part and parcel of any functional industrial relations system. Therefore, the need to resolve them equitably, efficiently and effectively for the benefit of the actors is of paramount importance. The objective of this study is to examine the State intervention in dispute settlement and its contributions in peaceful resolution of disputes in Nigeria. The paper adopted the qualitative research approach. Relevant data were collected from the Lagos offices of the Federal Ministry of Labour and Employment, the Industrial Arbitration Panel and the National Industrial Court. The study found that the various pieces of legislation enacted by the State have positively impacted on the settlement of Industrial Disputes in Nigeria. However, it was observed that despite the positive contributions, there are still some areas for improvement. The study therefore made the following recommendations; that the powers of the Minister of Labour and Employment should be restricted to create an enabling industrial relations environment for the actors and that the parties to disputes should be allowed the choice of which method of disputes settlement to use among other recommendations.

<p>The purpose of this thesis is to examine the response of secondary school teachers to the Tomorrow's Schools education reforms. Their early response was made largely through their union, the Post Primary Teachers' Association (PPTA), in an industrial relations setting as the reform proposals were in development and taking their final shape. The interaction between the professional project of these teachers with the proposed reforms produced an outcome for secondary school education shaped by the interaction, rather than just by the reforms themselves. A case study situated at the intersection of industrial relations, state sector and education restructurings during the period 1984-1989 is the focus of the thesis. The argument is located within French regulationalist theory. The concept of the Keynesian Welfare National State provides a means for connecting education as part of the mode of regulation with the role of the state in New Zealand. The Fourth Labour Government entered into a political project that shifted the role of the state in the economy and society. The roots of the project lay in the discourse of economic rationalism. Policy resulting from this discourse was put into operation through legislation affecting all parts of the state. In education, the discourse of economic rationalism introduced a new approach, the values of which were at odds with those of the previous education settlement of the Keynesian Welfare National State. The object of the thesis is to trace the process of change within the secondary schools sector of education through the years 1984-1989 as the two different sets of values interacted. The assumption is made that institutional change results from a dynamic interaction between new ideas and continuities and discontinuities with the past. This allows for the possibility of the effects of agency on public policy. Analysis focuses on a series of industrial negotiations between the PPTA and the State Services Commission, the negotiating body for government. They took place as various government policy documents and resulting legislation altered the positioning of teachers within the state. The negotiations were of such a character that the educational discourses of economic rationalism and the education settlement of the Keynesian Welfare National State came into conflict and were debated at length. The thesis concludes that, by the end of the negotiations and despite the introduction of legislation on education, the values of secondary teachers remained substantially unchanged and in opposition to the intent of the government reforms.</p>

The role of the state in the family has been increasing, arguably,since the beginning of modern history. Historical sociologists like CarleZimmerman suggested that modern history has been characterizedby a gradual increase in the power of the state and that this growthis inversely proportionate to the declining importance of the family.The very field and concept of “family policy” presupposes that the fa-mily is a legitimate sphere of life for state intervention and activity. Yetthe intervention of the state may be like the touch of Midas: that whichit touches it destroys. If scholars like Zimmerman are correct, then themore the state intervenes in the family, the more we can expect the fa-mily to decline. This is borne out by recent experience, and very logicalreasons may be adduced for this and very clear manifestations in are-as like family integrity, parental rights, child welfare, and the increasein family-connected bureaucracies associated with the welfare state.Often our only acceptable response to the problems created by govern-ment intervention is more government intervention. Not only can thecure be worse than the disease; the cure canbe the disease. The resultis ever-more-powerful and ever-more-intrusive government bureaucracy– all purporting to solve the problems created by the previously policiesand the previous bureaucracy. The only way to break this vicious cycle isto discard some of our sacred assumptions about what constitutes familyhealth and to accept a new understanding of the relations between thefamily and the state.

The liberalization of industrial relations has become a generalized phenomenon in advanced capitalist societies. This raises at least three issues that are the subject of this review. First, what is the balance between continuity and change in industrial relations? Second, what is driving change, and in particular, what role is played by shifts in capitalist growth models that have taken place over the last three decades? Third, what does this tell us about the role of political regulation in industrial relations change? This review suggests that scholars need to rethink the role of industrial relations institutions, specifically their ability to shape and mitigate the impact of broad transformations in types of economic growth and the balance of class power. It argues that liberalization of industrial relations and the instability of emerging capitalist growth models highlight the centrality of political regulation and the role of the state in market-making and institution-building.

Creation of an industrial culture is always a slow and difficult process, especially for high-tech industries in backward areas. In such circumstances, what is the role of the state government and the management in creating this culture? What parameters should be used to evaluate demands for wage rise? To promote and foster healthy industrial relations, Kher emphasizes the need to educate the workers in fair negotiation practices while Shelat elaborates on the role of the state government in ensuring an ideal industrial climate. Joseph highlights the role of systematic grievance handling procedures whereas Sarkar observes that faulty recruitment policy combined with the promotion of an internal trade union are sure indicators of deficient personnel management. Removing barriers to communication: between workers and the manageme~t and introducing participative rrianagament will contribute to better industrial relations concludes Saha.

<p>The minimum wage is an essential issue for workers in Indonesia. Employers still apply the minimum wage to all workers, regardless of their experience. Further, the calculation of the minimum wage is still based on an estimate for single workers. This calculation can mean that a worker is unable to meet the daily needs of their dependent family. Workers in Indonesia are trapped in debt and poverty. The minimum wage in Indonesia is intended as a safety net to prevent workers from falling into poverty, with workers’ welfare the responsibility of the state.  This study aims to examine the role of the state in determining the minimum wage policy. The outcomes of this process cannot be separated from the strength of workers and employers to communicate their interests. As a semi-peripheral country within the international division of labour, the minimum wage policy in Indonesia is influenced by the interests of international capital. This qualitative study uses the capitalist state theories of Miliband, Poulantzas, and Jessop to examine the role of the state and worker-employer relations, and the influence of the international market on determining minimum wage policy in Indonesia -with world-systems analysis also drawn on to investigate the international market context.  Overall, this study proves that wage rates are the result of the struggle of the agency, i.e. workers, employers, and government personnel through various institutions, regulatory products and laws. The various regulations and institutions of the state ensure that the struggle between these interest groups takes place in a way that does not endanger capitalism as the prevailing economic and political system. For workers, the struggle for increased wages occurs at two levels. Firstly through tripartite institutions -Institutions where workers, employers and government representatives negotiate wages and other industrial relations issues- and laws that are created by the state to limit struggles around the wage rate. Secondly, through a larger, democratic space in strikes or demonstrations are staged. Employers mostly pursue their interests through parliamentary, tripartite institutions and through occupying prominent positions in government structures. International markets affect the determining of wage policy through the actions of international and regional institutions that provide access to overseas debt, and who stipulate the conditions to be followed by the Indonesian government in receipt of this debt.</p>

This paper analyses the continuities and discontinuities regarding the concept of structural change in Latin American structuralism and neo-structuralism and considers the global context in which these ideas and their variations are produced. In this sense, the transformations of capitalism from 1950 onwards are taken into account as are the diagnoses and strategies promoted by the ECLAC to ultimately achieve structural change through structuralism and neo-structuralism. How the role of the state is conceived in each of these contexts and the consequences derived from state intervention to promote the structural change are also analysed.

Tourism based on astrofiqh or Islamic astrotourism is generally a recently developing sector in the whole world. Malaysia is no exception in advancing this sector to help generate national revenue. However, astrotourism is considered difficult to develop as Malaysia is said to be not quite ready to go toward that direction due to limited ability and resources. Thus, this research aims to identify the role of the State Mufti Department in developing the astrotourism sector in Malaysia. This research discusses astrotourism attraction available in Malaysia. The research approach is qualitative with case study design using document analysis and observation. Research results find that the State Mufti Department plays its role in developing the astrotourism sector through its own tourist attraction, involving a number of places in the respective States with historical, archaeological and astronomical elements, such as observatory, planetarium and dark sky area, besides organised programs on astronomy all year round. All these can be further developed and advanced to increase public awareness of astrofiqh, at once helping to increase national revenue through the programs and services provided.
