The article is devoted to analysis of the criminogenic characteristics of the insurance industry taking into account the information characterizing the most significant criminal cases in the insurance industry in the period from 2017 to April 2019, and put on a control in Main directorate of economic security and combating the corruption of the Russian Federation. Examples of information characterizing individual elements of crime in the process of making management decisions on the operational and investigative activities in economic security and anti-corruption units to combat crimes in the sphere of insurance. Taking into account the results obtained, the authors conclude that it is important to protect state interests in subsidizing agricultural risk insurance.

The article analyzes the problems of the manifestation of risks of shadow and criminal activity in the life support system of citizens of the Russian Federation, the dissemination of which requires the development of effective measures to prevent and eliminate them. The most important issue is the formation of an effective economic security system with an emphasis on the new quality of life support for citizens of the Russian Federation in an adequate combination with the high growth rate of NTP in the Russian economy. The new technological structure emerging from the new achievements of scientific and technological progress involves the harmonization of the pace of scientific and technological development, combined with an adequate improvement in the quality of life support for citizens performing such achievements. Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

The advent of the electronic currency and the effecting of electronic payments has caused new forms of thefts and types of acquisitive crimes. The judicial investigative practice of criminal cases of embezzlement committed using bank cards and other types of electronic payments has encountered problems with the qualification of such acts. The author identifies the most common enforcement problemsand their causesby a retrospective study of judicial practice, the changing norms of the criminal law. At the same time, a ten-year period of work of the judicial investigating authorities was studied. On the basis of traditional general scientific methods of cognition, as a result of a system-legal analysis of the considered set of specific situations, the author gives an author's view of the complex of causes that cause a lack of uniformity in judicial investigative practice. Using the hermeneutic approach, the author paid special attention to the application by the courts of the interpretation of the criminal law by the Plenum of the Supreme Court of the Russian Federation in different years. In conclusion, ways of resolving contentious issues of qualification of thefts and fraud in the field of electronic means of payment are proposed. It has been ascertained that high-quality and uniform law enforcement can provide additional clarification on the delimitation of related and competing theft from the Plenum of the Supreme Court of the Russian Federation. It is concluded that in general, the current concept of the Plenum of the Supreme Court of the Russian Federation does not contain contradictions with the novels of the criminal law, but can be improved. The rationale and edition of possible additions to the relevant decision of the Plenum of the Supreme Court of the Russian Federation are given.

The article analyzes threats to regional economic security caused by a high degree of centralization of revenues at the Federation level with decentralization of expenditure obligations. The influence of the global economy on the formation of the revenues of the federal budget and the budgets of the subjects of the Russian Federation is determined. On the basis of quantitative and qualitative expert sociological surveys, the article presents a model of anti-corruption education in Russia. This model is formed by seven main elements: basis, principles, subjects, objects, methods and means, content of materials (semantic orientation), indicators of the effectiveness of anti-corruption education. Comparing the obtained sociological data characterizing these elements with the corresponding elements of the anti-corruption mechanism enshrined in the current regulatory legal acts of the Russian Federation, the authors identified a number of inconsistencies. They concern, first of all, the principles, subjects of implementation of anti-corruption education, as well as indicators for assessing its effectiveness. For example, experts suggest using non-statutory principles of financial support and standardization of materials presented in the framework of such education when conducting anti-corruption education. At the same time, for the optimization of management decisions in the field of anti-corruption education, scientific and practical interest and contradictions identified within the obtained sociological data are of interest. Such contradictions are most clearly traced in relation to the subjects and objects of anti-corruption education.
