The article proposes to evaluate the conditions of educational activities, which ensure the quality of education, during public accreditation of an educational organization. The approach is based on the use of the mechanism of external independent evaluation, conducted by a public organization, to determine the level of an educational organization in order to promote consistent improvement in the quality of the processes of providing and implementing educational activities. A number of indicators that can be expressed quantitatively are proposed. The work of the educational organization to ensure the quality of education in this case can be evaluated on the basis of the proposed indicators.

In order to ensure successful innovative development of Latvian mechanical engineering and metalworking industry, quality of human resources is one of the important task. First of all, it is necessary to name health of people working in the industry. In Latvia a number of occupational diseases increased, with the greatest growth taking place in manufacturing industry, integral part of which is the engineering and metalworking industry. The problem of accidents at work is also urgent, the number of diseases caused by growing stress. Taking into consideration difficult demographic situation in Latvia and the existing problems in labor market, this situation requires special attention. In the article, the author substantiates the importance and prospects of the development of health tourism as an important factor in maintaining the health and working ability of workers in engineering industry.

The article refers to the use of a system for assessing educational achievements of students as an important component of the evaluative competence of a teacher. The use of different methods of formative and summative assessment in the teacher’s evaluating activity is very important for the objectivity of evaluating all planned results, which leads to an increase in the quality of students’ learning. The article considers the comparison of the content of formative and summative assessment Modern quality of education focuses on teachers’ readiness to solve professional tasks of both teaching activities and tasks related to the assessment of educational achievements, which undoubtedly contributes to the development of evaluation competence of the teacher himself. In order for the educational activity to be effective, it is important to constantly monitor and evaluate the educational results of students in accordance with the set learning objectives. Relevance. Currently, the most popular public administration mechanism in the field of education is the assessment of the quality of educational services rendered, an important component of which is an independent assessment of the quality of conditions for implementing educational activities. The use of the ECSI methodology based on structural equation modeling (SEM) can make an important contribution to the development of mechanisms for the independent assessment of the quality of education (IAQE). The research purpose is to study the possibilities of using the method of statistical data analysis for an independent assessment of the quality of conditions for implementing educational activities in the process of clarifying and confirming the results of monitoring studies in education. Materials and methods. Structural equation modeling was used to study data obtained in 1,143 educational institutions of the Sverdlovsk region (Russian Federation) located in 30 municipal districts, 25 cities, 4 closed administrative-territorial entities. The general population of respondents selected for the IAQE was 350,950 people, including parents (legal representatives) – 298,485 people (85%) and students aged over 14 – 52,465 people (15%). Research results. An original methodology for statistical analysis of data from an independent assessment of the quality of education has been developed. The method of structural equation modeling revealed statistically significant links between indicators with integral criteria of structural SEM-models of the IAQE. In particular, the structural SEM-model of the IAQE has a single negative value of the regression coefficient r=-1.32 for the indicator "Availability of information about the organization's teachers on its official website", and the structural SEM-model of the IAQE criterion "Comfort of the conditions in which educational activities are carried out" found the smallest value of the regression coefficient r=0.36 for the indicator "Availability of conditions for organizing the training and education of students with disabilities and disabled people". These results of the statistical analysis of the IAQE allow identifying directions for improving educational and management practices in the region. Conclusion. The developed original methodology can be used to clarify and confirm the results of monitoring studies in the field of independent assessment of the quality of conditions for implementing educational activities in the regions, especially in cases of any questions about the results of the studies conducted and obtaining controversial results.

The quality of processed workpieces is affected directly by the precision of the linear stage. Therefore, the linear displacement calibration of machine tools must be implemented before delivery and after employment for a period of time. How to perform a precise calibration with high inspection efficiency is a critical issue in the precision mechanical engineering industry. In this study, the self-developed system integrated by the measurement module based on the common path Fabry–Pérot interferometer for linear displacement and the auto-alignment module for optical axes was proposed to realize the automatic linear displacement calibration of the linear stages. The measurement performance of the developed structure was verified experimentally. With the auto-alignment module, the cosine error was reduced to 0.36 nm and the entire procedure accomplished within 75 s without the limitation of the perceived resolution of the human eye, operational experience, and the risk of misalignment and broken cable. According to the comparison of experimental results for the linear displacement, the repeatability of the proposed measurement module was less than 0.171 μm. After the compensation procedure according to the linear displacement calibration, the systematic positional deviation, repeatability, and accuracy of the linear axis could be improved to 4 μm, 1 μm, and 5 μm respectively. Hence, the calibration efficiency can be improved by 80% with the proposed compact system, which is beneficial for the linear displacement calibration of machine tools in the precision mechanical engineering industry.

The paper analyzes the existing basic forms of training for forensic experts of the internal affairs bodies of the Russian Federation. The issues related to the peculiarity of the forms of organizing educational activities, forms of organizing the pedagogical process, the use of methods and techniques for teaching students the basics of forensic expertise are considered. Some suggestions for organizing personal pedagogical activities at the proper level are given. Purpose: to analyze some problems in the training of experts for the Ministry of Internal Affairs of Russia and to formulate proposals for overcoming them. Methods: the author uses dialectic, analysis, synthesis, comparison, induction, deduction, structural, modeling methods. Results: when analyzing the existing forms of organization of educational activities in the training of experts for the Ministry of Internal Affairs of Russia, some problems have been identified and proposals have been formulated to improve the quality of education.

Our country relies on system of education in its development. The laws of Ukraine “On Higher Education” (2014) and “On Education” (2017) were adopted. The philosophical aspect of topical trends in education is considered in life-long helping an individual to fulfil him/herself as a professional citizen and personality. It is obvious, that in such case, the access to education and educational services should increase. This fact exacerbates the issue of improving the quality of education. One of the directions of increasing the quality of education is to increase the quality of educational activities. An important reserve for the quality of educational activities is the constructive interaction of participants in the educational process. The article analyses the nature of interaction of the parties to the educational process in the context of their educational activities. The structure of optimal self-organization of the parties’ educational activities is determined. The problems in studying the quality of educational activities are stated. The conditions, factors and criteria determining the nature of the interaction of educational activity parties are described. The conditions of educational process development in the higher schools are determined by its nature: the educational process based on the research basis, the interaction between the parties, the practice-aimed educational process. The conditions of development of educational process parties’ interaction are determined by interdependence of processes being the basis of their educational activities self-organization. The important criteria for constructive nature of the parties’ interaction in the educational process include benevolence, openness, impartiality, aspiration for perfection, and activity. Higher education reform can not take place without the continuous growth of higher education quality. Higher education should become even more powerful source of development of our country.

Introduction. Quality management of educational services is impossible without feedback from employers, graduates, and parents of students. Analysis of their opinions will help identify weaknesses in the educational process of the University, for the subsequent formation of a roadmap for managing the quality of education. The purpose of the study: to develop recommendations for improving the quality of education of students of the technical University by identifying dissatisfaction with professional, labor and socio-cultural training. Materials and methods. 1261 interested persons took part in the survey, including: 386 graduates (representatives of 225 enterprises and organizations), representatives of employers – 265 people (representatives of 173 enterprises and organizations), parents of students – 610 people. The quality of educational process was assessed by satisfaction with educational activities and satisfaction with the socio-cultural environment of the university. Research results. The results of the level of satisfaction with the quality of educational activities are analyzed, in particular: the level of satisfaction of graduates ranged from 66 to 88%, the greatest dissatisfaction is associated with the organization of practices, research work and the material and technical base of the University. Employers are more dissatisfied with the professional training of graduates, in particular bachelors. More than 70% of employers say that specialists are much better prepared to perform their work functions. In terms of assessing the socio-cultural environment, the satisfaction of students' parents ranged from 49 to 72%. The main comments are related to financial incentives (scholarships, surcharges), as well as the organization of leisure and recreation. The practical significance is to identify the most pressing issues that are not always obvious when viewed from the "inside" of the organization. Many problems are typical for higher education institutions in General, so the results of this study can be useful and applicable for internal audits, in-house surveys, and improving the quality of educational services in other universities.

In the paper it notes: the quality of education is a series of systemic-social qualities and characteristics that define the system of education adopted requirements, social norms, the state educational standards. The authors believe that quality education depends on the quality of requirements (goals, standards and norms), quality resources (programs, personnel potential, contingent of entrants, logistics, Finance, etc.) and the quality of the educational process (scientific and educational activities, management, educational technology), which directly provide the training. The novelty of this work is that the country's accession to the Bologna process has resulted in the need for corresponding harmonization of the current quality assurance system of higher education to the commitments made. Quality assurance of higher education at the state level is achieved by development of normative-legal, organizational, methodological and other documents regulating the system of state quality control of education. The authors note that in the implementation of many activities that should contribute to quality assurance in higher education. The subject of the study is that the current quality assurance system (external expert evaluation of activities of higher education institutions) is now at the stage adaptation of the national system of quality assurance standards and guide lines for quality assurance in the European higher educatio narea. In particular, the formation of the monitoring system and definition of rating of higher educational institutions, which in the assessment activities of the University focuses on international indicators (indicators). Even today, some universities are turning to international accreditation agencies. The study's findings is that the system of legal acts regulating the functioning of higher education, while maintaining a certain level of state regulation of activities in the field of higher education, provides an opportunity to ensure greater compliance with the professional qualification level of training of specialists for the requirements of the social division of labor and mobility system of training of specialists on the labor market. At the same time, the analysis of normative-legal acts on higher education shows that, despite the progressive legal instruments adopted in recent years aimed at the development of the education system, they still characterized by inconsistency, ambiguity, and the impossibility of monitoring the implementation of certain provisions. For the solution of problems a rising in the process of quality management of higher education, the need for further improvement and development framework. Important measure to improve the quality of education and management is the implementation of quality management systems in higher education institutions.

Among the existing personnel, teachers are the frontline in determining the quality of education. Teachers every day face to face with students in the learning process. Therefore qualified teachers are needed by every school. Improving the quality of education in schools requires professional and systematic education in achieving their goals. The effectiveness of educational activities in a school is influenced by the number of variables (both related to personal, operational, and material aspects) that need to get continuous coaching and development. The process of coaching and developing the whole situation is an education supervision study. The principal as the school leader has the obligation to foster the ability of the teachers.
