In order to help offset continuing environmental degradation in the 21st century, humans will have to significantly alter their habits (Howard, 2000; Oskamp, 2000; Winter, 2000). These altered habits cannot consist of merely doing the right thing every now and then; rather, they must be consistent, persistent efforts to move away from inherently wasteful and damaging behaviours and to move towards conservation-oriented or environmentally responsible behaviours (ERB). This environmentally responsible behaviour requires continuous motivation and training. This rigorous motivation and training to whole society cannot be provided by the government alone. But this can be implemented by the organisations to enhance organisational culture and societal wellbeing. In this context current article investigates the factors influencing employee green behaviour in Rashtriya Ispat Nigam Ltd. In the 21st century is a disruptive era, millennial era, digital age. Information technology and science develop. This development was followed by the development of the human generation, namely generazi Z. This generation is technology literate, multitalent, and creative. In the world of education of course this makes a very extraordinary impact. Arabic language teachers as one of the components of education must follow the flow of globalization. Arabic teachers face many challenges in this era. Therefore there is a standard for Arabic teacher competencies. In the standardization, of course there are efforts made by the government, agencies, institutions and individual teachers in developing and training their competencies. Therefore this paper is a literary paper that discusses how the challenges faced by Arabic language teachers in the 21st century, then the competency standards of 21st century Arabic language teacher as well as the efforts made to develop them.

Sir Francis Akanu Ibiam KCMG, KBE (1906-1995) was a distinguished medical missionary who was appointed Governor of Eastern Region, nigeria from December 1960 until January 1966 during the nigerian First Republic. From 1919 to 1951 he was known as Francis Ibiam, and from 1951 to 1967 as Sir Francis Ibiam. This article explores his profile; the profile of a man whose contribution as a medical doctor, a missionary doctor, an educationist, a statesman and a churchman is outstanding, hence inspiring to the new crop of leadership in Africa of the 21st  century. Was he too emotional when conducting his political discourses? Did he make the right choices all along? Does his role in the Biafra War of 1967 with the government of nigeria smack of his main weakness as a public servant? nevertheless, he comes out in this article as one of the early pre-colonial professionals in Africa who had received a quality education during the dark days of African history, who had worked hard to remain relevant in their days; and who are indeed relevant in the 21st century. In Francis Ibiam, the article shows a decisive leader who chose to work for the church rather than the colonial government, thereby making a strong statement that the church can be developed into an alternative forum of progress, a kind of alternative government where the deprived can still find justice, a job and other lifetime comforts. Despite the article being greatly indebted to Agwu Kalu’s book, Dr ibiam: The challenge of his life (1986), it has also derived materials from the internet and other published works. Certainly, it is geared towards celebrating a leader who had a mission beyond ecclesia.

From 2016, the powerful and permanent ideological impact of the Russian messages on the global community is perceived as one of the most important challenges for the western civilization at the beginning of the 21st century. It is without a doubt that the challenge is more acute for the so-called “young democracies”. Georgia is considered to be one of such states. Thus, we have decided to use Georgia as the example to discuss the general essence of propaganda, the mechanisms of its use, the level of resistance by the local societies towards it and the influence that this phenomenon can have on a small country. There is no doubt that the success of the propagandist attacks on the sovereignty of a state directly depends on the level of trust of the wide layers of the society towards the governmental structures of the target state. The higher the level of mistrust, the more successful is the propagandist campaign conducted against a state, and vice versa: the higher the level of adequacy between the government and society, stronger the society is in withstanding the propagandist attacks. In case of Georgia, the ideological frame of the Georgian society is saturated by the mix of the right-conservative ideas with the left-socialist directions, where all the narratives of outside political actors definitely find their support. Based on this, we can suppose that their rhetoric places the society at the risk of negative radicalization

Indonesia as the largest country in ASEAN with more than 240 million population in 500 cities and 17 thousand islands, needs various efforts in conducting the 2015 ASEAN Community socialization. Effective socialization cannot only rely on conventional methods as previously carried out by agencies related to socialization through seminars to local governments, universities, schools, and other public organizations, as well as the installation of banners and billboards in public places. To support socialization to be more effective and efficient, it can be helped by using mass media, especially online media. Online media is chosen related to the development of ICT and public connectivity, which generally can access news via the internet or gadgets that are owned. The lag behind the public information about the implementation of the 2015 ASEAN Community in December 2015 cannot be separated from geographical, demographic, and information dissemination that is less equitable from the relevant agencies. This phenomenon is an obstacle in the readiness to implement the ASEAN Community. While the readiness of the government and the public is expected to be able to compete with other ASEAN member countries regarding the era of competition that will be implemented. PKM activities with the theme "Socialization and Training of Access to Information on ASEAN Community through New Media by New Students in Bhakti Luhur Ciputat Special School" in June 2016 were intended to increase their knowledge and insight. This is because many of them do not know the information related to the ASEAN program or agenda, especially those related to free competition by ASEAN Community which has begun this year. Students who have limitations (physical or mental) also have the right to get information related to ASEAN Community so that they are more motivated to equip themselves with knowledge and skills to be independent and compete in the upcoming ASEAN Community era.

The article analyzes the problems of violence against children. The essence and content of the complex of influences of risk factors are revealed, among which, first of all, there are: pedagogical neglect; social neglect and abnormalities in the child’s health. Victim features of adolescents are characterized. It has been argued that violence violates many of the rights of those protected by international human rights law. The government is responsible for taking measures to eliminate violence and provide equal protection for victims of violence. It is substantiated that the state should also take care of the development and proper functioning of social and psychological services, training of qualified psychologists and social educators, because their activities should bring the broadest and most effective results in solving the problem of domestic violence among Ukrainian families. Every child is guaranteed the right to liberty, security of person, protection of dignity and the best interests of the child. It has been shown that child abuse can include any act of violence, neglect, abuse or inability, unwillingness or inability to raise and care for children from parents or others, leading to actual or potential harm to the child. This problem at the present stage is quite acute and requires research and practical action. It is emphasized that in the 21st century, society must realize that violence against children is a problem of society as a whole. It is proposed to introduce the obligation of everyone to report the offenses committed against children that cause moral or material damage, damage to physical, mental health, moral development of the child. A timely response to reports of violence and other wrongdoing against children will undoubtedly contribute to preventive measures aimed at eliminating, blocking and neutralizing the determinants of their wrongdoing. At the same time, children themselves must be aware of their right to protection from all forms of violence. It is emphasized that in the 21st century, society must realize that violence against children is a problem of society as a whole. It is proposed to introduce the obligation of everyone to report the offenses committed against children that cause moral or material damage, damage to physical, mental health, moral development of the child.

Vehicle operating cost is the cost that haulers incur in rendering freight services. This cost is influenced by operational, economic, fixed asset, and institutional factors. Haulage firms must take the right decision on these factors to minimize the vehicle operating cost and increase their profit. This study examines the factors determining the vehicle operating costs of haulage firms in Nigeria. The data for this study was obtained through the administration of structured questionnaires randomly on 337 respondents out of 2154 staff in the 8 selected registered haulage firms having their headquarters in Lagos, Nigeria. The questionnaire was used to collect information on components of truck operation influencing vehicle operating costs. The result of the OLS multiple regression model shows that all the factors were significant and predict vehicle operating costs but to a varying extent. The coefficients of significant factors were wages (β = 0.324; p ≤ 0.01), empty running (β = 0.297; p ≤ 0.01), fleet size (β = 0.264; p ≤ 0.01), training (β = -0.201; p ≤ 0.01), weight of freight (β = 0.145; p ≤ 0.01), drivers experience (β = 0.132; p ≤ 0.01), vehicle age (β = 0.111; p ≤ 0.05), administrative fee (β = 0.100; p ≤ 0.05) and maintenance (β = 0.096; p ≤ 0.05) influence vehicle operating costs of haulage firms respectively. The study concluded that driver’s wages, empty running, fleet size, and training were important factors influencing the vehicle operating costs of the haulage firms. The study recommends useful policy decisions to improve the performance of haulage businesses in the study area.

Competence plays an important role for teachers. It is also emphasized by the government during the performance of their duties. Teachers’ competence is one of the crucial things that they must have in order to teach the students in a class. Based on the results of the questionnaire, it was found that the teachers considered that multiliteracy was something very important as part of the industrial revolution 4.0 era. Multiliteracy is one thing that is competitive in the era of the industrial revolution 4.0 as well as one of the difficult competencies in the 21st century. Multiliteracy is also a competency that must be possessed by students first by a teacher. In Indonesia itself, every student and teacher is very valuable to have multiliteracy skills. The most widely encountered and mastered literacy by teachers is reading/writing literacy. In teaching multiliteracy, teachers face many obstacles, the obstacles they encounter are integrating basic competencies and determining the right model.Thus, every teacher has to learn how to improve their ability and competence. As the front line in the field of education, teachers need to be prepared to acquire qualified competence in teaching skill. One of the ways to ensure teachers’ eligible competence is training. Teacher training is an important key in improving teachers’ competence. The purpose of this study is to analyze the effect of teachers’ training on competence development.  This study used a descriptive quantitative design. The object of this research was 261 teachers in Indonesia. The purpose of this study was to analyze the effect of teacher competence.

Abstract The current article focuses on Events in the Middle East in relation to non-state actors and the right of self-defense. As study-case is adopted for Yemen, where the Houthis, as the de facto authority—and, according to their own standpoint as the de jure authority too—of the state, or at least large parts of it, declare that they exercise a right to self-defense against the Saudi-led intervention. The theme is examined in the context of protracted conflicts, which from non-international become internationalized armed conflicts, in states of fragmented authority and sovereignty. The argument is that while non-state actors (NSAs) do not autonomously possess a right of their own to self-defense, in cases involving states of fragmented authority and sovereignty they may exercise this right, on behalf of the state which is suffering the attack for as long as the government is not in a position to fulfill its responsibility regarding the defense of the state. The article does not advocate a contra legem interpretation of Article 51, expanding its application to non-state actors. It argues in favor of the substitution of the entity that is entitled to implement Article 51, when the government of a state is absent or incapable of carrying out its duties. It is in this sense that non-state actors are linked to the right of self-defense.

This study focused at exploring the socio-economic factors influencing youth participation in planning and budgeting in Local Government Authorities (LGA) in Iringa Municipal Council. The study employed a mixed approach where data were collected through questionnaires and interviews. Findings from the study indicated that the youth did not participate in any activity in their LGA in the past three years whereby it was only 31(19.1%) of the youth respondents who participated in at least one of the local government activities in the past three years. Findings further indicated more male participation in planning and budgeting than female. On the other hand findings revealed that education has influence on youth participation in planning and budgeting whereby the more educated youth participated more than none educated youth. Based on the findings, it was concluded that there was an information gap between leaders and youth especially on local government planning and budgeting; hence the study recommended for creation of awareness on the right of the youth to participate in planning and budgeting. The study also recommended regular meetings with the youth in the wards/ streets to hear out their challenges and needs. Furthermore, the study urged the government to use youth friendly tools to create awareness to the youth on planning and budgeting processes and opportunities available in their locality and how they can tap into that pool of opportunity.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.
