In the Russian Federation, the problem of budget planning becomes especially relevant when the pace of economic development slows down. The article examines the features of the formation of regional budgets, using the example of the budget of the Republic of Dagestan. The analysis of incomes to the budget is carried out. The role of regional taxes in the formation of budget revenues of the Republic of Dagestan is revealed. According to the results of the study, it can be concluded that the budgetary policy of the regions at the present stage of development of the Russian economies does not contribute to a further increase in the rates of economic growth. The article offers recommendations for improving the regional budgetary policy of the Russian Federation and increasing the responsibility of regional authorities.

The article investigtes the powers and parliamentary procedures in the standing committees and commissions of several countries of Western Europe and Latin America. The author believes that one of the modern paradigms for the development of parliamentary democracy is to strengthen the role of standing committees in the work of parliament by transferring to the committee level a number of constitutional powers of parliaments. In this regard, the author clarifies approaches to the classification of the committee structure of parliaments and looks at committee parliamentary procedures in Italy, Germany, Greece, Portugal, Spain, Brazil and Argentina at the present stage. The author comes to certain conclusions regarding the paradigm of the committee parliamentary procedure, including further improvement of domestic constitutional-legal matter in the context of the ongoing development of parliamentary democracy in the Russian Federation.

Today the studying of geodetic maintenance of cadastral activities in the Russian Federation is an extremely important and topical issue at the present stage of development of the interrelation between geodesy and the sphere of land and property relations. The research tasks are to identify problem aspects in the practical geodetic activity, as well as to analyze the role of geodesy for one of the most important areas of its application. Specificity of geodetic support of cadastral works is considered. The methods of determining the coordinates of the characteristic points of the boundaries of land plots and other real estate objects are compared, the main problems of geodetic work for cadastral purposes are formulated, and the direct dependence of land tax and rent on the area of the real estate object is revealed. In this way, the article reflects the importance of surveying for land and real estate management system.

The features of population settlement in the North of Russia have been highlighted in the article.  The interest and necessity of such research can be explained by the determining role of the North for Russia’s national economy, escalation of various socioeconomic problems in the related region and progressing depopulation of these underpopulated areas. The article reveals the major contradictions in the development of Russia’s northern territories at the present stage. This problem has been studied from two viewpoints.  Firstly, on the basis of the authors’ own methodology the demographic indicators of Russia’s northern territories were compared with the average ones within the Russian Federation. Secondly, we have made an attempt to assess how special the management of these northern territories is in comparison with other Russian regions. According to the results of our research, directions in migration and population resettlement management have been proposed. These directions will contribute to ensuring higher social and economic efficiency of Russia’s northern regions.

The historical politics of the Russian Federation at the present stage is analysed. The work applied the case studies methodology (i. e. study of individual cases, analysis of a single case). The object of study was the historiographic and sociopolitical situation associated with the 150th anniversary of V. I. Lenin. An analysis is given of modern Russian-language academic historiography, which examines the role of V. I. Lenin in Russian and world history. The formation and transformation of the Leninist image in the Soviet Union and the Russian Federation, the modern memorial culture are considered. Based on specific sociological surveys, the attitude of various social and power structures to the contradictory image of V. I. Lenin as a revolutionary, theorist and politician is shown.

The present stage of development of the international scientific and technical cooperation in the space industry has been investigated. The main shifts, happening in the geographical directions of the international scientific and technical cooperation in the space field have been considered. The potential, problems and the prospects of development of the international scientific and technical cooperation in the space field with the CIS countries have been studied. The article examines the main global processes in the world, in particular epidemics that affect not only the life and health of the population, but also the economies of countries as a whole. The reasons for the current economic crisis are revealed. The basic concepts of the development of the pandemic in Russia and the world are analyzed, scenarios for the development of the economies of countries in the context of the current crisis are presented. The main consequences of the impact of the COVID-19 pandemic on the development of small and medium-sized businesses have been studied. В статье проанализированы основные налоговые меры, принятые в Российской Федерации для смягчения последствий новой коронавирусной инфекции, проведена классификация таких мер, дана оценка последствий их реализации. Статья содержит анализ изменения в результате пандемии налоговых поступлений в бюджетную систему, доначислений в результате контрольной работы налоговых органов, изменения количества налогоплательщиков. Также сделан вывод об эффективности преодоления российской экономикой последствий первого (самого сложного) года пандемии и дана оценка роли ФНС в осуществлении мер государственного регулирования. The article analyzes the main tax measures taken in the Russian Federation to mitigate the consequences of the new coronavirus infection, classifies such measures, and evaluates the consequences of their implementation. The article contains an analysis of changes as a result of a pandemic in tax revenues to the budget system, additional charges as a result of the control work of tax authorities, changes in the number of taxpayers. It also made a conclusion about the effectiveness of overcoming the consequences of the first (most difficult) year of the pandemic by the Russian economy and assessed the role of the Federal Tax Service in the implementation of state regulation measures.
