ENVIRONMENTAL PROBLEMS OF RECYCLING OF MUNICIPAL SOLID WASTE RECYCLING IN THE MOSCOW REGION ON THE EXAMPLE OF THE NOGINSK MUNICIPAL DISTRICT

The article analyzes the problem of negative impact of landfills for solid municipal waste disposal in the Moscow region. The dynamics of growth of the rate of accumulation of solid municipal waste is considered. The data on the largest operating MSW landfill in the Moscow region were studied. A scheme of geoecological impact and release of landfill gas into the environment has been drawn up. The standards of payment and conversion factors for emissions of pollutants into the air from landfills are given. The types of pollution at the landfills of MSW, as well as ways of negative impact leading to contamination of all components of the environment, were identified.

One of the most urgent environmental problems today is the pollution of the environment by emissions of harmful substances and industrial waste. The negative impact on the environment and people is becoming more widespread, and its disposal methods inhibit the development of the economic system. In a market economy, entrepreneurs are not interested in increasing environmental costs, which naturally lead to higher production costs and reduce profits. The impact on the environment is becoming more widespread every year and has led to an ecological crisis in some parts of the world. Waste recycling has been constantly discussed since a person “produces” more than 250 kg of household waste per year. At the enterprise, these figures reach 10 000 kg. In recent years, Ukraine has imported about 30-50 thousand tons of PET granulate, which is gradually accumulating in landfills in the form of packaging, bottles, films. Such hazardous pollutants affect the environment through soil and water. In contrast, Ukraine does not yet have successful experience in waste management. In our opinion, such behavior is the ignorance of the population about waste disposal and replacement of a particular product with a more environmentally friendly one. The functioning of enterprises and farms does not always have the equipment to dispose of waste, and there is no room for the disposal of unnecessary products and raw materials. However, the problem of lack of innovative equipment arises due to a lack of adequate funding. Therefore, the lack of possibilities for a comprehensive solution to the situation creates a barrier, which does not allow to take proper measures to eliminate and reduce the amount of garbage. Despite many regulations and legal frameworks for regulating waste management, there is no cost-effective policy, and there is no regional waste management program and plan for their proper disposal. It can be concluded that the recycling and disposal of waste will reduce the need for waste incineration, create conditions for improving the economic component of the region and the country as a whole with an account of environmental quality standards. The paper pays attention to the essence of waste disposal; identified ways to recycle garbage.

Law 12,305 / 2010 came to consider recycling cooperatives as an environmentally correct way of disposing of recyclable waste, and the number of cooperatives has gradually increased. The Presidente Prudente Waste Collection Cooperative was founded in 2003 with less than 15 employees, currently 90 cooperatives are responsible for recycling all municipal waste. In the case of COOPERLIX, there are physical, chemical, biological, ergonomic and accident hazards inherent to the solid waste recycling activities, since the steps in the recycling process are manual, requiring great physical effort by the cooperative and generating stress due to monotony. Added to this, the conditions of the place were presented with irregularities, increasing the risks for employees. Thus, the objective of the present research was to draw up a risk map based on observations made on the spot and then propose some possible improvements.

The problems of landfill gas collection and treatment at municipal solid waste landfills are considered. The analysis of the main methods of landfill gas treatment and use is carried out. The characteristic of the gas collection system used at the Kuchino MSW landfill is presented. Installation of a landfill gas treatment system on a flare at the stage of landfill closing will reduce methane emissions by 65 % in comparison with a landfill not equipped with such a system, and the fee for negative impact on environmental objects will decrease by 30 %. Based on the analysis of monitoring studies of landfill biogas emissions from the Kuchino MSW landfill, a decrease in the concentration of pollutants in the landfill gas after its treatment to the MPC level and below was established.

In the modern world, the issues of solid municipal waste disposal, as part of the problem of environmental protection, are quite acute These problems are relevant for Russia and for many other world powers. The Russian Federation is one of the most polluted countries in the world, which negatively affects the quality of life and the health of the population of its regions. The annual increase in the volume of municipal solid waste is part of the man-made impact of man on the natural environment. To make strategic decisions on this issue, it is necessary to understand the policy of MSW management, so the authors in the article consider the values of tariffs for MSW management in one of the major regions of Russia - the Vologda Region. The data of tariffs of the Vologda region approved for 2021 are given. The structure of the average tariffs of the Russian Federation and the Vologda Region is analyzed. On the basis of regional regulations, a sample of data on the costs of disposal and transportation of MSW for some districts of the Vologda region is given: Velikoustugski, Totemski, Mezhdurechensky, Babushkinsky area, Belozersky districts. The average values of tariffs for the treatment of MSW for Russia and other countries are given: the USA, Canada, Germany, France and Finland. In addition to tariffs, the authors conducted a study on the distribution of MSW by type of disposal: disposal, incineration and recycling The article discusses the values of tariffs for the treatment of solid municipal waste and their disposal. In conclusion, the authors express concern about insufficient funds for innovations in the field of MSW processing/ recycling.

The problem of allocation of solid municipal waste (SMW) disposal objects is extremely acute for Russia. The complexity of such tasks is primarily due to their interdisciplinarity, i.e., a significant amount of social, economic and technical data and environmental information to be taken into account. In many countries, multi-criteria methods have been used for this purpose, which have proved their effectiveness, making it possible to work out a compromise and objective solution. The methods of T.L. Saaty - analysis of hierarchies (AHP) - and analysis of networks (ANP) are considered, as well as the examples of their use for choosing sites for landfills and waste incinerator plants.
