Purpose of the Study: School decision-making promotes school autonomy and success. Today’s contemporary approach supports the idea that operative school functioning and development are characteristically accomplished when there is decentralized decision-making. Hence, the purpose of the study is to find the balance between decision-making in a centralized and decentralized structure in a school based system. Methodology: An extensive search of major databases was undertaken, which identified 35,822 studies on the subject, wherein 9 met the inclusion criteria. Employing a systematic literature review, data were extracted and analyzed using thematic analysis. Two themes arose from the analysis of the studies, such as decision-making as a school-based management practice and decision-making towards school performance. Main Findings: Studies on decision-making in school management from a sociological approach. It also highlights the need to mix centralized and decentralized techniques to improve education. Following are some debate points that might want more research: (1) school principal decision-making and (2) school running expense and spending decision-making. Research Implications: The study's findings will aid in improving staff performance and community comprehension of schooling. Increased participation of internal and external stakeholders can boost school autonomy and accountability. The novelty of the study: As a school-based management technique, the correct balance of centralized and decentralized decision-making might enable schools to function at their best while corporations attain peak performance.

However, less attention has been paid to the collective benefits of centralized and decentralized decision-making. Hence, it is desirable to study balanced decision-making in a centralized and decentralized structure. An extensive search of major databases was undertaken which identified 35,822 studies on the subject wherein 9 met the inclusion criteria. Employing a systematic literature review, data were extracted and analyzed using thematic analysis. Two themes arose from the analysis of the studies such as decision-making as a school-based management practice, and decision-making towards school performance. Studies engrossed on the heart of decision-making in the sociological perspective of school management. It also shows that combining both centralized and decentralized approaches is indispensable for leading and enhancing education. As a result, the literature pointed to the following discussion points, which are areas that require further research: (1) decision-making practices among school principals, and (2) decision-making on school operating expenses and expenditures.

The implementation of School-Based Management is still in a meaningful transition phase. This happened due to the unfamiliarity of school-based education management concepts in the school environment. It is not easy to implement management innovation in a short time, but the phenomenon that shows that the desire to make changes in the management sector of school management has affected the system of managing education towards School-Based Management by leaving conventional management. This study aims to determine the implementation of MBM in MI Ma'arif Gondosuli. Then there is cooperation with and regular meetings with committees every minute or thirty-five days. Meetings with student guardians, namely at the beginning of each new school year, after PTS and PAS, and specifically for sixth graders on Fridays. Evaluating the supervision of academic management carried out by the school principal and school supervisor in a planned manner and learning evaluation carried out by class teachers and subject teachers, The implementation of the development of teaching staff was carried out by the mini Teacher Working Group (KKG) meeting at the school. Planning for the development of educational facilities and infrastructure include: 1) Propose additional facilities and infrastructure, 2) Carry out maintenance on available facilities and infrastructure. Planning for funding and school finance development includes: 1) Preparation of Madrasah Work Plans and Budgets (RKAM) involving school people, 2) Making proposals to increase school operational costs, 3) Making accountability reports on the use of school budgets, 4) Administration of school finance usage.

School-based management is the embodiment of one of the educational reforms that provides opportunities for schools to provide good education services for students. Improve leadership skills, administrative management, and budget planning followed by transparency and accountability, as well as the participation of parents and the community,makinglearningconducive.Principalswithgoodmanagerialcompetencies will make it a school leader who has good quality, which is one of the reasons that influence the occurrence of a good teaching and learning process at each level of the education unit. Having good managerial competence brings impact on the implementation of quality school-based management. Through library research and research, a theoretical basis, framework and research questions are reviewed. This study describes the influence of principals’ competence on the quality of school-based management implementation. Making quality schools based on government regulations that are demonstrated by the ability of school principals to utilize all school strengths and encourage school members to be more active in improving school quality.

One of the educational problems that our nation is currently facing is the issue of the quality of education. Various attempts have been made to improve the quality of national education, including through various training and improvement of teacher competencies, procurement of books and learning tools, improvement of educational facilities and infrastructure, and improving the quality of school management. Leadership is one of the factors that determine the successful implementation of SBM. School Based Management gives flexibility to schools to manage their potential by involving all elements of stakeholders to achieve improvements in the quality of the school. Because schools have very broad authority, the presence of a leader figure is very important. An understanding of the nature of leadership. In implementing SBM, School Based Management gives flexibility to schools to manage their potential by involving all elements of stakeholders to achieve improvements in the quality of the school. In implementing SBM, principals need to have strong, participatory, and democratic abilities. This research uses a qualitative approach in descriptive form. The use of descriptive methods in this study with the aim to describe an activity of implementing the leadership of the school principal in implementing school-based management which first analyzes the implementation process. The implementation of School Based Management (SBM) at Al-Masthuriyah Sukabumi High School is participatory. This management gives authority from the foundation to the school, and then the school delegates to each teacher and employee. All teachers and employees feel involved starting from planning, implementing, and evaluating school programs. The principle of decentralization considers that the problems that arise in schools will be adjusted as well as possible if the solution is left to the party closest to the existence of the problem. In resolving the problem of education in schools, the most knowledgeable about the problem are the residents of the school itself, especially teachers, staff, school principals and parents of students. The application of participatory management improves the quality and education services so that Al-Masthuriyah High School can compete and produce quality graduates both academically and non-academically. SBM will succeed well if school members have the initiative in carrying out their work and the initiative of each individual is appreciated. What happened at Al-Masthuriyah High School was the lack of school community initiative due to lack of ownership of the school.

School-based management is a new method of managing school resources more effectively, which gives the principal greater authority in taking all participatory actions directly against all components of the school community. As such, this study seeks to ascertain the function of school-based administration in determining the efficacy of education implementation in schools. The data collection technique for this study is qualitative, utilizing descriptive methods and a literature review. The study's findings indicate that implementing school-based management is critical to the success of educational performance in schools, since the principal is given increased power and authority to manage all available resources in the school. Besides that, school-based management also involves the community through the school committee in every policymaking. It is hoped that every policy taken can be more targeted, which has implications for school progress. In this study, the authors also found that SBM monitoring and evaluation is needed to obtain the correct information to be used for appropriate decision making.
