The sources and amount of financing of internal expenses for carrying out scientific researches and developments are determined. It has been established that mainly scientific research is financed from the state budget, sources of foreign sources rank second, and the third place is occupied by the funds of organizations of the entrepreneurial sector. It was proved that the enterprises and organizations working in the sphere of education and science showed the greatest activity in the sphere of protection of intellectual property objects among the national applicants. Analysis of the innovation activity of the National Academy of Agrarian Sciences of Ukraine was carried out and it was defined that the general tendency of received security documents for the objects of intellectual property for 2015-2017 is negative. It was established that according to the report of the World Economic Forum on Global Competitiveness, "The Global Competitiveness Report 2016-2017," Ukraine ranked 85th among the 138 surveyed countries. It was determined that Ukraine's highest rating is based on the indicator "Higher, secondary and vocational education" – the 33d. The share of innovative products in the balance sheets of the countries with developed innovation environment, such as the EU, USA, Japan, is 23,14 and 13,8% respectively was considered. However, the share of innovation in the balance of Ukrainian enterprises is only 2%. It has been established that the new era of the innovative economy necessitates the institutional correction of accounting by recognizing new intellectual assets, adopting sectoral accounting, assessment and internal audit, and creating specialized structures that will strengthen the role of accounting through the formation of an information field and reduce the uncertainty of economic environment.

The ultimate goal of innovative entrepreneurship is the development of enterprises that are able to quickly respond to the current market situation, create competitive high-tech products of the new generation and increase demand at the level of world standards. Support for the development of innovative entrepreneurship is provided at the state level. Support programs are aimed at implementing three tasks: supporting new business initiatives, improving the business sector, and supporting export-oriented industries. All areas solve the complex tasks of ensuring sustainable and balanced growth of regional entrepreneurship in non-resource sectors of the economy, creating existing and new jobs. The transition to an innovative economy requires systemic reforms in the field of training, scientific and applied research, support for startups, the transfer of advanced technologies, and the creation of a venture ecosystem. The industrial and innovation policy of the state is implemented in partnership with business. Support measures are provided by the fulfillment of their mutual obligations. Financing of innovative activities of enterprises is carried out at the expense of internal and external sources. Internal financing includes the use of part of the company's profits for innovative purposes. This type of financing is not suitable for small and medium-sized businesses due to limited own resources. The most common external sources of financing for enterprises in Kazakhstan are credit resources, funds allocated directly from the state budget for the implementation of innovative projects.

Butnik-Siverskiy О. Economic and legal prospects of activation of science parks activity on the way to neoeconomics. The author researches and substantiates by generalizing the scientific points of view improving the legal regulation of the created science parks on the initiative of higher education institutionsand / or research institutions, taking into account the economic and legal prospect of intensifying their activities. National and foreign experience of science parks activity is considered. The content of using the founding agreement on creation of a science park and the agreement on partnership of business entities witha science park is provided. Problems that have not yet been resolved in the process of creating science parks and using innovative developments are noted. The classical content of entrepreneurship in innovation is provided and considered from the standpoint of clarifying the content of the innovation structure, which is based on the commercialization of intellectual property rights by their types, which is a part of the intellectual capital cycle with a corresponding effective result. There is substantiated the procedure of formation of the statutory capital of the science park, to which higher educational institutions and / or scientific institutions cannot use intellectual property rights to the objects, created at the expense of budgetary funds, but can only under the conclusion of a license agreement with business entity, having non-state and state form of ownership as transferred assets, which does not require the alienation of the object of intellectual property rights as part of intangible assets. It is proposed to use the target budget funds as the initial start-upcapital, which is provided on reverse terms to the state budget in case of closure (liquidation) of the science park by the decision of the founders or on the basis of a court decision. Alternatively, in the absence of target budget funds, it is proposed as a source of money to contribute to the statutory capital of the science park as a start-up capital to send part of the special fund of the state budget. It is justified the creation of a technology transfer office, which will be a structural unit of higher education institutions and / or research institutions, which will deal with the process of filing and reviewing a patent application and subsequent licensing. It isnoted that the science park can be the founder (co-founder) of small innovative enterprises and enter into partnership agreements with them for the implementation of certain innovative projects.Keywords: intellectual and innovation environment, science park, founding agreement, statutory capital, intellectual property rights, license agreement, legal status

The article analyzes the legislative regulation of the distribution of intellectual property rights in contracts for research and development, which are funded in whole or in part from the state budget, in the newly independent states: Ukraine, Belarus, Kazakhstan, Russia,Areas of legislative regulation in the newly independent states (Ukraine, Belarus, Kazakhstan, Russia) the distribution of intellectual property rights in R&D contracts, funded in whole or in part from the state budget. Settlement of distribution of intellectual property rights in R&D contracts, financed from the state budget, in the NIS countries is carried out through general regulation, covering all subjects of legal relations, and the adoption of special acts — to finance R & D from the budget. At the level of special legislation, there are differences between countries both in the system of legislation and in the presence of model agreements for the implementation of R & D. Also, principle of the Bai-Dole Act and EU regulations on the research Framework Programs, that ownership of IPR rights belongs to the contractor, is fully implemented only in Ukraine. It is important for the Ministry of Education and Science of Ukraine to develop a special model agreement for case, when research and development are being funded in whole or in part from the state budget. This Model agreement should contain options for the distribution of intellectual property rights and shall bring the provisions of model agreements on conducting research and development in accordance with the Art.11 of the Law of Ukraine «On state regulation of activities in the field of technology transfer» and Art. 64 of the Law of Ukraine «On scientific and scientific-technical activities». The author states that within such a concept, the entities carryinginnovation activity, keep focus on monetizing both the internal research results aswell as the external ideas. Such approach, enhanced with external partners involvementinto the innovations process, helps the innovative technologies to move remarkablyfaster through the lifecycle. It is also emphasized that the approach enabling externalaccess to the companies’ innovations, need a concept to be set up, with focus onintellectual property rights protection. The author draws attention that the key roleof legal instruments for intellectual property protection, is to minimize the risk forthose companies which contribute to the innovations market development. It is clarifiedthat within such a concept, the innovation activity companies provide their partnersthe right to use the intellectual assets, which may be either already in use bysuch companies or idle to use. Thus, the companies providing legal protection of theintellectual property, have more favourite conditions to come into a strategic partnership.The author highlights that the innovations-industry companies make profitfrom getting access to science-research and related production outputs which areowned by their partners, as well as from further development of their own productsresulting from the intellectual property under the strategic agreement. The articlealso proposes creation of digital platforms which will facilitate the effective partnershipof the business, state organizations and innovation teams within the developmentprocess of innovation products.

One of the main principles of the state innovation policy of Ukraine is the innovative model of economic development, which is provided by concentrating the resources of the state on the priority areas of innovation. The Law of Ukraine "On Priority Areas of Innovation in Ukraine" approved seven strategic priority areas of innovation, according to which the decree of the Cabinet of Ministers of Ukraine "Some issues of determining medium-term priority areas of innovation at the national level for 2017-2021" from December 28, 2016, No. 1056 established 41 medium-term priority areas of innovation at the national level for 2017-2021. and introduced an annual monitoring of their implementation by the main managers of budget funds. The research is devoted to the results of monitoring the implementation of priority areas of innovation activity carried out by the Ukrainian Institute of Scientific and Technical Expertise and Information. which is provided by the Ministry of Education and Science of Ukraine and informs the Cabinet of Ministers of Ukraine about its results. Monitoring the implementation of strategic and medium-term priority areas of innovation carried out based on the data of the main managers on their innovation activities and technology transfer at the expense of the state budget. A comparative assessment of the results of innovation activities in the context of strategic priorities and medium-term priorities of innovation activities at the national level and by types of innovation activities has been carried out; the dynamics of innovation and technology transfer has been investigated. According to the results of the study, conclusions were made, in particular, on the growth in 2020 of the demand of the business sector for innovative developments and an increase in budget funding for priority areas of innovation; growth of technology transfer activity in the domestic market. Proposals for further innovative development in Ukraine are provided, including: to develop and implement a single system of priority areas of scientific, scientific and technical and innovative activities, which will contribute to the creation of a competitive domestic sector of scientific research and scientific and technical developments on the world market, ensuring sustainable development and national security of Ukraine.

The transformation of intellectual property into aninnovative product, suitable for production and market, is the most difficult stagein thechainconnecting science and thein ventor with the consumer. Aim and tasks. The purpose of the articleis to study the process of commercialization in the market of objects of intellectual property as a component of the market of innovations. Research results. The article deals with the main issues of commercialization process in the market of intellectual property objects, as one of the important components of the Ukrainian innovation market. The stages of transformation of scientifick nowledge intoinnovation are defined. The structure of the main stages of the innovation process and their connection with the market of intellectual property objects are proposed. In this work the concept of commercialization, it stypes, means and features on the market of objects of intellectual property isstudied. The main indicators of innovation activity of Ukrainian enterprises, namely, enterprises of the food industry, are analyzed. The main problems of the sector of formation and realization of intellectual property in Ukraine are revealed. Conclusion. The objects of innovation and the process of commercialization can be there sults of any stage of the innovation process, attheen dofe achofits stages, there sults may have a finished appearance and act on the market commodity that has value. All the time itisnecessary to in crease the demand of industrial enterprises and business for theresults of intellectual work and research and development, and to build a system of cooperation between educational, scientific, scientific and technical, research and development institutions and representatives of the real sector of the economy, which in the future willin crease the innovative activity of Ukrainian enterprises. In the country little attentionis paid to the development and financing of science, the formation of the market of intellectual products, the necessary cooperation between the state and entre preneur ship, should create a favor able economic and legal environment for the development of thein tellectual property market, support for the development of innovative entrepreneur ship by the state, improvement of the system of commercialization of the results of intellectual activity at all stages of the innovation process.

Introduction. Since it is necessary to increase the efficiency of innovation of enterprises, increase tax revenues to the state budget and reduce the level of losses of the state budget and innovation expenditures of enterprises, there is a need to assess the potential of state regulation for innovation as one of the priority areas of economic development. The purpose of the paper is to carry out the analysis and substantiation of components of an estimation of realization of potential of the state regulation of innovative activity representing indicators of expediency, efficiency and the introduced tools efficiency of the state regulation in innovative activity. Results. To analyze the feasibility, a forecast of the amount of lost budget revenues in the form of provided tax benefits was performed using trend analysis. On a positive note, the projected loss of budget revenues due to the operation of tax benefits, although high, is likely to decline. Given the target orientation of innovation benefits, the main criteria for their effectiveness are materiality for taxpayers (importance as a source of funding for innovation costs) and increase innovation activity. The change in tax benefits may well lead to an increase in tax revenues, tax benefits can have a positive impact on the formation of tax revenues, which is a confirmation of the effectiveness of tax benefits for the state. In order to qualitatively assess the effectiveness of tax benefits, it is necessary to put into practice the concept of tax costs, as well as to optimize the process of collecting and publishing information on the use of tax benefits. Conclusion. Thus, the components of the assessment of the realization of the potential of state regulation of innovation activities of enterprises in terms of providing tax benefits to the regulatory instrument, which reflects the principle of stimulating innovation, were analysed and substantiated. The evaluation of these components makes it possible to substantiate practical recommendations for increasing the level of potential of state regulation by reforming the methods and tools of state support for innovation of enterprises. It is determined that the provision of tax benefits in innovation has positive trends in the components of expediency and effectiveness, but the component of the effectiveness of tax benefits requires further research.

Creation of eff ective national innovative system, which is capable «to switch on national brains» actively and extensively in economic turn and to increase steadily the budget income from high technologies, in essential measure depends on existence at the state level of high-quality strategy in the sphere of intellectual property.

Administration of state-owned goods is one of the important activities to account for the use of the state budget. In its implementation, BMN administration activities are supported by the implementation of the SIMAK-BMN application which functions to assist in the preparation of balance sheets and reports on state property. As the agency authorized to administer/and or use BMN at the UAKPB level, the Regional Industry and Trade Office of North Sulawesi Province must administer BMN referring to PMK No. 181/PMK.06/2016 concerning Administration of BMN to produce accurate recording and reporting of state assets. In addition, by combining information systems, proper administration procedures, and accuracy in running the system, it is hoped that errors in the BMN administration process such as human errors can be minimized.

The article is devoted to the analysis of the changes in economic and legal context for commercial application of intellectual property created under federal budgetary financing. Special attention is given to the role of the state and to comparison of key elements of mechanisms for commercial application of intellectual property that are currently under implementation in Russia and in the West. A number of practical suggestions are presented aimed at improving government stimuli to commercialization of intellectual property created at budgetary expense.
