The circulation of screen printing Ulos and the Covid 19 pandemic caused a negative impact on Ulos SMEs in Tarutung District which could threaten the sustainability of small industrial businesses. The strategic importance is right in accordance with Ulos and its ancestral values by the Small and Medium Enterprises Cooperative Trade Office and the North Tapanuli Dekranasda. The purpose of this research is to see how the Ulos development strategy through SMEs is carried out by the Small and Medium Enterprises Cooperative Trade Office of North Tapanuli Regency and what factors influence the Ulos development strategy. The research method used is a qualitative approach with descriptive data, followed by a strategy formulation using the SWOT analysis method. Based on research and discussion, it was found that the Ulos Development Strategy through SMEs in Tarutung District, North Tapanuli Regency had not been implemented optimally, this was influenced by limited capital and the less than optimal role of the government.

Abstract: The types of small and medium business sectors that are spread in the Kota Kisaran Timur District vary widely, including fashion, handicrafts, furniture, cafes, restaurants. One of the obstacles that are often faced by SMEs is the limited promotional media and the absence of mapping the location of these SMEs. The Department of Cooperatives and Trade of Asahan Regency has provided information on SMEs but it is still static in archive form and has not been computerized. The community, business actors, and parties who need information about these SMEs must visit the Cooperatives and Trade Office of Asahan Regency directly, which takes a long time and is less effective. The geographic information system used is web-based and uses the Google Maps API for mapping locations by determining coordinates. The use of WebGIS can make it easier for people to find information and the location of SMEs that are displayed in the form of regional mapping accurately and quickly. In addition, it also makes it easier for the Asahan Regency Cooperative and Trade Office to view information on the spread and growth of SMEs. Keywords: Mapping; WebGIS; Small and Medium Enterprises (SMEs); Eastern Kisaran  Abstrak: Jenis sektor usaha kecil menengah yang tersebar di Kecamatan Kota Kisaran Timur sangat bervariasi meliputi usaha fashion, kerajinan tangan, furniture, cafe, restoran, Salah satu kendala yang sering dihadapi oleh UKM yaitu media promosi yang terbatas dan belum adanya pemetaan lokasi UKM tersebut. Dinas Koperasi dan Perdagangan Kabupaten Asahan telah menyediakan informasi mengenai UKM tetapi masih bersifat statis dalam bentuk arsip dan belum terkomputerisasi. Masyarakat, pelaku usaha, dan pihak-pihak yang membutuhkan informasi mengenai UKM tersebut harus mengunjungi Dinas Koperasi dan Perdagangan Kabupaten Asahan secara langsung, dimana hal tersebut membutuhkan waktu yang lama dan kurang efektif. Sistem informasi geografis yang digunakan berbasis web dan menggunakan Google Maps API untuk pemetaan lokasi dengan menentukan titik koordinat. Pemanfaatan WebGIS dapat mempermudah masyarakat dalam mencari informasi dan lokasi UKM yang ditampilkan dalam bentuk pemetaan wilayah secara tepat dan cepat. Selain itu juga mempermudah Dinas Koperasi dan Perdagangan Kabupaten Asahan dalam melihat informasi penyebaran dan pertumbuhan UKM. Kata Kunci: Pemetaan; WebGIS; Usaha Kecil Menengah (UKM); Kecamatan Kota; Kisaran Timur.

In principle, the retail market can be interpreted as a place of business in which there is a mechanism between retail traders and final consumers of certain goods in small (amount) parties. According to its development, this market is divided into two major parts, namely the modern retail market and the traditional retail market The modern retail market, in which there is a supervisory task carried out by government agencies, namely the Trade Service in accordance with the Regulation of the Minister of Trade of the Republic of Indonesia Number 70 / M-DAG / PER / 12/2013 concerning Guidelines for Structuring and Fostering Traditional Markets, which later on this supervision can maintain the existence of grocery stalls that are starting to lose out to modern minimarkets.

The purpose of this study is to analyze the role of creative leadership in moderating the influence of knowledge sharing on innovation in the SMEs of leather craft industry in Badung Regency. The population of this study are employees of the leather craft industry of which the data was obtained from Bali Province Industry and Trade Office. The data of 2019 shows that there is a population of as many as 115 employees in the industry, and by using the Slovin formula, the samples obtained are 53 respondents. The collected data was analyzed using Right Moderating Regression Analysis (MRA). The results show that knowledge sharing has a significant effect on innovation. Creative leadership has a significant effect on innovation. Furthermore, the findings of this study indicate that creative leadership can strengthen the influence of knowledge sharing to support innovation. The implications of this study inform that creative leadership plays an important role because it can amplify the effect of the activities of cultural knowledge sharing to create innovation.

This community service aims to improve the welfare of the community, especially in the coastal areas of Labuhan Hajj village who work as fishermen, as an area that is included in the category of underprivileged areas, this area needs touches that can improve the welfare of its people by optimizing the potential that exists in the village. namely seaweed and its sea products which are quite large. This century, named Kobe Molek, this time, how to cultivate the existing potential to make various culinary delights that can be liked by many people with various attractive forms, affordable prices and can be found in many places. One of the potentials of this area is processing sea rumpu into snacks that they like, having a distinctive taste, such as seaweed lunkhead, seaweed pilus cake, grass grass and so on, while ordinary fish is made of long-lasting shredded with a tantalizing taste and pamper the tongue of culinary lovers . as well as the form of packaging that makes consumers' eyes fixed and of course at a price that does not drain a lot of pockets. The village's huge potential requires high creativity so that it can be accepted by the community and able to compete among other entrepreneurs. This community creativity needs to be supported by training such as product processing, packaging and marketing and what is no less important is financial management.  This training is carried out in coordination with related agencies such as the social service, the trade office to be able to provide guidance and direction as well as provide assistance starting from training in production, packaging and sales. The container in the community called Kobe Molek is a container for fishermen's wives who are concerned about cultivating the potential of the village, namely seaweed and its fish products that process it into culinary according to the wishes of consumers. This product is marketed around the village and trying to be marketed through social media, such as Facebook, Instagram, whatshapp, with the hope that the products can be sold more widely and participate in exhibitions conducted by related agencies.

Farmers were organized and trained on crop conservation and management, seed selection. Farmers were organized by District Cooperative office with collaboration to EBI for legal entities The key supporter of CSB is District Agricultural office, District Administration office, District youth and women office, District trade office, District land administration office university, NGO and district cooperative office. The members of executive committee are elected every three year by members. Twenty four CSBs have been established, and crop conservation associations are organized and 6 CSBs were under establishment. Twenty one crop type were conserved.

Administration of state-owned goods is one of the important activities to account for the use of the state budget. In its implementation, BMN administration activities are supported by the implementation of the SIMAK-BMN application which functions to assist in the preparation of balance sheets and reports on state property. As the agency authorized to administer/and or use BMN at the UAKPB level, the Regional Industry and Trade Office of North Sulawesi Province must administer BMN referring to PMK No. 181/PMK.06/2016 concerning Administration of BMN to produce accurate recording and reporting of state assets. In addition, by combining information systems, proper administration procedures, and accuracy in running the system, it is hoped that errors in the BMN administration process such as human errors can be minimized.

The e-retribution public service innovation by the Surakarta City Trade Office is a new concept regarding the online levy payment system. First launched in mid-2016, E-retribution as part of the implementation of smart government is included in the smart city indicator. This study uses the typology theory of public service innovation Muluk (2008). Research location in the city trade office Surakarta, with a qualitative descriptive method. The data collection technique was obtained by purposive sampling through informant interviews, observations and documents. The results show that the public service innovation with the e-retribution program can simplifying public services and saving more time, costs and human resources, ensuring accountable transactions. In addition, E-retribution has an impact on increasing Solo Local Revenue every year.

Analysis of General Principles of Public Service at the Industry and Trade Office of Kerinci Regency. Every community certainly really hopes for the existence of general principles of public services in providing services to the community, especially at the Kerinci Regency Industry and Trade Office. In order to provide satisfactory services to service users, service delivery must meet the general principles of good governance in order to create customer satisfaction, which is a measure of the success of a public service. The formulation of the research problem, namely, how are the general principles of public services at the Kerinci Regency Industry and Trade Service. The objective of the research is to find out the general principles of public services in the Kerinci Regency Industry and Trade Service. This research uses a qualitative approach where data is obtained through field interview guides to 7 informants referring to 6 research indicators, namely 1. Transparency 2. Accountability 3. Conditional 4. Participation 5. Non-Discriminatory. 6. Balance of Rights and Obligations. The data obtained in the field were analyzed based on the classification of the informants' answers which were described in the results and discussion of the research which was then carried out by the interpretative researcher. It is known that the General Principles of Public Service at the Industry and Trade Office of Kerinci Regency, from the six research indicators, five indicators are well implemented, namely accountability, conditionality, participation, non-discrimination and balance of rights and obligations, while transparency indicators have not been maximally implemented. For this reason, the authors suggest that the General Principles of Public Service in the Kerinci Regency Industry and Trade Service can be improved so that they are more transparent in providing services to the community.
