Innovative economy, or economy of knowledge, develops today in many countries. Most extensively, quickly and qualitatively this development happens in the presence of the intellectual property which is essentially changing the quality of economy, key organizational forms, leading technologies and the essence of market relations. Creation of eff ective national innovative system, which is capable «to switch on national brains» actively and extensively in economic turn and to increase steadily the budget income from high technologies, in essential measure depends on existence at the state level of high-quality strategy in the sphere of intellectual property.

With the development of the digital economy, the cashless payments sector is gaining more and more relevance. This is especially clearly defined in the strategically important documents of Russia identified in this study. One of the most important factors affecting the health of modern youth is nutrition. Taking into account the timeliness of this problem, a research aimed at improving the quality of nutrition for students of higher education institutions of various fields of study (Ufa, the Republic of Bashkortostan) was executed. A software directed at studying the nutritional composition of the diet of students was developed, registered and tested. The development and implementation of the program were carried out taking into account regional features of nutrition of the population of the Republic of Bashkortostan. The food ration of university students of various fields of study was also evaluated according to food groups. The insufficiency of the daily ration based on a number of indics was revealed (according to nutritional composition and food products. The nutritional status of students according to the level of insufficiency of daily intake of nutrients in order to identify the degree of risk of abnormalities in the state of health development was evaluated also. According to the document of the Government of the Russian Federation “Fundamentals of the state policy of the Russian Federation in the field of healthy nutrition of the population for the period until 2020”, implementation the development of a set of measures aimed at reducing the prevalence of diseases associated with nutrition is one of the main directions of the state policy in the field of healthy nutrition. In this regard, a conceptual medical-pedagogical model aimed at forming a system of values in relation to healthy lifestyle among students was developed. Currently, there was executed an evaluation of the effectiveness of this model in the educational process of the M. Akmulla Bashkir State Pedagogical University. There was also been studied content of macro- and microelements in the venous blood of the students based on the changes in the quality of nutrition. There was also conducted analysis of hygienic conditions of students’ educational environment of leading universities in Ufa (the Republic of Bashkortostan).

One of the priorities of the state policy in the field of transport infrastructure development is the modernization of the Russian seaport infrastructure, the creation of modern competitive transport hubs and other architectural objects with a complex functional and planning structure. This article is devoted to the study of functional and technological solutions of modern sea passenger terminals and the requirements to these solutions taking into account the interests of consumers, including people with limited mobility. The functional diagram of the passenger building of the seaport and types of pre-trip passenger training operations are given. It is shown that the efficient decisions of optimizing functional , technological, architectural and planning solutions of seaport passenger terminals is possible with the use of modern IT and technologies for passenger handling. From the perspective of system approach the tasks of functional and technological solutions’ optimization are aimed at achieving the high quality of architectural environment and are the mathematical programming tasks.

The performance of adversarial dialogue generation models relies on the quality of the reward signal produced by the discriminator. The reward signal from a poor discriminator can be very sparse and unstable, which may lead the generator to fall into a local optimum or to produce nonsense replies. To alleviate the first problem, we first extend a recently proposed adversarial dialogue generation method to an adversarial imitation learning solution. Then, in the framework of adversarial inverse reinforcement learning, we propose a new reward model for dialogue generation that can provide a more accurate and precise reward signal for generator training. We evaluate the performance of the resulting model with automatic metrics and human evaluations in two annotation settings. Our experimental results demonstrate that our model can generate more high-quality responses and achieve higher overall performance than the state-of-the-art.

This introduction briefly reviews the intertwinement of ‘informality’ and ‘modernization’ and their implications for the theory and practice of the city. The editors identify the importance of recognizing uneven processes of informalization, emphasizing the need to compare the quality of state–citizen–market relations more than the quantity of ‘informality.’ In the process they ask whether and how informal and formal practices can help to rethink modern concepts such as citizenship, universal infrastructural access, organized resistance, and the state itself. One way to do so is to reposition these concepts as relational processes involving various actors, spaces, and temporalities rather than as essentialized objects. Such epistemological moves will shed light on the extent to which basic social needs such as the distribution of justice, the production of authority, and the regulation of class relations are not the sole terrain of the state, but negotiated relationally. The article concludes by proposing three epistemological devices – iterative comparison, ambiguous categories, and the use of hermeneutics – that can help scholars avoid the biases associated with essentialized categories.

State family policy and its important direction, which is the improvement of the living conditions of orphans and children left without parental care, require constant updating due to socio-economic and political circumstances. Changes should concern both the state level and the level of specific regions. The improvement of the forms and methods of relations between the state, family and children in a particular country is possible with the consideration of the advanced achievements and miscalculations of other states in this policy. Therefore, it is highly important for the theory and practice of the development of Russian family state and regional policy to study the experience of France. The study made it possible to draw conclusions about the specifics of state policy in the formation of family and childhood in France. In this period, family policy in France has gone from exclusion from the family by the school to a discourse of cooperation. Particular attention is paid to the French School Orientation and Reform Act of June 8, 2013, of particular interest. It recognizes the importance of establishing partnerships between the school and the family and proposes measures of cooperation between school and family, some of which are interesting for contemporary Russian reality. The article shows the advantage of modern Russian family state policy by characterizing its goals, principles and objectives defined in the main regulatory documents of the last decade. The materials of the article are of practical value for legislators and heads of social services of different levels, specialists of educational authorities, social protection, guardianship and trusteeship. The article is of interest to teachers and students of pedagogical universities.

Preserving the health of the population occupies a special place at the legislative level, in the socio-economic strategies for the development of regions and the country as a whole. The preservation of human health depends not only on one’s own desire to preserve it, including the current state of the state and the development of the country’s tourism industry. Recreation and recreation for modern people, who mainly live in cities and megacities characterized by a high level of pollution due to the intensity of economic activity, are of particular importance for maintaining health and life expectancy. An increase in people’s life expectancy is considered at the state level as an important indicator of people’s well-being, improving the level and quality of life. Russia has created unique conditions and opportunities for the development of domestic tourism, which, with reasonable organization, investments, including the creation of public-private partnerships, and improving the efficiency of services provided, allow us to carry out our activities in the field of preserving and maintaining public health, increasing the duration and quality of life. Domestic Russian tourism can be considered as the basis for the socio-economic development of territories at any level, as well as as an industry whose contribution to the country’s GDP can be significant.

The state policy on the management of objects of intellectual property right in the sphere of national security and defense is considered.Under the current conditions, national security is unconceivable without solving the problematic issues of intellectual property management and creating the necessary preconditions for the development of intellectual potential and its use for national security.At present, the concept of national security is being expanded to include more and more spheres of public life. New security settings related to the scientific and technological revolution have started to play an important role.Nowadays, issues of the formation of an effective state policy for ensuring national security in all its spheres and manifestations are of great importance. An important component of the mechanism for the formation and implementation of state policy in the field of national security should be the provision of intellectual property management.However, national security legislation does not provide for the development of a strategy or other programmatic document on scientific and technical security, which would envisage measures to ensure the protection of the scientific and intellectual potential of the state, competitive technologies available in the country.The question at issue is the fact that the state has not yet developed a national strategy for the protection of intellectual property, which would provide the protection of interests and rights of all subjects of intellectual property rights, and especially the state. Although the attempts to develop such a strategy were carried out repeatedly. The state system of intellectual property protection and the effectiveness of providingnational interests with its structural elements, in particular in the field of national security and defense, are investigated. Current problems in this area are explored and suggestions are made to resolve them.There exists a necessity for creation of the central executive authority, the main task of which should be the formation and implementation of the state policy on the protection and management of intellectual property, as well as the state body, which, on behalf of the state and in its interests, will execute the ownership rights of the objects of intellectual property rights that are in state property.

The issue of the effectiveness of state support for sectors of the domestic economy, engaged in the development and production of products using high technologies, has been considered. Вased on the analysis of indicators characterizing the effectiveness of state support measures in this area, the conclusion has been made about the lack of effectiveness of this activity. It also has been concluded, that measures to support the domestic economy sectors related to its high-tech segment by the state are insufficient, which leads to backwardness of Russia behind the leading economically developed countries (the USA, Japan, Germany) in the development of high-tech industries of the civil sphere. This situation requires the adoption of measures to support and develop the high-tech segment of the domestic economy at the state level. The condition for increasing the effectiveness of measures of state support for the high-tech complex is to increase allocations for R&D in those industries whose products are able to compete with or surpass similar foreign models on an equal basis.
