In 2006, the description in the law of the aim of the Danish Public Primary School, the People’s School, was changed. This change sheds light on the view of the individual in the Competition State. The article demonstrates how this view is different from the view of the individual in the Welfare State. Now the public primary school has as its task to educate the students to participate in the development of the national competitiveness of Danish society in the global economic competition.

Purpose: The purpose of the study was to establish the levels of stress among the public primary school teachers: a case of primary schools in Naivasha district.Methodology: The study used descriptive research design. The target population in this study was 665 public primary school teachers. The sample of the study was 66 public primary school teachers from the four zones in Naivasha district. Primary data was collected through the administration of the questionnaires. A questionnaire is a pre-formulated written set of questions to which the respondents record the answers usually within rather closely delineated alternatives. Responses to the questionnaires were tabulated, coded and processed by use of a computer Statistical Package for Social Science (SPSS) software to analyze the data using descriptive statistics. This generated quantitative reports through tabulations, percentages, and measures of central tendency. Results: Results from the study revealed that pressures of assessments targets and inspection, changes to pay and benefits, teacher student interaction and excessive workload and level of stress among public primary teachers are positively and significant related.Unique contribution to theory, practice and policy: The study recommended that the Ministry of education and TSC should develop a policy on stress management to guide the induction; operation and counseling of public primary school teachers in their day to day duties so as to sufficiently support them manage stress and prevent further job performance effects of stress.

Policy implementation requires the act of translating the goals and objectives of policy into actions. Policy implementation is a difficult process because how policy actors and implementers act on the policy on a large scale may decide whether it succeeds or fails. There is a growing recognition that policies do not succeed or fail on their own, but instead due to a lack of leadership qualities in policy implementation. The study aims to develop and validate the instrument for measuring the public leadership construct of school leaders in Malaysia. The instrument was adapted from the previous study and modified to suit the current study. The study also added ten new items to complement the original instrument of public leadership initiated by Tummers and Knies (2016). The target population is school leaders in the national-type primary schools in Malaysia. A simple random sampling method was utilized to select a random sample of 381 participants from the sampling frame of eligible school leaders in the country. Content validity and exploratory factor analysis (EFA) was conducted on the instrument before the confirmatory factor analysis. The Confirmatory Factor Analysis (CFA) procedure confirmed the existence of four sub-constructs of the public leadership construct that are accountability leadership, rule-following/lawfulness leadership, political loyal leadership, and network governance leadership. The CFA process has deleted four items due to poor factor loading (less than 0.6). The fitness indexes for all fit categories have achieved the required level of a model fit. Meanwhile, the Average Variance Extracted (AVE) and Composite Reliability (CR), which reflect the convergent validity and construct reliability, respectively, have also achieved the required level of a model fit. Hence, the revised instrument for measuring the public leadership construct of school leaders in Malaysia is valid and reliable for use to determine the policy implementation performance of the public primary school leaders in Malaysia.

The present study employed two different Go-Lab scaffolds/tools. These tools were used by primary school students to carry out successive learning tasks during experimentation. The first tool assisted learners in formulating hypotheses, while the second tool guided students in designing experiments (EDT). Both tools were designed to take into account the trade-offs between structuring and problematizing student inquiry. Our aim was to investigate the effect of each tool separately, as well as the combined effect of the tools in supporting student work. Participants were 41 fifth graders from two classes of a public primary school in Cyprus. They were randomly assigned to four conditions: Condition 1 involved use of both tools, Condition 2 included the hypothesis tool only, Condition 3 included the EDT only, and Condition 4 had no tools provided. Conditions including one of the two tools outperformed the condition with no tools in the corresponding skill scaffolded by the tool. The cumulative effect of both tools seems to have been greater than the effect of each tool separately.
