Purpose. The aim of the article is to improve the methodological approach to the diagnosis of the processes of formation and sustainable development of a smart city, in particular, the formation of a logical and structural approach to this process. Methodology of research. The study uses generally accepted methods in economics: monographic, theoretical and comparative analysis – to reveal the conceptual foundations of the formation and sustainable development of a smart city; analysis and synthesis, system and structural, abstract and logical, statistical groupings – to improve methodological approaches to the diagnosis of the formation and ensure the sustainable development of a smart city. Findings. The analysis of theoretical sources of Ukrainian and foreign scientists concerning the definition and diagnosis of sustainable development of a smart city was conducted. It is established that there is no methodical approach to the diagnosis of sustainable development of a smart city, which is based on statistical observations of the State Statistics Committee of Ukraine. The author’s methodical approach to diagnostics of the process of smart city development is proposed, which, in contrast to the existing ones, covers the consistent implementation of research stages at the macro, meso, and micro levels. The necessity of using a set of statistical data and mathematical methods in the process of developing directions for improving the efficiency of strategic management of sustainable development of a smart city is substantiated. Originality. The methodological approach to the diagnosis of sustainable development of a smart city has been improved, which, in contrast to the existing ones, covers the consistent implementation of research stages at the macro, meso, micro levels: strategic analysis and assessment of sustainable development of smart cities in Ukraine at the macro and meso levels; analysis of the effectiveness of the use of the existing potential for sustainable development of smart cities at the micro level; modelling, development of directions of increase of efficiency of use of available potential and formation of the organizational and economic mechanism of sustainable development of smart cities. Practical value. The application of the proposed methodology will contribute to the development of organizational and economic principles of building a mechanism for managing the development of a smart city. The purpose of the article is to improve approaches to assessing the effectiveness of innovative activities of the food industry and its individual subsectors to identify prospects for development and problems that can hinder the sustainable development of this area of production and the country as a whole. Research methods. The article uses the methods of theoretical generalizations and comparisons, which made it possible to comprehensively consider and generalize methodological approaches to assessing the effectiveness of innovation in industries. When systematizing the calculated data by the intensity of innovation costs, the methods of statistical classification and grouping were used. To achieve the goal of the study, the methodology for assessing the level of manufacturability of industries has been improved (the OECD methodology is taken as a basis), which made it possible to re-evaluate the effectiveness of innovative activities in sub-sectors of the food industry with an emphasis on the computerization of production. Research results. The article presents a methodical approach to assessing the effectiveness of innovation in the food industry. The study is based on the OECD methodology for assessing the manufacturability of industries, which is to calculate the weighted average cost intensity of R & D. The application of this approach to the food industry has confirmed the too low level of its innovative manufacturability. It was found that due to the lack of relevant statistics on R&D expenditures, it is difficult to assess the effectiveness of innovation in certain sectors of the food industry. It is proposed to solve this problem with the help of capital investment indicators, which are invested in the software of industries and are directly related to the level of computerization of technological processes. The obtained indicators of the intensity of software costs are ranked in descending order and divided into three groups according to the level of computerization, which characterizes the efficiency of innovation, as its level increases profits and profitability in industries. This will contribute to the goals of sustainable development of the country (including goals 2 and 9) and increase the competitiveness of the food industry. Scientific novelty. A methodological approach to assessing the effectiveness of innovative activities of sub-sectors of the food industry in Ukraine is proposed, which will contribute to the formation of a new look at the research methodology of this area of knowledge. Practical significance. Designed for professionals in the field of food industry economics, scientists, teachers, graduate students and students of higher educational institutions. This paper presents the conceptualisation of the City Data Plan, a data governance policy instrument intended to connect the production and use of urban data in a comprehensive and evolutive long-term strategy aligned with city development goals. The concept of the City Data Plan had been elaborated by taking into account current issues related to privacy and manipulation of data in smart city. The methodological approach adopted to define the nature of a City Data Plan is grounded on the conceptual and empirical parallelism with corporate data governance plans and general urban plans, respectively aimed to regulate decision-making powers and actions on data in enterprise contexts, and the interests of local stakeholders in the access and use of urban resources. The result of this analytic process is the formulation of the outline of a City Data Plan as a data governance policy instrument to support the iterative negotiation between the instances of data producers and data users for instantiating shared smart city visions. The conceptualisation of the City Data Plan includes a description of the multi-stakeholder organisational structures for the city data governance, cooperation protocols and decision areas, responsibilities assignments, components of the plan and its implementation mechanisms.

The article examines the impact of digital technologies on the sustainable development of ecological and economic systems. The main aspects that make the development of digital technologies especially relevant for environmental modernization and sustainable development are analyzed. It is shown that the large-scale use of digital technologies contributes to the development of new tools, models and methods of urban management. One of the promising areas for the development of the urban environment in these conditions is the concept of a smart city. Based on the analysis of research on the topic of smart cities, the effects of the use of the smart city model for the formation of the foundations of sustainable development of territories are noted.

There are diverse ways and concepts to align the development of smart cities with the UN Sustainable Development Goals (SDGs). This chapter is concerned with ways of making sure that any smart city transformation is aligned in full or in part with the SDGs to achieve sustainability. It outlines fundamentals that affect any plan of smart city development. After discussing basic commitments of smart city sustainability, such as the Aalborg and other commitments, the chapter proceeds to distinguish between horizontal, vertical alignment, and blended alignment with SDGs. Emphasis is placed on two relevant SDGs: Goal 11 and Goal 17. An accelerated policy of action is suggested (Smart Rush). Finally, the chapter addresses the modalities of enhancing innovation and participation in smart sustainable cities.

Modern urban planning educational trend defines the sustainable development of smart cities as one of the most dynamic areas of city policies around the world. A smart city is a high-tech urban living environment in which innovative solutions are embedded in its constituent elements and processes to improve its quality and living standards. The concept of a smart city is aimed at sustainable development of urban areas and offers technology as a tool for solving problems in the field of planning, design, integrated engineering landscaping, as well as in the provision of urban services to the population. The article discusses the contents of the smart city concept, which reflects the main directions of the curriculum of the master's program «Sustainable Smart City». Its main purpose is to prepare urban planners who have professional competencies in the development of smart cities in the implementation of urban processes.


Objective of the paper is to get analyze the scientific studies by focusing on smart city concepts and sustainability to understand better. For doing such thing, the study identifies the information about the different existing and recent technologies, various research, different models and various frameworks. The methodology used for this research is qualitative by an organized review of different literatures, which examines the important terminologies like, “Smart city”, “Urban Computing” and “Sustainability”, focusing on the sustainable development of smart cities. This review gives detailed information regarding the recent scientific piece of writing focusing variety of issues related to smart cities and sustainability. This review may provide a base to the researchers looking for surrounding information to explore more. The finding gives important insights for the scholars researching in the area under discussion, and managers are trying to apply those in their respective cities. In the last section we have proposed a three layered framework of smart cities which includes the supporting technologies, pillars of smart city and the society which gets benefitted

With the arrival of the “5G” era and the digital economy era, the development of the city has permeated all aspects of the city, and with the emergence of “smart city”, it is likely to have “smart” everywhere in the future city. At the same time, “Future Smart Transportation” was proposed as a discussion topic at the “2019 (8th) International Smart City Summit and Smart Ecology Expo”. The research and development of the driverless bus stops will spur the driverless bus stops to take on the past with a brand-new look, welcome the future, and contribute to the sustainable development of the smart city. Taking the driverless bus station in Zhengdong New District as an example, this paper explores the sustainable development of a smart city through the creation of manned (open)-shared (transition space)-driverless (semi-enclosed space) space and the introduction of modular design approach. To connect people’s work, life and transportation, and derive a new public transportation environment based on manned bus stops, namely, intelligence, sustainability, environmental friendliness and safety, thus create a smart transportation pilot to embrace the bright future of sustainable smart cities.

The rapid expansion of urbanization both in scale and population leads to a series of serious urban diseases, which become a huge obstacle to the healthy and sustainable development of cities. To alleviate these problems and challenges, China launched a smart city construction program in the past decade and has taken the lead in smart city construction in the world. However, there is still a lack of reflection and summary on the practice of smart cities in China. Based on the definition and concept of smart city, this paper points out the internal and external driving factors of China’s smart city development, then summarizes the four major characteristics of China’s smart city construction practice, and explores the main problems existing in the process of China’s smart city construction. Through the reflection and summary, we can facilitate development of smart cities in China, provide useful reference to urban planners and smart city practitioners in other countries and regions, and promote the healthy and sustainable development of cities.

The purpose of this study is to create a methodological approach for assessing the development of smart cities. An analysis of existing approaches to assessing the development of smart cities showed that, in general, three main types of such methods can be distinguished. First, these are approaches based on the study of certain components of a smart city. Second, the levels or stages of smart city development. Thirdly, certain narrowly focused areas for studying the development of smart cities (for example, ecology). Based on the systematization of approaches to assessing the development of smart cities, the author's approach is proposed, which consists in combining the study of the components of a smart city and the stages of its development.

Cities are becoming digital and are aiming to be sustainable. How they are combining the two is not always apparent from the outside. What we need is a look from inside. In recent years, cities have increasingly called themselves Smart City. This can mean different things, but generally includes a look towards new digital technologies and claim that a Smart City has various advantages for its citizens, roughly in line with the demands of sustainable development. A city can be seen as smart in a narrow sense, technology wise, sustainable or smart and sustainable. Current city rankings, which often evaluate and classify cities in terms of the target dimensions “smart” and “sustainable”, certify that some cities are both. In its most established academic definitions, the Smart City also serves both to improve the quality of life of its citizens and to promote sustainable development. Some cities have obviously managed to combine the two. The question that arises is as follows: What are the underlying processes towards a sustainable Smart City and are cities really using smart tools to make themselves sustainable in the sense of the 2015 United Nations Sustainability Goal 11? This question is to be answered by a method that has not yet been applied in research on cities and smart cities: the innovation biography. Based on evolutionary economics, the innovation biography approaches the process towards a Smart City as an innovation process. It will highlight which actors are involved, how knowledge is shared among them, what form citizen participation processes take and whether the use of digital and smart services within a Smart City leads to a more sustainable city. Such a process-oriented method should show, among other things, to what extent and when sustainability-relevant motives play a role and which actors and citizens are involved in the process at all.
