The rapid expansion of urbanization both in scale and population leads to a series of serious urban diseases, which become a huge obstacle to the healthy and sustainable development of cities. To alleviate these problems and challenges, China launched a smart city construction program in the past decade and has taken the lead in smart city construction in the world. However, there is still a lack of reflection and summary on the practice of smart cities in China. Based on the definition and concept of smart city, this paper points out the internal and external driving factors of China’s smart city development, then summarizes the four major characteristics of China’s smart city construction practice, and explores the main problems existing in the process of China’s smart city construction. Through the reflection and summary, we can facilitate development of smart cities in China, provide useful reference to urban planners and smart city practitioners in other countries and regions, and promote the healthy and sustainable development of cities.

There are diverse ways and concepts to align the development of smart cities with the UN Sustainable Development Goals (SDGs). This chapter is concerned with ways of making sure that any smart city transformation is aligned in full or in part with the SDGs to achieve sustainability. It outlines fundamentals that affect any plan of smart city development. After discussing basic commitments of smart city sustainability, such as the Aalborg and other commitments, the chapter proceeds to distinguish between horizontal, vertical alignment, and blended alignment with SDGs. Emphasis is placed on two relevant SDGs: Goal 11 and Goal 17. An accelerated policy of action is suggested (Smart Rush). Finally, the chapter addresses the modalities of enhancing innovation and participation in smart sustainable cities.

Global change, including population growth, economic development and climate change constitute urgent challenges for the smart cities of the 21st century. Cities need to effectively manage their development and meet challenges that have a significant impact on their economic activity, as well as health and quality of life for their citizens. In the context of continuous change, city decision-makers are constantly looking for new smart tools to tackle it. This article addresses this gap, indicating foresight as an effective tool that anticipates the future of a smart city. Its aim is to develop a methodology for planning and implementing a vision of smart city development based on foresight research. The proposed methodology consists of five stages and was developed with the use of methodology for designing hybrid systems. It is an organised, transparent and flexible process which can facilitate the development of sustainable and smart future visions of smart city development by virtue of the involvement, knowledge and experience of a large number of urban stakeholders at all stages of its creation. The article discusses in detail the operationalisation of each stage of the methodology in which the following main methods were used: megatrend analysis, factors analysis: social (S), technological (T), economic (E), ecological (E), political (P), relating to values (V) and legal (L) (STEEPVL), structural analysis, Delphi, creative visioning, scenarios and identifying actions related to the development of a smart city, divided into four categories: new, so far not undertaken (N); implemented so far, to be continued (C); redundant, to be discontinued (R); actions that have been implemented in the past and to be restored (R) (NCRR). The summary enumerates the benefits that foresight implementation can bring to the smart city.

AbstractThe COVID-19 pandemic before mass vaccination can be restrained only by the limitation of contacts between people, which makes the digital economy a key condition for survival. More than half of the world’s population lives in urban areas, and many cities have already transformed into “smart” digital/virtual hubs. Digital services ensure city life safe without an economy lockout and unemployment. Urban society strives to be safe, sustainable, well-being, and healthy. We set the task to construct a hybrid sociological and technological concept of a smart city with matched solutions, complementary to each other. Our modeling with the elaborated digital architectures and with the bionic solution for ensuring sufficient data governance showed that a smart city in comparison with the traditional city is tightly interconnected inside like a social “organism”. Society has entered a decisive decade during which the world will change by moving closer towards SDGs targets 2030 as well as by the transformation of cities and their digital infrastructures. It is important to recognize the large vector of sociological transformation as smart cities are just a transition phase to human-centered personal space or smart home. The “atomization” of the world urban population raises the gap problem in achieving SDGs because of different approaches to constructing digital architectures for smart cities or smart homes in countries. The strategy of creating smart cities should bring each citizen closer to SDGs at the individual level, laying in the personal space the principles of sustainable development and wellness of personality.

Purpose. The purpose of the article is to analysis of trends and formation of recommendations for the introduction of smart city technologies in the development strategy of the urban community. Methodology of research. The research methodology contains the following general scientific methods, namely: bibliographic – for the analysis and systematization of scientific works on the development of "smart" cities, modelling of their technological and information structures; historical and practical – to study the practical experience of introducing intellectual elements in the urban space; comparative – to determine the priorities of the components of the "smart city" model; abstract and logical – in forming conclusions and formulating recommendations. Findings. It is determined that the European model of smart city development provides for the introduction of such components as smart - economy, mobility, ecological approach to environmental protection; digital technologies; development of information, digital and general culture of residents; smart lifestyle; e-government. The world tendencies and Ukrainian practices of introduction of smart elements for digitalization of management of infrastructure of the city are analysed. It is determined that the technological solutions of a smart city are developed on the basis of Internet of Things technologies, active use of feedback principles, formation of data transmission infrastructure, data collection, processing and analysis systems. It is revealed that the introduction of smart technologies is carried out in fragments both in Ukraine and in the world. It is analysed that the development strategies of Ukrainian cities do not contain separate sections on the introduction of smart technologies. Ukrainian cities lag far behind in the pace of innovation and do not have separate strategies for the development of a smart city. It is proved that all stakeholders should have information on the formation of the city's development strategy and, in particular, its smart technologies, understands their level of responsibility and participation in decision-making mechanisms and implementation of the introduced technologies. Originality. The model of a smart city has been improved, taking into account trends in the development of smart cities and identifying priority areas for the development of smart technologies in the management of infrastructure and urban information environment. The information environment involves the use of a multi-loop information system to support the life of the city in various areas. Such a system contains the necessary functionality, as well as special emotional and motivating contours to increase the activity of citizens, ensure transparency of decision-making by city leaders and more. Practical value. The formed recommendations can be used by project groups of city councils for improvement of strategies of development of cities and development of scenarios of introduction of elements of system of the smart city. The recent explosion of urbanization is mainly driven by the developing countries in the world. Therefore, urban planners in less developed countries face huge pressure to create planned urbanization which includes the higher provision of infrastructure and basic public services. The part of this planned urbanization ‘smart city’ development is one of the important initiatives taken by many countries and India is one of them. In terms of the size of the urban population through India ranked the second position in the world but in terms of the percentage of the urban population, it ranks very low. Therefore, to promote the urbanization Government of India (GoI) has taken ‘Smart Cities Mission’ initiatives for 100 cities in 2015. In this context, the present chapter quantitatively assesses the impact of smart city development on the urbanization in India. Urbanization is measured by the size, density, and growth rate of the population of the smart cities. On the other hand, we use factor analysis to create infrastructure index by considering city level total road length, number of latrines, water supply capacities, number of electricity connections, hospitals, schools, colleges, universities, banks, and credit societies. OLS regression analysis suggests that infrastructure has a strong positive effect on urbanization. Therefore, the smart city mission is very much essential for the promotion of urbanization in India. Finally, we suggest that we need to have more smart cities in the future so that a higher rate of urbanization promotes higher and sustainable economic growth.

Indian Government has proposed to develop 100 Smart Cities and 500 AMRUT (Atal Mission for Rejuvenation and Urban Transformation) Cities in its overall commitment of sustainable development. The proposed study aims at documenting the potential and need of developing Smart cities in India, to understand smart city principles and various dimensions of smart city adopted in various parts of the world which will further help in deriving recommendations and lessons for India's future smart cities. The objective of this study is to generate learning and exploration that will improve confidence in civic authorities, experts, city planners, developers; and help stimulate further private sector investment in developing Smart cities of India.

With the proposal of construction ideas of smart earth, the smart city construction becomes a kind of global consensus. In addition, the smart Quanzhou construction also becomes one of the important construction missions and targets in the city development of Quanzhou. This paper, by means of analyzing the necessity of smart Quanzhou construction, summarizes some problems that exist in the city informatization of Quanzhou. Moreover, this paper also proposes the general idea of the construction of the smart Quanzhou by studying and summarizing the successful case of smart city construction in the domestic and overseas.

With the continuous emergence and application of new technologies, the construction of smart cities has entered the practical promotion period. Since 2012, the pilot construction of smart city has been promoted by the government in China. On the basis of these practical experiences, this paper presents an overview of the latest technologies and applications for smart city construction in China and demonstrates that smart city strategy needs to be implemented according to local conditions, adhering to the people-oriented concept and using scientific and effective top-level design and planning. The construction of smart city is comprehensive system engineering, including the integration of geographic information sharing service platform, full-cycle management and control system of urban planning, construction and social management, as well as intelligent business information management system of gardening, water conservancy, environmental protection and other industries and departments. The information system (GIS), satellite remote sensing (SRS), global navigation satellite system (GNSS), Internet of things, mobile applications, cloud computing, visualization technology ware used to promote urban construction and sustainable development, and to meet the needs of future smart city development. Results show that centralized management is very important for the construction of smart city. The government plays a major role in the construction of smart city, which will be conducive to the development of new technologies and the effective use of smart city construction resources.

Abstract. In 2017 we published a seminal research study in the International Archives of the Photogrammetry, Remote Sensing & Spatial Information Sciences about how smart city tools, solutions and applications underpinned historical and cultural heritage of cities at that time (Angelidou et al. 2017). We now return to investigate the progress that has been made during the past three years, and specifically whether the weak substantiation of cultural heritage in smart city strategies that we observed in 2017 has been improved. The newest literature suggests that smart cities should capitalize on local strengths and give prominence to local culture and traditions and provides a handful of solutions to this end. However, a more thorough examination of what has been actually implemented reveals a (still) rather immature approach. The smart city cases that were selected for the purposes of this research include Tarragona (Spain), Budapest (Hungary) and Karlsruhe (Germany). For each one we collected information regarding the overarching structure of the initiative, the positioning of cultural heritage and the inclusion of heritage-related smart city applications. We then performed a comparative analysis based on a simplified version of the Digital Strategy Canvas. Our findings suggest that a rich cultural heritage and a broader strategic focus on touristic branding and promotion are key ingredients of smart city development in this domain; this is a commonality of all the investigated cities. Moreover, three different strategy architectures emerge, representing the different interplays among the smart city, cultural heritage and sustainable urban development. We conclude that a new generation of smart city initiatives is emerging, in which cultural heritage is of increasing importance. This generation tends to associate cultural heritage with social and cultural values, liveability and sustainable urban development.

The purpose of the study is to synthesize the principles of smart tourism destination and justify their application for the purpose of development of tourist innovations in urban tourism. The purpose of this article is also to explore the relationship in the development of "smart destination" and "smart city" as information systems. Such studies are important in the context of the sustainable development of urban tourism. Methods. This study used a comparative analysis of modern electronic and literary sources on the topic of smart cities and smart destinations. An analogy method was used to identify similarities and differences in the development of information systems. The classification method was applied to study the main features of development of smart destination. Results. Thanks to smart destination technology, tourists become a resource for development of tourism. This technology also enhances engagement and integration with target audiences. The implementation of the concepts of smart city and smart destination requires consideration of several important factors that will create favourable preconditions for their implementation. Smart tourism is the dominant trend in the world now. With smart tourism, locals and tourists alike can interact with a convenient, safe, informative environment. Smart destinations open up previously unattainable opportunities for businesses to improve their products and services. The main feature and advantage of a smart tourist destination is its customer orientation. Scientific novelty. The article analyses the main trends of smart tourism destinations in the world. The components and main directions of the development of smart destinations are determined. The analysis of modern global tendencies of smart destinations development is carried out. Practical significance. The results of the study can be used in planning the further development of smart tourism destination in Ukraine and the corresponding adjustment of the policy of tourist innovations.
