The coastal territory is a complex socio-ecological system (SES), which needs to be governed using an integrated approach. Integrated coastal management (ICM) is considered as the main approach in coastal governance, offering a holistic view of the coastal zone by integrating different governance sectors and governance levels, but ICM is not a fixed approach and should be adopted to meet each particular unique national and local situation. Full scale ICM in Latvia is not applied, but the following problems are recognized as most significant in the coastal territory: the lack of qualitative infrastructure and the lack of good governance; the local level coastal SES is studied, monitored and evaluated insufficiently as well as good practice examples are not communicated enough. In the current study, the exploration of the legisla-tive regulations and planning documents was conducted, therefore, the main research methods are docu-ment studies and expert interviews. Both the vertical and horizontal integration were assessed for the coastal governance, as well as overview of ICM developments in the modern history of Latvia. In order to understand the situation of the coastal governance in Latvia, the scheme of coastal dune protection zone was prepared, based on Latvian coastal legislation, however it is often difficult to depict different protec-tion zones in practice in such a dynamic and changing territory as a coastal zone.

Integrated coastal governance (ICG) is becoming increasingly important nowadays, since the problems at coastal territories are continuously growing. The coastal zone, however, is a complex socio-ecological system which is extremely difficult to govern because it is very dynamic territory that is also very sensitive to various anthropogenic influences, as well as a lot of conflicts of interest occur there. Coastal area is characterized by a unique and diverse natural and cultural heritage as is the case with Jurmala municipality in Latvia. An integrated approach is important in the governance of such a complex socio-ecological system, but disciplinary/branch approaches are also necessary. The aim of the research was to study and evaluate the complex situation of the coastal governance at the local level, as well as to develop policy proposals for the chosen target territory – Jurmala municipality – and its main target groups. These studies included the analysis of the legislative acts and planning documents, interviews with all the main target groups in the municipality, observation studies, as well as the initial assessment of the coastal governance situation in the Jurmala municipality by using the model of three environmental governance dimensions: (1) coastal governance sectors; (2) coastal governance segments (stakeholders); and (3) coastal governance instruments.

The article concerns the issues of discussion about the composition of the monuments of ancient German writing that are relevant to the history of the German literary language of the initial period, in particular the texts of agrarian law of the 8th century descriptions of land detours and demarcations of the Main Franconian region. The thesis of the clerical exclusivity of ancient German writing dominates by inertia in Russian historical Germanic studies. The relevance of the research carried out on the material of the unique monument of the so-called second description of the Wrzburg mark is associated with the approbation of an integrated approach to the analysis of the language and genre and stylistic affiliation of the text. The place of this source in the corpus of autochthonous texts of the VIII century from Wrzburg is determined. The research solves the problem of decoding the semiotic meanings contained in this old-written text, which is identified as a protocol for oral presentation. The main research methods are onomastic and component analysis (toponyms, anthroponyms), a toolkit of historical-stylistic, discursive and hermeneutic approaches using digital technologies. The genre content and linguistic characteristics of the monument are specified. The description of the Wrzburg demarcation and related texts is considered in the context of the linguistic situation of the VIIIXI centuries. The main conclusions of the study: as a small-format legal text, this monument has a special semantic nature, encodes valuable historical and cultural information, unique relics of the transitional early feudal era in Germany; its reference (referential) function, areаlogy, toponymic and anthroponymic semiotics are revealed through intertextual connections with other Old High German monuments of the XVIII century.

The article is devoted to the analysis of the concept of literary romanticism. The research aims at a refinement of the “romanticism” concept in relation to the history of the literary process. The main research methods include conceptual analysis, textual analysis, comparative historical research. The author analyzes the semantic genesis of the term “romanticism”, various interpretations of the concept, compares the definitions of different periods and cultures. The main results of the study are as follows. The history of the term “romanticism” shows a change in a number of definitions for the same concept in relation to the same literary phenomena. By the end of the 20th century, realizing the existence of significant contradictions in the content of the term “romanticism”, researchers often come to abandon it. At the same time, the steady use of the term “romanticism” testifies to the subject-conceptual component that exists in it, which does not lose its relevance, but just needs a theoretical refinement. Conclusion: one have to revise an approach to romanticism as a theoretical concept, based on the change in the concept of an individual in Europe at the end of the 18th century. It is the newly discovered freedom of an individual predetermines the rethinking for the image of the author as a creator and determines the artistic features of literary romanticism.

Coastal zone management requires an understanding of the complex milieu of interactions and activities taking place in an environmental system. Man is beginning to recognize that the old method of dealing with individual issues and problems as single fragment of a whole ecosystem is not enough. This paper tries to deal with the integrated manner in carrying out effectively the management of the coastal zone in Puerto Galera, Oriental Mindoro by the Man and the Biosphere Interagency Committee on Ecological Studies. To attain the objective of the project, the different agencies monitor, identify, observe, investigate various natural and physical parameters contributing to the ecological balance and study the rational use of the resources along the coastal zone. Result of the study showed that although such factors as land use practices of shifting cultivation (kaingin), human attitude towards forest and its resources, and continuous increase in population and migration of people were observed, such pressure on lands has not greatly affected the Puerto Galera coastal zone resources.

Preemption is one of the most important legal doctrines for today’s progressives to understand because of its power to constrain progressive policymaking and social movement lawyering at the state and local level. By examining the detailed history of a decades-long campaign by the labor and environmental movements to improve working conditions in an industry at the heart of the global supply chain, Scott L. Cummings’s Blue and Green: The Drive for Justice at America’s Port (2018) provides a case study about the doctrine and impacts of preemption. The study also inspires lawyers and activists alike to reexamine core questions of factual relevance, representation and voice, and precedent.

Acupuncture in combination with antiretroviral therapies is a potentially useful treatment for HIV-related symptom relief in resource-poor settings. Traditional Chinese medicine has a long history of being used to enhance immune function. In the setting of HIV, Chinese traditional medicine allows for symptom treatment without adding extra medications to a complex drug regime. This paper provides details of a project at Mae On Hospital in rural northern Thailand where allopathic/conventional treatments are used in tandem with acupuncture. A preliminary evaluation of the project suggests that an integrated approach to symptom relief is viewed positively by respondents receiving acupuncture, though further studies are required to confirm the association between acupuncture and symptom relief. The project also demonstrates the feasibility of developing a cost-effective acupuncture programme using local healthcare staff.

Abstract Non-finite forms constitute an important component of the verbal system of Indo-Aryan (IA) languages. On the one hand, some of them, such as e.g., converbs, have already received proper attention in historical linguistics and typological literature, with regard to Old Indo-Aryan (OIA), Middle Indo-Aryan (MIA) and New Indo-Aryan (NIA) (cf. Tikkanen 1987; Peterson 1998; Subbarao 2012 among others). Other forms, such as participles, have usually been analysed in the wider context of reorganisation of a finite verbal system which led to alignment change (for recent discussion see Dahl and Stroński 2016). On the other hand, adverbial participles or infinitives have so far been under-studied (cf. Sigorski 2005), particularly within early NIA. This period in the history of IA languages witnessed several important morphosyntactic developments and still requires in-depth study, particularly due to the lack of well-edited corpora. The aim of the present paper is to partly fill this gap by highlighting major trends in the development of constructions based on various non-finite forms in early NIA. We focus on main argument marking in converbal chain constructions and its interplay with the animacy hierarchy. We demonstrate a relative stability of differential case marking (DCM), focusing mainly on conditions on differential subject marking (DSM) and differential object marking (DOM). In addition, we compare converbal chain constructions with participial absolute constructions (AC). Finally, in order to give a holistic view of converbal constructions, we verify the type of linking instantiated by them, focusing on three scopal parameters in converbal constructions (Tense, Illocutionary Force and Negation) and using the apparatus of Role and Reference Grammar and Multivariate Analysis.

This study is dedicated to the regional history of the East-West conflict on the basis of the relationship between the Germany military and the Belgian armed forces stationed in Germany. The central question it addresses is which factors were largely responsible for the interdependence between actors and institutions of both armies. In addition to analysing the limited time of the peak phase of Belgian military deployment in the Federal Republic 1946–1990, the book concentrates regionally on the military training areas of Vogelsang in the Eifel and the Wahner Heide near Cologne as military contact zones. For this purpose, the author evaluates unpublished archival sources at the local level for the first time.

This article proceeds from the fact that the problem of interaction and mutual influence is quite acute in literary studies. In this regard, the relevance of the research is due, firstly, to the correspondence to the priority direction of modern literary studies associated with the comparative analysis of the text, and secondly, to the need to disclose the deep theoretical and artistic content of creative communication of such artistic personalities of the XX century as M. Tsvetaeva and B. Pasternak, whose legacy still contains many lacunae. The methodological basis of the research is an integrated approach, including comparative-historical, historical-literary, comparative-typological, system-analytical and biographical methods, as well as the method of comparative studies, which allows to study literary analogies and connections of different national literatures, their refraction in the texts of the authors studied. Hermeneutics contributed to the mental comprehension of the analyzed texts, the mental processing of textual information. An important episode in the history of world poetry was the correspondence-dialogue of iconic poets for their time: M. Tsvetaeva and B. Pasternak. Correspondence is valuable not only because it shows us the life of poets in relation to time. The creative aspect of correspondence is very important. The rapprochement manifested in it and at the same time the repulsion was deeply creative and left deep traces in the legacy of all its participants. Poets, albeit to varying degrees, concentrated and passionately, sought to define for themselves the essence of life and poetry. In the course of the research, the author of the article comes to the conclusion that, firstly, the literary process is characterized by a systematic nature in which authors and their works are in certain relationships to each other. Secondly, the thirteen-year correspondence of M. Tsvetaeva with B. Pasternak was very significant for literature. Thanks to mutual communication, creative interaction, the poets created unique, emotionally deep works.

This article places the concept of community asset management (CAM), the focus of a DFID Knowledge and Research (KAR) project which has been described elsewhere, in the context of the broader concepts of participatory local governance and good practice, themselves the subjects of other recent KAR projects. It is contended herein that it is imperative to local development, service delivery and poverty reduction that these concepts are fully operationalised by the stakeholders involved in the governance process. The article argues that, not only is CAM as a community participation approach a good practice in good governance ‘in its own right‘, but the very practice of the CAM approach involves the operationalisation of other participatory local governance principles.
