ABSTRACTIntegrating information and communication technologies (ICT) in education has generated great hopes and, in some cases, it has produced technological innovations without the basic educational foundations. Some pedagogical uses of ICT improve learning mediated by technology (Laferrière et al., 2015) but we also observe some uses of ICT that place students in situations of passive or interactive consumption. With the purpose of integrating ICT to improve learning and to analyze the limits of passive or interactive consumption, we present five levels of educational uses of ICT. First, passive consumption (eg videos); second, interactive consumption (eg interactive schoolbooks); in third and fourth place the creation of individual or team content (eg create a story), and finally, the participatory co-creation of knowledge, aimed at understanding or solving problems and conceived within a learning community.RESUMENLa integración de las tecnologías de la información y de la comunicación (TIC) en educación ha generado grandes esperanzas y, en algunos casos, ha generado innovaciones tecnológicas sin los fundamentos educativos necesarios. Algunos usos pedagógicos de las TIC permiten un mejor aprendizaje mediado por la tecnología (Laferrière et al., 2015) pero también existen usos de las TIC que ponen al alumno en situaciones de consumo pasivo o interactivo. Con el objetivo de integrar las TIC para mejorar el aprendizaje y analizar los límites de los usos actuales, presentamos cinco niveles de usos educativos de las TIC: (1) el consumo pasivo; (2) el consumo interactivo; (3) la creación de contenido individual; (4) la co-creación de contenido; y (5) la co-creación participativa de conocimientos orientada a la comprensión o la resolución de problemas en una comunidad de aprendizaje.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

Educational change, particularly change involving the adoption of educational innovations, is a complex process. In Malaysia, the significant role of information and communication technologies (ICTs) in promoting digital education is reflected in the national ICT in education policy. Nevertheless, studies in the Malaysian educational context have shown that the policy implementation resulted in varying degrees of success. Through a discourse analysis approach, this paper aims to examine the evaluation studies on large scale initiatives introduced to digitize the Malaysian education system, from the Smart Schools programme to the incorporation of the Frog Virtual Learning Environment in classroom. The rationale behind these top-down initiatives and how they affected the stakeholders at the micro level, namely, teachers and students, are reviewed and analysed. The analysis informs our understanding of the factors that contribute to the successful and unsuccessful implementation of these initiatives and guide the planning of future policies.

In recent times, most of the developing countries have concentrated themselves on evolving with the help of Information and Communication Technologies, Republic of Fiji being one of them. Fiji National University, one of the leading universities in Fiji has been playing a very important role for the development of the country. In this paper, the author has evaluated and analyzed the concerns of the in-service students who are studying in Fiji National University. This paper follows the Concern-Based Adoption Model (CBAM) model to evaluate the stages of concern of 109 in-service students who are pursuing Bachelor of Education degree and also teach in primary and secondary schools in Fiji. The results showed that the in-service students have high concerns on the self-oriented levels. The results also exhibited a pattern between teaching experience of these in-service students and their stages of concern. Based on the analysis of results, the necessary steps have been recommended for the development of ICT in education.

The notion of a cashless society is slowly becoming an inevitability of the modern way of doing business. Withdrawal of cash from use is the result of wide application of information and communication technologies. Increasing digitalization has contributed to the fact that most transactions are performed via smart devices (phones, tablets, desktops), without the use of cash and without going to the bank. The development of technological innovations, as well as innovations in finance, has undoubtedly contributed to increasing efficiency in business, but the question is whether the increasing digitalization of life and business, which is reflected in the creation of a cashless society, is still so desirable for humanity. The paper focuses on the socio-economic aspects of withdrawing cash from use. On the one hand, states are given the opportunity to influence economic activities even more directly through their central banks, while on the other hand, the issue is raised concerning human freedoms and rights in the digital world, in which it will be possible to electronically control the entire business.

The article describes the content and structure of the discipline “Information and Communication Technologies in Pedagogical Studies”, which was introduced into the curriculum of training future Doctors of Philosophy in the field of knowledge “Education”. The course consists of two modules: 1) theoretical basis of using information and communication technologies in pedagogical studies; 2) using information and communication technologies at different stages of pedagogical study. In addition, the topics of lectures, general content of practical classes and independent work are given. The content of practical classes contains work in cloud services, checking scientific materials for plagiarism, organizing and conducting questionnaires and testing, creating websites, blogs, etc. Among the tasks of independent work: the creation of a distant course in Moodle, work in MS Excel, the statistical recording of the pedagogical experiment data, the creation of presentations (MS Power Point, Prezi). The results of the implementation of the course in the training of future Doctors of Philosophy in the field of education were monitored; the levels of formation of their ICT competence were. The authors used survey methods, testing, creative tasks, etc. In particular, they described the testing procedure, which was conducted in compliance with all the necessary requirements for designing tests, which ensured the reliability and validity of the monitoring. The authors proved the urgency of implementing the mentioned course into the future scholars’ training, which corresponds to the modern tendencies of education informatization. The course “ICT in Pedagogical Studies” reveals a complex of opportunities and prospects of using computer technologies during scientific and pedagogical research, provides quality training of the specialists with a new type of thinking, promotes the efficiency of their research and pedagogical activity, which is confirmed by the results of implementing the course into the training of the future Doctors of Philosophy in the field of knowledge “Education”.


This study is a partial advance of ongoing research whose main objective is the creation, contribution, and analysis of cultural indicators in the Ecuadorian university context. This work focuses specifically on providing a series of indicators on the equipment, use, and consumption of the TIC of students of the National University of Education of Ecuador (UNAE). The methodology used is the quantitative of descriptive-analytical order, based on the data collected in a survey applied on a population sample, made up of 438 students of the total universe between the different careers and cycles offered by the UNAE. The sample has a margin of 95% reliability and an error of 5%. The obtained results showed a high level of equipment, use, and consumption of the different technological devices. Also, this university population spends daily hours in academic and free time activities in cellphones, television, videos, and internet.

Topicality. One of the dynamic and rapid lines of development of modern regional ecosystems is transport logistics as an effective source of competitive advantages. This requires the use of new tools to improve the competitive ability of regions, including the cluster approach, the essence of which is the formation and development of logistic clusters by consolidating the efforts of the state, business, science, education in priority fields of economic activity. As international practice shows, the implementation of the cluster model of logistic activities will contribute to the reduction of total logistic costs by 12-35% as a result of reducing transport costs by 7-20% and the cost of handling operations by 20-30%, as well as accelerating the speed of circulation of material resources by 20-40%. Therefore, the creation of logistic clusters will create favorable conditions for the growth of the volume and quality of transport and logistics services and create a qualitatively new model of the regional economy.Aim and tasks. The aim of the article is to analyze the current state and problems of the formation of the institutional environment of functioning of logistic clusters in the economic regions of Ukraine, as well as to develop proposals for the creation of the appropriate institutional conditions for the development of logistic clusters as illustrated by the Prydniprovsky and Sloboda economic regions.Research results. It was found that the formation and effective functioning of logistic clusters in the regions of Ukraine is hampered by many key barriers that can be conditionally classified into the following groups, such as political, foreign economic, institutional, investment and financial, infrastructure, logistics. It was proved that for the effective development of logistic clusters in the economic regions of Ukraine it is reasonable to develop proposals for the creation of appropriate institutional conditions, which are to finalize the Strategies of the regional development in terms of institutional, investmen and financial, organizational and economic and information support of the functioning of logistic clusters using the cluster approach, as well as the Concepts of creating logistic clusters and Strategies for the integrated development of logistic clusters as a component of the regional transport and logistic system; implementation of the financial support mechanism, which includes exogenous and endogenous factors affecting the development of the regional transport and logistic system; the principles on which the formation of logistic clusters should be based; management functions (forecasting, planning, organization, accounting, control, analysis, regulation); a set of tools governing the organization and implementation of logistic activities, as well as the provision of transport services; financial instruments (venture investment, crowdinvesting, factoring, public-private partnership on the basis of attracting private investments, funds of credit institutions, foreign investment resources, grants of international financial organizations); means (digital, information and communication technologies, software, regulatory documents).Combination of modern cluster policy, mechanism of institutional support for the development of an integrated transport and logistic system and strategies of smart industry specializations in the context of decentralization will create the appropriate conditions for the formation of a logistic cluster as an effective form of partnership, strengthen the competitive advantages of the Prydniprovsky and Sloboda economic regions and increase the economic capacity of territorial communities.Conclusion. It was substantiated that the introduction of proposals for the creation of the appropriate institutional conditions for the formation and development of logistic clusters will contribute to a synergetic effect, the components of which are to increase the level of investment attractiveness of economic regions; increase revenues due to economic growth of territories; creation of new jobs and growth of employment; increase in the volume of cargo transportation and turnover; optimization of movement of logistic flows; cost reduction for the organization of logistic activities for the reduction of transport component in the cost of services, reduction in time to complete customs procedures for clearance of goods; provision of favourable conditions for the functioning of logistic market; creating objects of the appropriate logistic infrastructure (transport, trade, service, etc); improvement of the technology of transportation with the use of modern digital information and communication technologies.

The introduction and use of information and communication technologies have been a recurrent topic of debate, as these technologies have become attached to the lives of more than half of the world's population. However, the use of technology in the education sector does not occur automatically, one of the references to guide the processes of its introduction have been the policies dictated by the governments, where actions, strategies, objectives, and goals are reflected, this allows us to identify a way forward by defining a more tangible and in some cases, prospective route. Based on the above, the objective of this work was to determine which have been the main guidelines that have marked the course of ICT in education in Mexico, and their reflection in specific actions. For this purpose, a qualitative research process was carried out with a systematic review on the internet and a documentary analysis, with the review of national education programs, and various documents on the main ICT programs of the last 30 years. Recurring axes were identified in each period, as well as lags and lack of continuity from one program to another. The importance that educational policies have had to direct the course of the use of ICT in basic education in Mexico is recognized, but also the gaps and shortcomings that have arisen in each six-year period.

Managing of knowledge for innovation in an extended enterprise (EE) environment is a key issue. This in turn requires effective utilization of information and communication technologies (ICT). This chapter addresses the application of ICT for knowledge management (KM) needed for innovation in industry. An ICT-based KM system to support innovation process in EE environment (i.e., to support mastering of the innovation process) is presented. The main objective of the new AIM system is to provide the means of stimulating the creation of innovative ideas in general, and specifically on potential product/process improvements and on problem solving. The AIM system supports collection of such ideas throughout EE from people involved with the products and processes, as well as a development of the collected ideas into innovations.
