Currently, we can state the fact that there is no developed unified scientific approach to determining the degree of the total ecological and economic damage from forest fires based on the ecosystem approach, taking into account the multipurpose of forest benefits and the dependence of achieving the effectiveness of forestry and fire-fighting measures on the level of development of the transportation network on the territory of the forest fund. Hence, we can conclude that the development of a method for assessing the magnitude of ecological and economic damage from fires to forest ecosystems considering the factor of planning a forest road network is an urgent scientific issue. In this regard, the purpose of the article is to develop a methodology for assessing the degree of ecological and economic damage from fires to forest ecosystems, taking into account the planning factor of the forest road network and its testing. Within this framework, the article outlines the issues under study concerning the need for forecasting: the probability of forest fires, the area of their spread over the territory of the forest fund, the assessment of the degree of the possible ecological and economic damage to forest ecosystems. The study of these issues is necessary for the timely implementation of fire-prevention and restoration measures, as well as the determination of the value of optimal reserves sufficient to eliminate the consequences of forest fires, the assessment of the correlation of the indicator of total ecological and economic damage from fires with the level of development of the transportation network, which directly affects this indicator. The article presents a mathematical model developed by the authors, which forms the basis of the proposed method for assessing the degree of ecological and economic damage from fires considering the factor of planning the creation and development of the forest road network. The presented methodological development is based on the tools of economic and mathematical modeling, elements of the theory of probability and combinatorics, as well as an integrated interdisciplinary approach to the research object. The article also presents the results of a computational and numerical experiment using the developed methodological apparatus. The methodology proposed by the authors can be used in identifying the most fire-hazardous areas of the forest fund, development of measures to preserve biodiversity, planning logging, reforestation work, etc.

Besides the unsustainable exploitation, farming activities and economic development activities, forest fire is considered as one of the major threats to biodiversity and deforestation in Vietnam. In forest ecosystems, any changes in insect communities can affect species composition, nutrient cycling and numerous other ecological processes. The impact of forest fires, however, is not equal to different insect groups. In this paper, we study the impact of forest fires to hymenopteran insects at Copia species-use forest, Son La Province. This is the first time this kind of study has been taken place in Vietnam. Bên cạnh việc khai thác không bền vững, tập quán canh tác và các hoạt động phát triển kinh tế, cháy rừng được xem là một trong những mối đe dọa chính ảnh hưởng tiêu cực tới đa dạng sinh học và mất rừng ở Việt Nam. Trong các hệ sinh thái rừng, những thay đổi trong cấu trúc của quần xã côn trùng có ảnh hưởng tới thành phần loài, chu trình dinh dưỡng và rất nhiều quá trình sinh thái khác. Tuy nhiên mức độ ảnh hưởng của cháy rừng tới các nhóm côn trùng khác nhau là khác nhau. Trong bài báo này, chúng tôi nghiên cứu tác động của cháy rừng tới nhóm côn trùng cánh màng tại khu rừng đặc dụng Copia, tỉnh Sơn La. Đây cũng là lần đầu tiên tác động của cháy rừng tới nhóm côn trùng cánh màng được thực hiện ở Việt Nam.

Este trabajo analiza el grado de variabilidad de la afección de los siniestros de incendios forestales, ocurridos en los municipios de la Costa del Sol occidental (provincia de Málaga), sobre sus áreas urbanizadas e infraestructuras viarias durante el periodo 1991 a 2013. Primero se lleva a cabo un análisis descriptivo de los incendios forestales registrados desde 1987 hasta 2015. Posteriormente, se caracteriza el grado de afección de los incendios forestales sobre áreas urbanas e infraestructuras viarias, a partir de la medición de la cercanía del fuego a las mismas. Los resultados muestran que la Costa del Sol occidental se sitúa como el área más afectada por el fuego en la provincia de Málaga, al mismo nivel de otras regiones españolas, con una importante actividad turística y una expansión desmedida de la superficie urbanizada. Los siniestros analizados adquieren carácter de incendio de interfase urbano-forestal debido a la urbanización intensa y dispersa por su territorio y a la densidad de su red viaria. La cartografía muestra que la población e infraestructuras viarias potencialmente afectadas por el fuego tienen una variabilidad anual muy elevada, aunque cada vez es más frecuente que se vea afectada directa o indirectamente, haciendo necesario la actualización constante de los sistemas de protección a la población. The main results are the following: i) the Western Costal del Sol is the most affected area by the fire in the province of Málaga, as well as at the same level than other Mediterranean regions in Spain; ii) the analysed fires could be classified as wildland-urban interphase fire due to the intense urbanization and dense road network along the Costa del Sol. From the mapping analysis, it can be pointed out population and road network with possibilities of being affected by the fire is high but also very variable in time, making necessary updated protection and surveillance systems.

Important parts of the forest sector are forest engineering constructions and capital construction of forest road network which improve the optimal management of forests and forest stands and their reasonable opening by a forest road network. The basic frameworks of forest road network are forest transport roads of various grades and categories. The paper discusses the basic parameters of forest transport roads such as the length of forest transport roads and their density outspread to the area of a particular district above all. The conditions of forest opening in 41 Natural Forest Regions of the Czech Republic and in the Czech Republic as a whole are shown and confronted on the basis of these parameters. A dilemma of the double division of forest transport roads according to the standard ČSN 73 6108 – Lesní dopravní síť (Forest Transportation Network) and according to the methodology used by Forest Management Institute in Brandýs nad Labem is also described in the paper. Although it is not suitable to use two methods of evaluation, there is no tendency to unify it.

The maintenance of biodiversity is a global concern in economic, social and environmental terms. Thus, conservation units for the protection of natural environments were created. Despite the importance of these areas, forest fires have caused immeasurable and constant damage to Conservation Units. In view of this, the objective of this study was to determine the risk areas of forest fire occurrence through Fuzzy logic modeling in the Córrego Grande Biological Reserve, located in the Mata Atlântica Brazilian biome. In order to prospect for areas at risk of forest fires, the following variables were inserted in the model: land use, road network, slope and relief orientation. Finally, the model was validated by comparing the location of fire occurrences between the years 2008 and 2018, and a layout of the risk classes in the study area. In doing so, it was found that 65.87% of the area is between the 'moderate' and 'very high' range of fire risk classes, and that 70.22% of the fires which occurred in the studied period also occurred in that class range. The study concluded that the most influential variable on the risk level of fire occurrence is the forest road network. In this way, the proposed methodology can be applied to any other areas and types of land cover.

Abstract: This research aims to analyze the impact of Janti Flyover Construction toward the growth of layout at Janti Urban Area, including structured space, open space, and linkage. Method used for data collecting are observation, air photograph monitoring, and interview, whereas the analysis method is qualitative description, which is the superimposed method of two layers, that are the layout condition before and after flyover construction. The result shows that the impact of Janti Flyover construction can be seen on building mass (solid), the increasing number of open spaces, including the road network, parking place, and park, whereas the relation between spaces, visually and structurally, can be seen on the growth of buildings which have new shapes and styles, therefore the performance of the overall building does not have a proportional shape. Considering Janti Street at the collective relation, its role is getting stronger as the main frame road network.Keywords: Flyover construction, layout changing, Janti AreaAbstrak: Penelitian ini bertujuan untuk menganalisis pengaruh pembangunan Jalan Layang Janti terhadap perkembangan tata ruang Kawasan Janti, meliputi ruang terbangun, ruang terbuka, serta hubungan antar ruang (“linkage”). Metode pengumpulan data dilakukan melalui observasi, pengamatan foto udara, dan wawancara; sedangkan metode analisis melalui deskripsi secara kualitatif yang berupa “superimposed method” dari dua lapisan kondisi lahan, yakni kondisi tata ruang sebelum dan sesudah pembangunan jalan layang. Hasil penelitian menunjukkan bahwa pengaruh pembangunan Jalan Layang Janti terdapat pada massa bangunan (“solid”), pertambahan ruang terbuka yang berupa jaringan jalan, parkir, dan taman; sedangkan pada hubungan antar ruang ̶ secara visual dan struktural ̶ yakni tumbuhnya bangunan dengan bentuk dan gaya baru, sehingga bentuk tampilan bangunan secara keseluruhan tidak proporsional. Optimal layout of a forest road network The road network is the backbone of forest management. When creating or redesigning a forest road network, one important question is how to shape the layout, this means to fix the spatial arrangement and the dimensioning standard of the roads. We consider two kinds of layout problems. First, new forest road network in an area without any such development yet, and second, redesign of existing road network for actual requirements. For each problem situation, we will present a method that allows to detect automatically the optimal road and harvesting layout. The method aims to identify a road network that concurrently minimizes the harvesting cost, the road network cost (construction and maintenance) and the hauling cost over the entire life cycle. Ecological issues can be considered as well. The method will be presented and discussed with the help of two case studies. The main benefit of the application of optimization tools consists in an objective-based planning, which allows to check and compare different scenarios and objectives within a short time. The responses coming from the case study regions were highly positive: practitioners suggest to make those methods a standard practice and to further develop the prototype to a user-friendly expert software.

The article considers topical issues of economic support for the development of the regional security system of the population against various risks. The dependence of the impact of the scale of crisis situations on economic activities in the constituent entities of the Russian Federation, which become a serious barrier to the sustainable development of the regions of the country, was investigated. The increasing importance of risks of economic losses from accidents and disasters at potentially dangerous facilities as a result of the complex influence of natural, manmade and fire factors has been established. An analysis was carried out and proposals were developed to implement the key tasks of the state in the field of ensuring the protection of the population and territories of the country from disasters in order to ensure the stability of the economy. The organizational structure, division of tasks and functions between officials, crisis management structures and responding units were analyzed, taking into account the reduction in current financial costs. On the basis of a study of the peculiarities of the regions of the country, recommendations were formed to fulfill the necessary tasks by the anti-crisis management bodies in the field of reducing economic damage on the basis of preventing crisis situations and ensuring fire safety. It is proposed to organize the practical application of a complex automated security system based on modern developments with the application of improving the qualities and efficiency of anti-crisis management processes in order to increase economic efficiency. Initial data were formed to reduce potential threats of a natural, man-made, fire and other nature in the regions using financial and economic mechanisms. It is proposed to implement a set of priority measures to further improve and increase the potential of economic support for the anti-crisis management system. The materials of the article can be used in planning the main directions of the development of the regional population security system and the implementation of socio-economic development programs.

AbstractFor the purpose of identifying the key processes and sectors involved in the interaction between Earth and socio-economic systems, we review existing studies on those processes/sectors through which the climate impacts socio-economic systems, which then in turn affect the climate. For each process/sector, we review the direct physical and ecological impacts and, if available, the impact on the economy and greenhouse gas (GHG) emissions. Based on this review, land sector is identified as the process with the most significant impact on GHG emissions, while labor productivity has the largest impact on the gross domestic product (GDP). On the other hand, the energy sector, due to the increase in the demand for cooling, will have increased GHG emissions. Water resources, sea level rise, natural disasters, ecosystem services, and diseases also show the potential to have a significant influence on GHG emissions and GDP, although for most of these, a large effect was reported only by a limited number of studies. As a result, more studies are required to verify their influence in terms of feedbacks to the climate. In addition, although the economic damage arising from migration and conflict is uncertain, they should be treated as potentially damaging processes.
