An efficient economy is, first and foremost, effective governance. The importance and application of the concepts of "management" and "management" in the modern world are close in content, but not exactly the same. Accordingly, the concept of "management" applies to all types of systems - technical, biological, socio-economic and so on. The modern concept of "management" applies only to socio-economic systems, that is, organizational structures in which the obligatory element is the person and his goal-oriented activities. Thus, in modern times, the management of an organization or organizational structures is called "management".

The article investigates the theoretical and methodological principles of scientific and pedagogical workers rating assessment in higher educational institutions (HEI). According to the results of broad literature analysis, rating systems formation peculiarities of scientific and pedagogical university workers were determined. Further development of approaches to specification and detailing of the essence, functions, purposes and tasks of rating assessment, formation of principles, requirements and criteria, justification and rating models selection, harmonization of theoretical concepts with the practice of applying procedures for rating assessment in the HEI is substantiated. Research novelty is to elaborate on the essence and functions of scientific and pedagogical workers rating assessment system being considered as a multidimensional information system, which in turn is the subsystem of a more general management system. Scientific and pedagogical workers rating assessment system  involves continuous observation, measurement and controlled object conditions evaluation, operational management decisions adoption, ensures the implementation, verification and review of management objectives, promotes educational and scientific standardization processes, provides ongoing regulation and forecasts further development. Rating assessment system is inextricably linked with professional activities monitoring of scientific and pedagogical workers in higher educational institutions and performs similar functions, such as informational, management, systematic, predictive, activating, analytical, qualimetric, corrective, diagnostic and formative ones. An important element of the scientific novelty studies is the feasibility justification of using a market approach based on  marketing, social and ethical concepts marketing in formulating the goals, objectives and rating systems constructing principles for scientific and pedagogical workers. It is established that the most relevant principles in scientific and pedagogical workers rating systems formation are the principles of integrity with the general management system, dynamism and adaptability, orientation towards the needs of educational and scientific services consumers. Prospects for further research are related to the theoretical foundations development and methodology for building marketing complexes of educational and scientific services aimed at maximizing the consumers and society needs, which will be attained through more efficient management of human resource potential based on the use of rating models.

This study aims to describe the implementation of integrated quality strategic management of Islamic education perspective. The method used in this research is a literature study by collecting (material materials) sourced from various books, journals, and other sources. The results of the study indicate that the application of strategic management of integrated quality of Islamic education perspective is that the existence of Islamic educational institutions will be advanced and qualified if the management system implements TQM which in its operation is full of the concept of ihsan as a whole. The implementation of TQM must of course be preceded by quality planning or ihsan planning. The planning is actually an application of intentions or something to be realized and desired. Then this quality planning is broken down in benchmarking. Benchmarking is an activity to set standards, both processes and results to be achieved within a certain period. For practical purposes, the standard is reflected from the existing reality.


The article deals with problems and open questions concerning the organization of library design. Today, the problem of organizing library spaces, both separate and inside educational buildings, comes to the fore. A design strategy can help turn a library into an attractive, creative and trendy place, create an open, comfortable, modern space that allows you to get the necessary information or service as quickly as possible. The article considers several striking examples of foreign and domestic practice of designing library buildings that have managed to find their own format in the modern world, but have not lost their orientation to knowledge.

Employment of graduates of higher educational institutions (HEIs) is an important task worldwide. The main problems of employment are due to the existing discrepancy between the education re-ceived by graduates and the needs of business environment. The modern world should focus on the formation of graduates’ competencies in accordance with the demands of employers, which will pro-vide greater access to practical skills for students throughout the entire period of university studies. The purpose of the article is the differentiation of employers, analysis of their needs for graduates of economic specialties, readiness for partnership with HEIs. A survey of experts among employers and HEI professors allowed us to reveal the advantages of their social and professional partnerships and possible problems hampering the process of forming partnership relations. Discriminant analysis became the basis for classifying employers by the degree of their readiness to cooperate with HEIs. Three groups were employers are singled out: “business-focused”, “optimists” and “flagships”. Analysis of employers, taking into account their readiness to form partnership relations with HEIs, will contrib-ute to improving the quality of training personnel in business structures and HEIs.

The Russian Federation is a multinational state. Globalization of the modern world leads to an increase in international ties. All this is reflected in the main directions of the state policy in the field of strengthening international cooperation and forming respect for historical values and cultural heritage of the peoples of the Russian state. The authors consider the main directions of activities carried out by regional higher educational institutions and public organizations in the field of adaptation of migrant students in the sociocultural space which is new for them. Since migrant students are a special category of population because of their age and social status, it is characterized by a number of special problems. Migrant students face many stressful effects of their new life environment. The quicker they adapt to new conditions, the more successful their learning process will be. Adaptation of international students has a long time character, as it is a very complex process. Students-migrants face great difficulties, among which are: a new sociocultural environment, unusual climatic conditions, an unfamiliar language and educational system. As practice shows, for a large number of foreign students, getting education in Russia is the so-called “launching pad” into future life. When receiving Russian education, foreign students hope to relocate to Russia for permanent residence, taking the citizenship of our state. Mordovian higher educational institutions continue to increase the export of educational services. Every year the geography of countries is expanding, admission of students from abroad increases. This trend will continue, as one of the objectives of the national project “Education” is to increase the number of foreign students.
